The of Portland Bureau of Planning requests proposals from
consultant firms/teams with skills appropriate for land divi
sions, including civil, geotechnical and traffic engineering,
legal and policy analysis, environmental planning, architec-
ture/landscape architecture and public outreach, for man
agem ent of the Land Division Code Rewrite project. The
consultant firm/team will be responsible for refinem ent of the
work program, research, policy analysis, public involvement
process, and proposed policy and/or code concepts.
A com plete description of the project, specific requirements
and evaluation criteria for the proposal may be obtained from

Proposals shall be reviewed by a consultant selection com
mittee in accordance with Chapter 5.68 of the City Code.

Consultants shall be required to conform to the City MBE/

City of Portland is com mitted to increasing contracting,
subcontracting and em ploym ent opportunities for minority

evaluate project specifications in endeavoring to maximize

The Bureau of Traffic Management is seeking statements of
qualifications from firms with dem onstrated experience in
product developm ent and m anufacturing for the develop
ment of a pre-manufactured traffic calming device, which will
be subject to dynam ic vehicle loading in a natural environ

Management System Plan
The Port of Portland (Port) seeks proposals from individuals
or firms to analyze its current engineering technical docu
ment m anagem ent processes in use by the Port's engineer
ing staff and other identified departm ents. Proposals will be
received at the Office of the Manager of Contracts and
Procurement, of the Port of Portland, 700 NE Multnomah
Street, 15th Floor, Portland, Oregon 97232 (mailing address
P. O. Box 3529, Portland, Oregon 97208) until, but not after
11:00am on May 5,1995 . It is the proposer’s responsibility to
ensure proposals are received at this office by the due date.

A pre-proposal conference will be held at 1:00pm on April 27,
1995 atthe Port of Portland building, Conference Room 15P,
located at 700 NE Multnomah.
Scope of Work
The consultant will make recom mendations based on the
findings. Duration of this project is from May 22, 1995 to
August 1,1995. Areas likely to be addressed include: Steps
to reengineer existing processes to benefit from available
technologies; design in com bination an integrated engineer
ing docum ent m anagem ent system (IEDMS) and a suitable
technical reference center (TRC) based on the IEDMS
recom m endations to include all identified documents, users
and departm ents; and propose an implem entation plan, with
alternatives and cost estimates, for design and im plem enta
tion of the recom m ended system(s). It is the Port’s intent that
the IEDMS and TRC be made com patible for future upgrad
ing to im aging technologies when determined cost effective.
