letters of interest from Agencies/individuals that are capable
and seriously interested in providing the following training
course for adults 22 years and older.

and Fall of 1995 for 20 students at a time. The course will
prepare students for entry level jobs and continued training
leading to certification.

The letter of interest must include the proposed location of
training, a short statement of previous experience and a brief
description of your staff’s background and education.
Bidders are required to state whether or not the bidder is a
resident bidder, as defined in ORS 279.029. (Reference
Article 3 in the Instructions to Bidders.)

Parking Lot Operation and Management
The Metropolitan Exposition-Recreation Commission (MERC)
is soliciting sealed, written proposals to be filed no later than
Monday, May 22, 1995 at 5:00 pm PDT. Requirements,
procedures for submitting proposals and the services being
sought are described in detail in a Request for Proposal
(RFP) available from Jeffrey A. Blosser, Oregon Convention
Center, (503) 235-7575,777 NE Martin Luther King Jr. Blvd.,
Portland, Oregon 97232.
Five (5) copies of the proposal must be delivered to the
Oregon Convention Center, Adm inistration Offices, 777 NE
Martin Luther King Jr. Blvd., Portland, Oregon 97232 (if
delivered) and PO Box 12210, Portland, Oregon 97212 (if
mailed).
All proposals will be evaluated by a selection com mittee with
representatives approved by the Metropolitan Exposition-
Recreation Commission. A Personal Services Agreem ent
with the successful proposer is anticipated to result from this
selection process. However, the MERC Comm ission re
serves the right to reject any or all proposals for cause upon
a finding that it is in the public interest to do so.
Under the terms of the Agreement, the Contractor shall
provide all labor, material and equipm ent necessary to
operate and manage parking lot operations at the Oregon
Convention Center.

Sealed bids will be received at the Housing Authority of
Portland (HAP) Developm ent Office, 135 S.W. Ash Street,
Fifth Floor, Portland, OR 97204, until 3:00 p.m., PST, M ay30,
1995 for labor and m aterials to construct one five-bedroom
residential building. Shortly thereafter, bids will be opened
and publicly read in the Hearings Room, Lower Level. The
attendance of bidders is welcom ed but not mandatory.
The basic work includes site improvements, site utilities, and
construction of a five-bedroom , five-bath residential building
on a site in Portland.
Interested bidders may obtain one set of bid docum ents at
the HAP Development Office beginning May 1 1 ,1 9 9 5 ,8 :3 0
to 12:00noon and 1:00 to4 :0 0 p .m . upon re ce ip to fa$ 100.00
(one hundred dollar) deposit, which is refundable when the
docum ents are returned in good condition within ten (10)
days after bid opening. Additional sets may be purchased for
$50.00 each, which is not refundable.
A HAP representative will conduct a pre-bid meeting com
mencing at 2:00 p.m., May 17,1995 in the Hearings Room,
at HAP. The attendance of bidders is requested, and ques
tions posed at that time, when not addressed in the specifi
cations, will be answered by Addendum and mailed to all bid
docum ent holders.
Attention is called to the provisions in the following sections:
Bidding Instructions, MBE Participation, Special Conditions
(insurance requirements), and Wage Rates.
No bid will be considered unless accom panied by the re
quired forms and a surety bond payable to the Housing
Authority of Portland in an am ount equal to 5% of the bid. Bid
security is forfeited as fixed and liquidated dam ages should
the bidder neglect or refuse to enter into contract or provide
a suitable bond for the faithful perform ance of the work and
for paym ent of all obligation incurred in perform ing the work
when the bidder is notified of contract award.
No bidder may withdraw a bid after the hour set for opening
thereof until after the lapse of sixty (60) days from the bid
opening.
HAP may reject any bid not in compliance with the prescribed
bidding procedures and requirements and may reject any or
all bids and waive all informalities if, in the judgm ent of HAP,
it is in the public interest to do so. Questions regarding this
