Words cannot express our sorrow over the loss of the
lives of Corey Graves and now Roy Jackson, Jr.
Emmanuel Community General Services is a church based, non-profit
social service agency providing a myriad of services to children, youth, and
families. The services provided are in education; employment; housing;
daycare; entrepreneurship, training and manufacturing; youth outreach;
intense follow-up; youth growth and development.
For over fifteen years, we have also provided housing for adults and

youth who are not high risk.
Because of the urgent need in our community, we extended a similar
service to high risk youth and adults with the intent of providing for self-
determination and independent living. The majority of the costs have been
provided by the Church, not government contracts.
Following the first incident, the Board o f Directors reduced our gang
population to only one slot. Following this last incident, we have declared
a moratorium on all housing for developmentally disabled youth and high
risk adults and juveniles. The moratorium will remain in effect until an
independent investigation is completed which will address all of the issues
in providing housing for high risk individuals.
Our community needs to provide these persons with shelter. We regret
that we will no longer be able to do so, at least for now. We ask for your
understanding, your guidance and your pray ers as we continue this worthy

Texas, the sixth
child o f Edward
and Leecy Givens. Princy George Givens
He had 12 broth
ers and sisters. When he was 2 years old, his fa m ily moved to Grant
Okla. and later to Luther, Okla. where he received his form al
schooling.
In 1965 he moved to Yakima, Wash, where he accepted Christ
and united with the Pilgrim Rest Baptist Church. In 1969, Givens
and his fam ily moved to Portland where he jo in e d the St. Paul
Baptist Church and served as a church deacon. He was employed
with the Freightliner Corp where he retired in 1976.
Survivors include his wife, Arneda; fiv e sons, Rayford Leon,
Frederick Dickson, Robert Stanley, and Charles William, all o f
Portland, and Wilburt Murlin o f Redwood C ity, C a lif, three daugh­
ters. Doris Jean Hendrix. Rose Marie M artin and Mary Elouise
Givens, all o f Portland; 26 grandchildren, 31 great grandchildren
three brothers, three sisters and many other relatives and friends

James B. Smith died of Cancer at his residence, on July 21, 1994.
James was bom in Atoka, Tennessee on July 31,1927 he married Lillie
Henderson on January 25, 1947 in Tennessee. James came to Portland in
1956, he worked as a Supervisor at the V.A. Hospital in Vancouver tor 25
years. He retired in 1984.
James was a longtime member o f Antioch Missionary Baptist Church
were he was also the Secretary of the Brotherhood.
Services will be held today Wednesday, July 17, 1994 at 11:00 a m. at
the Killingsworth Little Chapel of the Chimes, 430 N. Killingsworth,
Portland, Oregon 97217.
Disposition: Burial at Chimes Memorial Garden, Portland, Oregon.
