The City of G resham seeks to retain a consulting team; firm
capable of providing a fast-paced land use, transportation,
econom ic and marketing analysis, public input, and media
strategy process which will result in a series of recom m enda­
tions and a m aster plan forthe developm ent of the superblock
bounded generally by Burnside, Eastman, Division and Wallula
Avenue, in the City of Gresham.
This project is a cooperative venture initiated and led by the
City of Gresham which includes active participation from
m ajor property owners in the superblock, Tri-Met, METRO,
and other significant stakeholders in the com munity and in
the region.
The em phasis is on com m unity and region-wide process to
develop an “ im plem entable” m aster plan and strategy which
can assure the tim ely developm ent of this site fo r a suitably
intense transit-oriented project in proxim ity to an increasingly
viable traditional downtown district. The scope of work in­
cludes preparation of three primary work products:
1. A review of the viability of keeping a Regional Shopping
Center Overlay on a portion of the superblock site.
A review and recom m endations for m odifications to the
Transit Developm ent District Standards of the Gresham
Comm unity Developm ent Plan, both City-wide and spe­
cific to this site.
Developm ent of a M aster Plan with im plem entation strat­
egies and enabling ordinance language.

4. The ability of the firm /consultant to start work upon
contract award.
City staff will review the statem ents of qualifications and
select firm s/consultants to subm it proposals during May,
1994. An oral interview may be scheduled prior to fina
'selection. It is intended that a firm /consultant be hired in May

Sealed bids for Extended Studies and Smith Center Reroofing,
Portland State University, Portland State University, Port­
land, Oregon will be received by the Oregon State Board of
Higher Education, Second Floor of the University Services
Building at 617 S. W. Montgomery, Portland State University,
Portland, Oregon, until 3:00 p.m., PDT, May 19, 1994; and
then publicly opened and read aloud by the undersigned or
his designated representative.
Briefly, the project consists of reroofing the Extended Studies
building, with a separate base bid to reroof the south west
quarter of Smith Center, including the removal of existing
roofing systems and installation of new elastic sheet roofing
systems.
Bids will be received for each of the two (2) building packages,
as shown on the Drawings and described in the specifica­
tions One (1) set of contract docum ents may be obtained
from Söderström Architects, P.C., 1200 N.W. Front Avenue,
Suite 410, Portland, Oregon, 503/228-5617, by prime bid­
ders only, upon deposit of $25.00. Additional sets may be
obtained for the cost of reproduction.
Deposits will be refunded for docum ents returned in “Good
condition” by actual bidders within two (2) weeks after
opening of bids or by non-bidders by the bid opening date.
Contract Documents may be exam ined at he Portland State
University, Facilities Department, Portland; Daily Journal of
Com m erce Plan Center, Portland; Construction Data Plan
Center West, Portland; Eugene Builder's exchange, Eugene;
Salem C ontractor’s Exchange, Salem; Oregon Builder's Ex­
change, Roseburg; and Impact Business Consultants, Port­
land.
All bidders must comply with the requirements of the prevail­
ing wage law in ORS 279.350.
No bid will be considered unless fully com pleted in the
m anner provided in the “Instructions to Bidders” upon the Bid
Form provided and accom panied by Bid Security.
A mandatory exam ination of the site and conditions will be
made at 10:00 a.m. on April 28,1994. Bidders shall m eet with
the O wner at the Facilities Departm ent prior to the required
exam ination. A tour of the project site will be conducted

Rothchild Graduate Center, a project providing special needs

sists of the renovation of the Rothchild Building (formerly
housing United Way) and will be performed in accordance
with plans and specifications by Söderström Architects. The
project consists of 48,360 s.f. concrete frame building located
at the southwest com er of the intersection of S.W. Broadway
Avenue and W. Burnside Street, Portland, Oregon. The
existing building is to be renovated to provide approxim ately
106 units of single room housing to-bfe used to support a drug
and school recovery program an to provide housing for the
chronically mentally ill. Renovation work will consist of struc­
tural, interior, mechanical, electrical and retail space im prove­
ments as provided in more detail in the request forstatem ents
