Sealed proposals for paving and sidewalk im provem ents to
the Prineville Senior Center will be received at City Hall, 400

will be publicly opened and read. Bids shall be titled: Bid:
Paving and Sidewalk Improvements to Prineville Senior
Center.
Description of Work to be accomplished: The W ork consists
of construction of a new 3-story, classroom and office
building of approximately 34,000-square feet. Site work,
utilities development, landscape development, paving anc
other site improvements are required as part of the Work.
Bid Documents for Prime Contractors: Two (2) sets of
Drawings and Project and Manuals will be available Monday,
February 27,1995, at Precision Images for each prospective
Prime Contractor upon deposit of $150 per set of documents.

Two pre-bid meetings will be held at the PCC Cascade
Campus followed by a project walk-through. The meetings
will be held in Jackson Hall on Monday, March 8,1995, one
at 10:00 am in Room 102; and one at 5:30 pm in Room 104.
Bidders will meet with representatives of the Owner, Archi­
tect and Consultants. It is recommended that contractors
intending to submit proposals for the project attend one of
these meetings and a walk-through, however it is not m an­
datory that they do so. Representatives of m inority-owned
and women-owned enterprises are encouraged to attend
one of these meetings.
No bid shall be considered unless the bid contains a state­
ment by the bidder, as part of their bid, that the provisions
required by ORS 279.350 (workers on public works to be paid
not less than prevailing rate of wage) shall be included in their
contract.
Bids will not be considered unless accompanied by certified
check, cashier’s check, or surety bond made payable to
Portland Community College in an amount equal to ten
percent (10%) of the lump sum bid. Interest will not be
allowed on bid security.
Prequalification is not required for this Work. Bidders are
required to be registered with the State of Oregon Construc­
tion Contractors Board, pursuant to ORS 701.055 (1).
Minority-owned and women-owned enterprises are encour­
aged to subm it bids in response to this solicitation and will not
be discriminated against on the grounds of race, color, or
national origin in consideration for an award of any contract
entered into pursuant to this advertisement.
The College Board of Directors and its officers are committed
to encouraging that women and members of ethnic minority
groups are represented and employed in the College’s public
works contracts and will ask bidders responding to this call for
bids to specify to what extent they intend to subcontract with
or employ members of ethnic minority groups or women.
Portland Community College will assist all bidders in identi­

Each bid must contain a statement as to whether that bidder
is a State of Oregon resident bidder as defined in ORS

No bidder may withdraw his bid after the hour set for the
opening thereof, before award of the contract, unless award
is delayed for a period exceeding thirty (30) days from the bid

The College may reject any bid not in compliance with all
prescribed public bidding procedures and requirements and
nay reject for good cause any or all bids upon a finding of the
College that it is in the public interest to do so.

The work contemplated consists of:
1, Surfacing the parking area by adding base aggregate
and asphalt concrete pavement.
Replacing concrete sidewalks around the majority of one
city block, including wheelchair ramps, driveway drops,
and curbs.
W ork under this contract will be funded in part with grant
funds from the Oregon Community Development Block
Grant Program (Grant No. C94021). The total project budget
(for construction) is approximately $52,600. The project is
being administered by Central Oregon Intergovernmental
Council with engineering services provided by David Evans
and Associates, Inc.
The contract time will be limited to 45 calendar days, with
liquidated damages of $300.00 per day should the Contrac­
tor fail to complete the work within the time allowed. The City
of Prineville will issue the Notice to Proceed (starting the
construction time period) when requested by the Contractor
but not later than May 1, 1995.

The attention of Bidders is directed to the State overtime
requirements and conditions of employment to be observed.
The applicable prevailing wage rate and provisions under the
Davis-Bacon Act are included in the Contract Documents.
Current Davis-Bacon wage rates will be supplied to all
potential bidders of record at least 10 days prior to bid
opening if there are revisions.
Each proposal must be submitted on the prescribed form and
accompanied by a certified check or bid bond executed on
the form bound within the Contract Documents or one
substantially similar, payable to the City of Prineville, in an
amount not less than ten percent (10%) of the am ount bid.
The successful bidder will be required to furnish a perfor­
mance bond and payment bond, each in the full am ount of
the contract price.

Before a Contract will be awarded for the work contemplated
herein, the Owner will conduct such investigation as is
necessary to determine the performance record and ability of
the apparent low Bidder to perform the size and type of work
specified under this Contract. Upon request, the Bidder shall
submit such information as deemed necessary by the Owner
to evaluate the Bidder's qualifications.

King Neighborhood Housing Developments
Portland Development Commission is requesting a state
from developers of interest and qualifications to develop
27,500 sq. ft. of vacant land located at NE Martin Luther King
Blvd/NE W ygant- NE Going, and 13,080 sq. ft. of vacant land
located at NE Sixth Ave/NE Emerson St.

The financial resources listed above are offered through a
Combined Funding Application. Public agencies, nonprofit
organizations, and for-profit entities are eligible to apply for
W ashington County HOME assistance, which will be made
available to selected project sponsors in the form of deferred-
payment, low-interest loans. Only nonprofit organizations or
public agencies may apply for CDBG funding, or for the
Emergency Shelter Grants or County Shelter Services Grants.

M etro’s Metropolitan Exposition-Recreation Commission is
soliciting sealed written proposals to be filed no later than
April 7 ,1 9 9 5 ,5 :0 0 p.m. PDT. Requirements and procedures
for subm itting proposals and of the services being sought are

Twelve copies of the proposals must be delivered to the
Oregon Convention Center, Administrative Offices, 777 NE
Martin Luther King Jr. Blvd., Portland, Oregon 97232 by April
7, 1995 at 5:00 pm PDT. All proposers must be equal
opportunity em ployers as specified in ORS 656.407 prior to
the deadline for receipt of proposals. In addition, all proposers
must respond to the requirements of the Metropolitan Expo­
sition-Recreation Commission’s Minority and Women-Owned
Business Program. This requires maximizing opportunities
for m inority and women-owned business enterprises (MBE
and WBE) in accordance with applicable provisions of the
Metro Code. A proposal bond, in the name of the MERC
Comm ission, in the amount of $50,000 will be required.

If you choose not to respond to the RFP after receiving a
copy, a letter indicating why you are not responding would be
appreciated.
All proposals will be evaluated by a selection com mittee with
representatives approved by both the Metropolitan Exposi­
tion-Recreation Commission and the Portland business com ­

anticipated to result form this selection process. However,
