Public Notice
The Private Industry Council, Inc,, serving M ultnomah and
Washington Counties and the City of Portland, has adopted
an open qualifying process for service providers. A Request
for Qualifications (RFQ) to subcontract for the operation of
Federal, State, and locally-funded em ploym ent and training
programs (Federal Job Training Parinership Act Titles II and
III programs and possibly other funds).
Respondents to the RFQ will be asked to dem onstrate, at a
minimum: legal status, financial stability, the adm inistrative
capacity to manage Federal and other public funds, and prior
performance in the operation of em ploym ent and training or
similar programs.
The RFQ process will m aintain and expand the list of
qualified bidders to participate in future Requests for Propos­
als (RFP's). Only organizations qualified through the RFQ
process will be eligible to be funded through the RFP
process. The outcome of successful bids in the later RFP
processes will be negotiations which may result in cost
reimbursement and/or perform ance based contracts for the
operation of em ploym ent and training programs.

The Oregon Departm ent of Transportation, Technical Ser­
vices Branch is seeking qualifications from consulting firms
for one or more flexible service contract(s) for a total of all
contracts not to $200,000 to provide various elements of
landscape architecture work for selected highway projects.
The successful consultant(s) will enter into a one-year flex­
ible service contract beginning approxim ately March 1995.
The Department reserves the right to renegotiate two, one-
year extensions.

Description of Work:
Dredge Berth 607 to a depth of -37 CRD. Remove
approxim ately 3750 cubic yards of material. Transport
and dispose of dredged sedim ents at the approved
disposal site.
A prebid conference will be held on W ednesday, December
7,1994, at 10 a.m. in the Term inal 6 Administration Building
to discuss all phases of the work.

A Construction Manager/General Contractor For The
Construction Of A Criminal Justice Complex
W ashington County, Oregon

Notice is hereby given that W ashington County, Oregon is
requesting sealed proposals from qualified firms to provide
construction m anagement/general contracting (CM/GC) ser­
vices for the construction of an approximate $55.3 million
criminal justice complex in Hillsboro, Oregon. The project
includes (all numbers approxim ate) a 408 bed jail, a 225 bed
restitution center, a 90,000 gross square feet law enforce­
m ent center and a 750 car parking garage. The selected CM/
GC firm will provide full project management, construction
management, and general contracting services throughout
the life of the project, which is scheduled to begin early in
1995, with substantial completion of the new complex planned
for mid 1997. Related remodeling will continue into 1998.
Proposers should have considerable experience in building
com parable facilities, and in use of the CM/GC process within
the public sector. At a minimum, a proposer must have
com pleted at least one medium security corrections facility of
construction value of $15 million or more within the past five
years.
A mandatory pre-proposal conference will be held at 1:30
P.M., Monday, December 12, 1994 in the Public Services
Building Auditorium, 155 North First Avenue, Hillsboro, Or­
egon. A tour of the County Jail will occur following the pre­
proposal conference.
Proposals must be received by 3:00 P.M., Thursday, Decem ­
ber 29, 1994 in the Support Services/Purchasing Division,
Public Services Building, 155 North First Avenue, Suite 320,
Hillsboro, Oregon. Proposals received after the designated
tim e and date will be returned unopened.

The County may reject any proposal not in compliance with

All proposers must be registered with the Oregon Construc­
tion Contractors Board prior to subm itting proposals. Failure
to register will be sufficient cause to reject proposals as non-
responsive.
Each proposal must contain a statem ent as to whether the
bidder is a resident bidder, as defined in ORS 279.029.
No proposal will be received or considered unless it contains
a statem ent by the proposer, as part of their proposal, that the
provisions required by ORS 279.30 or 40 U.S.C. 276a will be
com plied with by the successful proposer and all subcontrac­
tors.
This project will require a performance and paym ent bond
prior to contract execution in the am ount negotiated.
The W ashington County Board of Com m issioners reserves
the right to reject any and all proposals and to waive any and
all inform alities in the best interest of the County.
