Street, Eugene, OR 97401 until 1:00 P.M. July 20, 1994 for
the Project known as the City Of Eugene Developm ent City
Hall Accessible Ramp, located at the City of Eugene City H all,
777 Pearl Street, Eugene, Oregon. Bids will be publicly
opened and read aloud at the First Floor Conference Room,
858 Pearl Street, Eugene at the time stated above. Bids
received after the stated time will not be considered. Bids shall
be on a lump sum and/or unit cost basis.
Project Description
Project includes construction of a poured-in-place concrete
accessible w heel-chair ramp incorporating retaining walls,
planters, step lights, and a drainage system. Improvem ents
are designed to improve the accessibility of City Hall by people
with disabilities in accordance with the American with Disabili­
ties Act (ADA) and the Am ericans with Disabilities Act Acces­
sibility Guideline (ADAAG).

One proposal for the entire Project including General Archi­
tectural, M echanical and Electrical W ork as required by the
C ontract Documents.

Contract Documents may be obtained at the First Floor
Reception Counter, City of Eugene Public W orks Engineering
Building, 858 Pearl St, Eugene, OR 97401 for a $25.00
Nonrefundable fee.
Bids may be held by the City of Eugene for a period not to
exceed sixty (60) days from the date of opening of bids for the
purpose of reviewing the bids and investigating the qualifica­
tions of the Bidders prior to awarding the Contract.
The City of Eugene may reject any Bid not in com pliance with
all prescribed public bidding procedures and requirem ents
and may, for good cause, reject any and all Bids upon a finding
of the City that it is in the public interest to do so.
Bidder Requirem ents
The Contract is subject to ORS 279,348 and to ORS 279.363.
No Bid will be received or considered unless the Bid contains
a statem ent by the Bidder as part of the Bid that the provisions
of ORS 279.350 shall be com plied with. Each Bid must
contain a statem ent as to whether the Bidder is a resident
bidder, as defined in ORS 279.029. Bids will not be consid­
ered unless the Bidder is registered with the Construction
Contractors Board in accordance with the laws of the State of
Oregon.
No Bid will be received or considered unless the Bid contains
a statem ent by the Bidder as part of the Bid the Bidder, in
carrying out the Contract, will com ply with all applicable laws.
W age Rates
This contract is subject to the Davis-Bacon and related Acts
and no bid will be received or considered unless the Bid
contains a statem ent by the Bidder as part of the Bid that the
provisions of Davis-Bacon and related Acts (40 USC 276a)
and Federal Labor Standards Provisions (HUD -4010) relating
to the paym ent and certification of paym ent of wages listed
under U.S. Dept. of Labor, General W age Decision No OR 93-
1 will be com piled with.
Federal Grant Requirements
This w ork is financed through the Com m unity Developm ent
Block G rant Program with funds obtained from the U.S. Dept.
of Housing and Urban Development. The Contract will be
subject to regulations of the Dept. of Labor and the Dept. of
Housing and Urban Development.
Bid Security
Bidders shall subm it with their Bid Proposal a Bid Bond,
Certified check, or Bank Cashier’s check, made payable to the
City of Eugene, equal to 10% of the Basic Bid including
Additive Alternates.
Asbestos Abatem ent
Asbestos abatem ent work is not contem plated in this project.
If such w ork subsequently becomes necessary by the discov­
ery of asbestos, the successful bidder must com ply with ORS
468.883, which requires that asbestos abatem ent w ork be
perform ed by a State licensed asbestos abatem ent contrac­
tor using State certified workers.
Pre-Bid Conference
A Pre-Bid Conference will be held to answer questions
regarding the project. All interested General Contractors,
Sub-Contractors, and Suppliers are invited to attend. The

tions from social service agencies who are interested in being
a partner in HAP's Special Needs Housing & Services Pro­
gram . This program provides priority housing to clients with
special needs that are receiving supportive services from
agencies. A gency’s will be selected from among all appli­
cants. Only agencies that can dem onstrate that they can

Consultant Services
The City of Portland, Bureau of G eneral Services, will receive
subm ittals from applicants interested in providing Architec­
tural and Engineering services fordesigning and coordinating
the construction of renovations at the North Precinct Building
in St Johns. Submittals will be accepted until 5:00 PM on
Friday June 3, 1994 at 1120 SW 5th Avenue, Suite 1204,
Portland, Oregon 97204.
Scope Of W ork:
The City of Portland is looking for one or more independent
technical consultants to design renovation plans and observe
construction activities for the North Precinct building located
at 7214 N. Philadelphia Ave. consultants must have experi­
ence with seism ic retrofit, historic building renovation, and
Am ericans with Disabilities Act (ADA) regulations. The scope
of w ork for services includes but is not limited to:
1. Seism ic upgrade of the structure to com ply with current
building codes.
2. Accessibility upgrades to bring the building into com pliance
with the ADA.
3. Renovation of locker, show er and rest room facilities.
4. Design and construction of holding cells.
5. Conversion of locker room to office space.
6. Upgrade m echanical and electrical system s as required.
This historic building was erected in 1907. It is a two-story with
basem ent wood-fram ed structure with brick and stone veneer
and a metal roof over exposed heavy tim bered wood trusses.
Much of the interior was remodeled between 1974-77. A
recent seismic study indicates the structure does not meet the
lateral force requirements of the Dangerous Building Code
(PCC 24.15.060). Police program needs for this building are
changing with the opening of the new North East Precinct in
June.
The consultant should be able to w ork with the site to
determine actual requirements, identify permits, prepare speci­
fications, prepare cost estim ates, and assist in the project to
endure compliance with regulations. The consultant would
also be qualified to coordinate any construction and site
im provem ents.
