A total of $439,112 is available for school-based projects.
Proposal in the range of $100,000-$150,000 will be consid
ered. The source of this funding is the Oregon School-To-
W ork Opportunities Implementation Grant. Applications must
be submitted by a subregional management team. Service
providers that are not affiliated with a subregion, or that cross
subregional boundaries, can apply directly to the Region 2
RWQC.
The purpose of the RFP is to demonstrate the readiness of
service providers to implement School-To-W ork programs
and the commitment to effecting fundam ental change in the
way education is delivered in the classroom. The RWQC is
administering this program to prepare youth as part of
Oregon's skilled and adaptable workforce.

the address listed below by February 10, 1995.

Invitation To Bid
Sealed bids will be received at the office of Barber Barrett
Turner Architects P.C., 960 S.W. Disk Dr., Suite A; Bend
Oregon 97702 until 7:00 P.M. February 21,1995, for the La
Pine Community Campus, and then they will be opened
publicly and read aloud.
Bids received after the date and time above will not be
considered.
In general, the work consists of approximately 7,000 square
feet of a wood framed building with wood wall and roof
system, wood siding, and composition roofing. The project
includes site development including site utilities and paving,
landscaping, and irrigation.
A pre-bid meeting is scheduled for February 7,1995 at 2:00
P.M. at the La Pine High School conference room in La Pine,
OR.
Contract Documents may be examined at sites provided by
A/E.
Bidders may obtain 2 sets of Documents at the Architect’s
office upon deposit of check payable to the Architect in the
amount of $100.00 for each set. Deposits will be refunded
upon return of the Documents in good condition within sixty
days of bid opening.
All bidders must comply with ORS 279 pertaining to payment
of prevailing wage rates.
Bids will be considered only if accompanied by a cashiers
check or certified check or bid bond (with bonafide surety
company as Surety) made payable to Deschutes County in
the amount of 10% of the bid amount. No interest will be paid
on bid security.
Deschutes County reserves the right to reject any and all bids
not in compliance with all prescribed public bidding proce
dures and Invitation to Bid requirements and may reject for
good cause any and all bids upon finding that it is in the best
public interest to do so.
Bidders may not withdraw or modify their bid after the time
established for the bid opening.
In accordance with ORS 279, preference to Oregon resi
dents will be given when awarding the Contract by adding to
a non-resident’s bid the same percentage, if any, given to the
bidder by the bidder’s home state. Accordingly, bidders will
be required to indicate on the Bid Form whether the bidder
is an Oregon Resident.
W ork under this contract will be funded in its entirety with
grant funds from the Oregon Community Development Block
Grant Program.

Emissions Trading Consortium
The Portland Development Commission (PDC) is soliciting
proposals for the establishment of an Emission Trading
organization and capability in the Portland metropolitan
area.
The successful contractor will formally organize an Emis
sions Trading Consortium, develop and conduct an educa
tional campaign on emissions reduction programs, identify
potentially available emissions credits for acquisition, estab
lish a banking capability and standards for emissions trans
actions, and conduct or facilitate emissions transactions.

Sealed bids will be received at the Housing Authority of
Portland (HAP), Development Office 135 S.W. Ash Street,
Suite 500, Portland, OR 97204, until 2:00 P.M..PST, Wednes
day, March 1, 1995 for labor and materials to construct 10
duplex buildings on one site in southeast Portland. Shortly
thereafter, bids will be opened and publicly read. Interested
parties are welcome to attend.
There will be a pre-proposal conference at the Commission
from 3:00 PM to 5:00 PM on February 9, 1995. Potential
contractors and sub-contractors should attend this confer
ence.
The Commission encourages Minority, Women and Emerg
ing Small Business contractors in its projects.
The basic work includes site improvements, site utilities, and
construction of 10 duplex buildings configured as (9) two
bedroom units and (11) three bedroom units.
The successful contractor must be certified by the City of
Portland and as an Equal Employment Opportunity Em
ployer and be licensed to do business in the City of Portland.
Interested bidders may obtain one set of bid documents at
the HAP Development Office noted above, Monday thru
Friday between 8:00 A.M. and 4:30 P.M. upon deposit of
$100.00 (one hundred dollars) which is refundable provided
documents are returned in good condition within ten (10)
days after bid opening. Additional sets may be purchased for
$50.00 (fifty dollars) each, which is not refundable.

Multnomah County
A HAP representative and the architect will conduct a pre-bid
meeting commencing at 1:00 P.M. on February 15,1995 in
the lower level Hearings Room at the Housing Authority
Offices, 135 S.W. Ash Street, Portland. The attendance of
bidders is requested, and questions posed at that time, when
not addressed in the specifications, will be answered by
addendum and mailed to all bidders.
Attention is called to the provisions in Section 00120, “Supple
mentary Instructions to Bidders” regarding previous experi
ence of prospective contractors and participation by MBE/
W BE/ESB firms, Section 00140, "Representations, Certifi
cations, and Other Statements of Bidders” regarding certifi
cation of non-segregated facilities, and Section 00700, "Gen
eral Conditions” regarding Equal Employment Opportunity,
and a waiver from enforcing the payment of non-federal
prevailing wages when said wages, exclusive of any fringe
benefits, exceed the applicable wage rate determined by the
Secretary of HUD. Payment of wages determined pursuant
to the Davis-Bacon Act (40 U.S.C. 276a et seq.) is a
requirement of this project. A schedule of the minimum rates
of pay applicable to this project is included in the specifica
tions.
A bid security of 5% of the bid is required as prescribed in
Section 00100, “ Instructions to Bidders” .
The successful bidder will be required to furnish and pay for
a satisfactory performance and paym ent bond for 100% of
the contract amount, or separate Performance and Payment
bonds, each for 50% or more of the contract price, or a 20%
cash escrow, or a 25% irrevocable letter of credit of the full
amount of the contract.
As permitted by state law and required by the U.S. Depart
ment of Housing and Urban Development, the following shall
apply to this project:
(A) Retainage is 10 percent not 5 percent,
(B) Interest will not accrue on retainage, and
(C) Bonds or securities may not be substituted as an
alternate form of retainage.
No bidder may withdraw their bid after the hour set for
opening thereof until after the lapse of sixty (60) days from the
date of the bid opening.
The Housing Authority of Portland may reject any bid not in
compliance with the prescribed bidding procedures and
requirements and may reject any or all bids and waive all
informalities if, in the judgment of HAP, it is in the public

Note: This project is 100% federally funded as part of a 1.7
million dollar authorization obtained through the Department
of Housing and Urban Development for construction of low-

Multnomah County Aging Services Division is seeking quali
fied agencies to serve as district senior service centers and
focal points for the aging services system. District centers
function as single entry access points for service to older
people, provide case management and information/referral
to clients and act as leaders in planning, coordination, and
information/referral to clients and act as leaders in planning,
coordination, and program development on behalf of elderly
persons. Multnomah County currently contracts for eight
centers. District centers are located in each of the following
areas of Multnomah County: north, near northeast, north
east, southeast, southwest, northwest, downtown, and east
county.
A contract for a ninth district and center in the eastern portion
of the current east county district will be developed if funds
are available. The mid county district and east county district
will be subdivisions of the current east county district along
the boundary of 162nd Avenue.
For the current districts, an agency must meet the following
minimum qualifications: must be a current business or orga
nization with legal authority to contract and ability to manage
a contracted service program; must be currently operating a
recognized senior service program; and must not provide
direct services to the elderly which would represent a conflict
of interest with District Center responsibilities.
For the newly established ninth district and center in the
eastern portion of the current east county district (east of
162nd Avenue), an agency must be a current business or
organization with legal authority to contract and a dem on
strated ability to manage a contracted service program.

Only agencies which respond to this notice of intent will be
permitted to submit proposals for contracts. Agencies may
apply for more than one district, but must currently be
providing services within the district(s) for which they apply.
In districts where only the current provider in good standing
responds to this notice of intent, an exemption from the RFP
process will be considered.
Those interested in applying must submit an original, with
one copy, of their letter of interest indicating the district
area(s) the agency is interested in applying for and agency
experience and expertise which provides the basis for quali
fication as a district center.
