The Memorial Union, acting by and through the Oregon State
University Contract Services Administration invites bids for
the lease of floor space in the O.S.U. Memorial Union for the
purpose of operating a Branded Concept Food Service Area
to serve the needs of the Oregon State University students,
faculty and staff. The successful bidder will have the option of
rem odeling/renovating the space, contingent upon approval
of the Memorial Union.
Proposals are due on or before 1 :00 p.m . J u ly 11,1994 at the
Oregon State University, Memorial Union, Director's Office,

The City of Portland, Oregon, Bureau of W ater Works, re­
quests the submittal of statem ents of qualification from con­
sulting firm s interested in providing the technical services
required to develop plans and specifications complete for
contracting construction for a 70-foot high, 0.5 million gallon
elevated steel tank. Consultant will be required to prepare
detailed plans and specifications for construction including
soil investigations, construction quantities and cost estimates
as well as provide assistance during bidding and clarification
of plans and specifications during construction. Design work
will include structural design, civil site w ork and piping,
foundation design, corrosion protection, landscaping, con­
s tru c tio n e n g in e e rin g , s e is m ic c o n s id e ra tio n s , and
O &M ’procedures.
Interested firms should subm it a statem ent of qualifications,
including background of the firm, qualifications of the firm,
qualifications of the proposed staff, a fee schedule, and past
ESB/M BE/FBE usage.
Statem ents of qualifications will be reviewed by a Consultant
Selection Com m ittee in accordance with Chapter 5.68 of the
City’s Adm inistrative Code for consulting services contracts.
The Consultant Selection Com m ittee will rate the responses
and detailed proposals will then be requested from the top
three to five rated firms. These proposals will be ranked by the
Selection Comm ittee who will recommend the top ranked firm
to the Com m issioner of Public Utilities.

The Portland Bureaus of Environm ental Services and W ater
request proposals for adm inistering the eligibility verification
for the W ater/Sewer Bill Discount Program. The scope of
services includes program policy/procedure development,
application intake, review, and eligibility determ ination, and
reporting results to the City.
Qualified contractors subm itting proposals m ustdem onstrate
experience in adm inistering sim ilar types of program s and be
accessible to Portland’s water/sewer customers.
Adm inistrative costs will be funded out of the existing budget,
therefore, these must be kept to a minimum.
All proposals are due July 8, 1994.

RFP 94-15 Property Management and
Leasing Services Agreement
Walnut Park Retail Center, Portland, Oregon
he Portland Developm ent Com m ission (PDC) is seeking
proposals for property m anagem ent and leasing services at
the W alnut Park Retail Center for a period of 5 years.
The W alnut Park Retail Center consists of approximately
22 500 square feet of retail shops, surface and structured
parking totaling 100 spaces and an adjacent 2,500 square
oot building that will be renovated as a laundrom at and dry
cleaners. The main retail space is located adjacent to the
Morth Precinct Com m unity Policing Facility that opened in
J u n e ,1994.
A 9,500 square foot anchor tenant has been selected. The
balance of the retail spaces are being leased to local (North­
east Portland) businesses or franchisors of national/regionaJ
chains. The retail project is currently under construction and
is expected to open for business by November 1994.
Firms must have experience in property m anagement, facility
maintenance, retail leasing and adherence to community
objectives of em ploym ent and subcontracting to meet the
