HOW TO USE THIS SYSTEM
Risk Manager
The Port of Portland has an immediate opening for a Program­
mer Analyst I in the Information Technology Division to perform
functions related to computer program development, implemen­
tation. and maintenance.
The successful candidate will:
» Manage programs to identify risks which may cause acciden-
tai loss to the Port.
.
• Maintain close communication with management of Aviation,
Marine, Ship Yard, and administrative departments concern­
ing risk potential.
■ Advise management on risk assumption, risk transfer, and
loss control measures.
■ Manage the self-insured and insured claims administration
programs for all property, liability, marine and workers com­
pensation claims, including investigation of losses, negotia­
tion of claim settlements, litigation, and proper record keeping
and reporting.
• Develop cost of risk and risk/premium allocation programs.
• Develop criteria for selection of the insurance broker(s) of
record and participate in that selection.
• Review and approve all Port contracts and leases for ad­
equacy of insurance requirements and assessment of risk
potential.
• Assist in setting strategic direction.
Preferred Education and Experience:
• Education or work experience equivalent to a degree with
emphasis on risk management or general property/casualty/
marine underwriting.
• Certified property and casualty underwriter and/or associate in
risk management designation.
• Demonstrated, successful performance in a risk management
position providing exposure to supervision, financial, and
insurance management.
.
• Demonstrated performance in the management of: self-in­
sured workers' compensation and property/casualty claims
programs; risk analysis/contract review; loss control and safety
program; and, risk management information systems.
• Knowledge of Longshore and Harborworkers’ Compensation,
Oregon Workers' Compensation, and Jones Acts.
• Hands-on management or consulting experience in risk man­
agement in the public sector.
• Understanding of risk management issues associated with
marine and aviation.
• Experience managing owner controlled insurance programs.
• Knowledge of emergency preparedness and disaster re­
sponses.
