Notice is hereby given that a public hearing, if so requested
)y any interested person, will be held by the Tri-County
Metropolitan Transportation District of Oregon (Tri-Met) at
3:30 p.m., W ednesday, Novem ber 30,1994, at the Portland
Building, 1120 SW 5th Ave., 2nd floor, room C, for the
purpose of considering a project for which federal assistance
rom the Federal Transit Adm inistration, under U.S.C. 5309,
is being sought. Persons requesting that this hearing be
convened should contact Tri-M et's Grants Adm inistrator, by
telephone at 503/238-5849, or in writing at 4012 SE 17th
Ave., Portland, OR, 97202, by W ednesday, Novem ber 16,
1994.
The project under consideration is the Banfield Com m unica­
tions Retrofit project. This project will make im provem ents in
the com m unication and control com ponents of the existing
MAX System to make them com patible with the W estside
Light Rail system. The project includes systems for overview
display of train movements; remote shutdown of substations;
remote m onitoring of ticket vending machines; remote con­
trol of powered track switches; and CCTV security surveil­
lance for three elevator stations.
Partial funding for this project was approved by FTA on June
30,1994. FY95 fixed guideway m odernization form ula funds
of $894,947 federal ($1,118,684 total) for continuation of the
project are being requested in this grant application.

above are in conformance with com prehensive land use and
transportation planning in the area and are program med in

to the social, economic, and environm ental aspects of the
project.

The Unified Sewerage Agency of W ashington County is
accepting proposals for heating, ventilating and air condi­
tioning inspection and repair services at five of its facilities

Notice to Contractors
Sealed bids for construction repairs of the on-site disposal
septic) system at Camp Florence - W ork Study Program,
Children’s Services Division, Florence, Oregon, will be re­
ceived by the Oregon Departm ent of Human Resources until
5:00 PM, on November 18,1994. Bids subm itted prior to the
opening will be received by Richard Schoonover, Children s
Services Division, Business Services Office, Human Re­
sources Building, 4th Floor, 500 Summ er Street, NE, Salem,
Oregon 97310-1017.
Bids will be opened at the Business Services Office on
Novem ber 21, 1994, and the contract will be awarded.
Contractors will be required to be licensed and bonded.
The project consists of installation of a 1,500 gallon septic
tank installation of a 1,000 gallon grease interceptor, instal­
lation of new effluent filters, m odifications to existing building
plumbing, addition of elapsed time meter and counter on the
existing dosing tank controls, construction of a new concrete
distribution box and header pipes, construction of 660 feet of
drainfield lines, and m odifications to the existing pressure
line and drainlines.

A mandatory walk-through at Camp Florence is required by
all contractors to bid on the project. The walk-through is
scheduled for 11:00 AM, Novem ber 10, 1994. The Camp
Florence W ork/Study Program is located at 04859 South
Jetty Road, Florence, Oregon 97439. South Jetty Road joins
Highway 101 on the west side approxim ately one-half mile
south of the Siuslaw River Bridge.

sion, will be received at the office of the Manager, Contracts
and Procurement, of The Port of Portland, 700 N.E. Mult­

97208) until, but not after, 2 p.m. Decem ber 1, 1994, and
thereafter publicly opened and read.
Description of W ork:
Steam S ystem : C onstruct an approxim ately 1200 square
foot boiler building and related sitework. Install a Port-
furnished 10,000 pound/hr, fire-tube boiler. Make con­
nections to the existing steam, feedwater, fuel, and other
related Central Plant utilities.
Em ergency Power System: Construct an approxim ately
4000 square foot, two-story, em ergency generator build-
¡ng and related sitework. Install an underground fuel
storage and delivery system, building support systems,
a Port-furnished 1000KW engine-generator, a medium
voltage switchgear, and a generator control gear. Modify
two existing generator governors to be com patible with
the new generator. Relocate one existing 1000KW en­
gine-generator to new building and remove existing 5KV
switchgear. Install manholes and underground ductbanks.
The Port of Portland is com m itted to providing equal oppor-
i tunities to State of Oregon certified Disadvantaged Business
Enterprises (DBEs) in contracting activities. The DBE partici­
pation target for this project is 10 percent. For this reason, the
Port is requesting bidders’ good faith efforts as defined in
ORS 200-045 (3) in achieving increased DBE participation.
If they are successful in securing DBE participation, the Port
is requiring bidders to com plete and submit, with their bids,
a Statem ent of Intent form included in the bid docum ents.
The Port Contracts and Procurem ent office has DBE vendor
profiles available which will be supplied to prim e contractors
upon request. The profiles identify pertinent vendor data
which may assist prime contractors in providing subcontract­
ing and supplier opportunities to DBEs in specific areas as
identified by the Port.
A prebid conference will be held on Thursday, November 17,
1994, at 10:30 a.m. in Conference Room 3002 on the third
floor mezzanine in the Term inal Building at the Portland
I International Airport term inal building to discuss all phases of
the work. The airport conference center is located at the top
of the stairs which are near the clock tower in the concession
lobby.

Bids must be on the bid form which will be provided to
prospective bidders and must be accom panied by a certified
or cashier’s check drawn on a United States bank or a bid
bond payable to The Port of Portland in an am ount equal to
at least 10 percent of the total am ount bid.
Prequalification is not required for this work.
The drawings and the contract m anual may be exam ined at
Port offices. Copies may be obtained by prospective bidders
I at no cost from Contracts and Procurem ent (address above).
No bid will be received or considered unless it contains a
statem ent by the bidder as a part of the bid that the provisions
of ORS 279.350 (regarding prevailing wage rates) are to be
complied with.
No bid will be received or considered unless the bidder is
registered with the State of Oregon Construction Contractors
Board pursuant to O RS 701.055(1) prior to subm itting a bid.

Bidders.)
A license for asbestos work under ORS 468A.720 is not
required for this work.
Bidders are required to state w hether or not the bidder is a
resident bidder, as defined in ORS 279.029. (Reference
I Article 3 in the Instructions to Bidders.)
Bids may be rejected if not in com pliance with bidding
procedures and requirements. Any or all bids may be re-
[ jected if in the public interest to do so.
