the same day by M ultnomah County Purchasing, 2505 S.E.
11th Ave., Portland, Oregon.

Purchasing and copies may be obtained from the above
address for a $5.00 non-refundable fee. Checks and Money
Orders Only. Plans and Specifications Will Not Be Mailed
within the Metropolitan, Tri-County area.
Prequalifications of Bidders Pursuant to the Multnomah County
Public Contract Review Board Administrative Rules (AR
40.030) Prequalification shall be required for the following
classes of work: Asphaltic concrete pavem ent and oiling -
highways, roads and streets on this project.
Prequalification applications or statem ents must be prepared
d u rin g the period of one year prior to the bid date.
Prequalification application and proof of prequalification by
the Oregon Departm ent of Transportation must be actually
received by, or postm arked to Multnomah County Purchasing
not later than 10 days prior to the bid.
All bidders must comply with the requirements of the prevail­
ing wage law in ORS 279.350.

Contractors and subcontractors must be licensed for asbes­
tos abatem ent work if the project involves working with

No proposal will be considered unless accom panied by a
surety bond, certified check, or a cashiers check payable to
Multnomah County for the am ount equal to ten percent (10%)
of the aggregate proposal. The successful bidder shall furnish
a bond satisfactory to the board in the full am ount of the
contract.
Multnomah County reserves the right to reject any or all bids
if not in com pliance with all prescribed bidding procedures.

Washington County HOME Program
The W ashington County HOME Consortium announces the
availability of $1,402,200 in federal FY 1993 and FY 1994
HOME Program funds for the construction, acquisition, and
rehabilitation of affordable rental housing and program s to
assist low -incom e first-tim e hom ebuyers in W ashington
County. Public agencies, nonprofit organizations, and for-
profit entities are eligible to apply for W ashington County
HOME assistance, which will be made available to selected
project sponsors in the form of deferred-paym ent, low-interest
loans.
O rganizations interested in applying for HOME funds must
subm it a preapplication to the W ashington County Depart­
ment of Housing Services no later than Friday, August 12,
1994, in order to be considered for funding. To obtain appli­
cation m aterials and other HOME program inform ation, con­

counselors to and from five outdoor school sites for the fall
1994 session and spring 1995 session of this agency's
Environmental Education Outdoor School program. Bids will

The Portland Developm ent Comm ission is soliciting propos­
als for market feasibility services for an approxim ate 15,000
SF com m ercial/retail project to be located in the Colum bia
Villa/Tam arack Housing Project in the Portsmouth Neighbor­
hood of North Portland. The project is proposed to include a
grocery store, laundrom at, child care center, and office space.
The selected consultant will work closely with PDC staff and
a com munity advisory panel to determ ine overall dem and and
feasibility for the developm ent of the proposed project.
