be publicly opened and read aloud in the City Counci
Chambers, Room 240, City Hall, for the project specified
herein.
The "Information for Bidders”, form of "Bid Form ”, "Bid Bond”,
Contract, and Performance & Payment Bond, Plans, Speci­
fications, and other contract docum ents may be examined
and obtained fo r a n o n -re fu n d a b le fee o f $20.00, made
payable to the Salem Housing Authority, at the office of the
Purchasing Supervisor, 555 Liberty St. S.E./Room 330,
Salem, Oregon 97301-3503, phone: (503) 588-6136.
W ork D escription: W ork consists of the construction of a new
com m unity center of approxim ately 2400 square feet within
the City of Salem.
Bids must be subm itted on the bid forms furnished to bidders.
Bid forms shall be subm itted in a sealed envelope plainly
marked “ Bid On 1992 C.I.A.P. P ro je c t/C o n s tru c tio n Of
New C o m m u n ity C enter - Bid No. 4530” , and show the
name and business address of the bidder.
A P re-B id C o n fe re n ce will be held at the Salem Housing
Authority, 360 Church St. SE. Salem, Oregon at 10:00 a.m.
on Novem ber 14,1994. A tour of the project site(s) will follow
the pre-bid conference. Only one orientation will be held. The
entire pre-bid conference is expected to last approxim ately
one and a half hours.
A surety bond, cashier's check, or certified check of the
bidder in the amount of ten percent (10%) of the bid must be
attached to each proposal as bid security. Unsuccessful
bidders will have their security refunded to them when the
contract has been awarded.
The successful Bidder will be required to furnish and pay for
satisfactory Performance and Payment Bond, in the full
am ount of the Contract.

Attention is called to the provisions for equal em ploym ent
opportunity, MBE goal of 20%, insurance requirements, and
the paym ent of not less than the minimum salaries and
wages as set forth in the Specifications.
As permitted by state law and required by the U.S. Depart­
m ent of Housing and Urban Development:
a.
Retalnage is 10 percent not 5 percent,
b.
Interest will not accrue on retainage, and
c.
Bonds or securities may not be substituted as an alterna­
tive form of retainage.
The Salem Housing Authority reserves the right to reject any
or all bids, to waive form alities in the bidding and of postpon­
ing the award of the contract for thirty (30) days. Prices bid
shall be firm for a period of 30 days after the closing date.
No Bidder may withdraw his bid within thirty days after the
date of bid opening.
Note: This project is federally funded through the Depart­
m ent of Housing and Urban Development and all require­
ments of that agency pertaining to bidding and contract
perform ance shall be strictly adhered to.

Invitation To Subm it RFP Response
Notice is hereby given that the Board of Port Commissioners
of the Port of Skamania County (Port), PO Box 413, 130
Cascade Ave., Stevenson, Skamania County, Washington
98648 will receive Request For Proposals (RFP) from quali­
fied Contractors until 4:00 PM, Tuesday, November 22,
1994.
Scope of the project will include furnishing all site preparation
including on-site drainage requirements, building design and
plans, permitting, material and labor to construct a 9,320 sq.
ft. m ulti-purpose industrial building on Port-owned property
in the City of North Bonneville, W ashington.
The RFP will be publicly opened and read aloud, immediately
after the closing time for their receipt at a regularly scheduled
meeting of the Board of Port Com m issioners, at which time
and place all interested persons are entitled to attend the
RFP opening.
RFP security in the am ount of 5% of the Total Base Amount
of com pleting the project will be required to accompany the
RFP.

The Port reserves the right to reject any and all RFP
Responses or portions thereof and will be the sole judge as
to the acceptability of the m aterials or services offered for this
project. The Port also reserves the sole right to request any
and all modifications of an RFP from a Contractor to meet
acceptability of the Port.
This project is funded by state grants and loans from the
Community Economic Revitalization Board (CERB) of the
W ashington State Departm ent of Community, Trade and
Economic Development.

Union Station Seism ic Analysis
The Portland Development Comm ission is soliciting propos­
als for a seismic analysis of the historic Union Station. The
project entails a detailed assessm ent of the seismic/struc-
tural condition of the building, with schem atic design and cost
estim ates to enhance the earthquake preparedness of the
structure. The work also entails an ADA analysis of the
elevator.
The successful consultant will dem onstrate experience in
projects of this scope with an em phasis on cost effective,
creative solutions to the seismic upgrading of the historic
structures.
The proposals shall be subm itted in accordance with the
proposal format outlined in the Request for Proposals (RFP).

The successful candidate will have two years of application
