The credit would off-set up to $J .000 or 50 percent of the wages paid to the young workers and could be renewed for a second year. Carter said Joe McHenry, assis­ tant director of Portland Opportuni­ ties Industrialization Center and Dav­ id Allen, director of Youth Employ­ ment and Empowerment Programs, testified in favor of the tax credit. Carter said during the 1993 ses­ sion, Schoon sponsored a similar tax credit bill as a pilot project paid for with $80,000 of general fund money.
