Project Descriptions: The W ork generally consists of the
following construction work at the existing Seattle Center
Coliseum, located in the Seattle Center at First Avenue at
Harrison Street. Principal components of w ork include the
following:
1. A complete reconstruction of the Coliseum that lowers the
event floor 35' to provide a new seating bowl-geometry within
the existing building envelope. Construction will retain the
existing concrete edge beam, glass curtain wall and steel roof
trusses.
2. An expanded service yard to the South.

Attention Renters
You may qualify for Housing Assistance under the Section 8
Rental Assistance Program for low income families and indi­
viduals. The Housing Authority of Clackamas County will be
accepting applications for families who qualify for one, two,
three, four and five bedroom units effective April 14,1994 at 8:30
a.m. Applications for this program will be accepted until July 14,
1994 at 5:00 p.m., when the waiting list will close until further
notice. Eligibility will be based upon income and family size.
Assistance is in the form of a rent subsidy and may be provided
in the home in which you presently live, subject to program
criteria.
Priority will be given to families who claim and qualify for a
preference under the Federal Preference law. Families who
have been displaced through no fault of their own, living in
substandard housing as defined by HUD, and/or families who
pay more than 50% of their income for rent and utilities would
qualify for a preferred status.
Occupants of and applicants on the present waiting list for Public
Housing and other assisted housing must specifically apply for
the Section 8 Rental Assistance Program if you wish to partici­
pate.
A Family that is already on the Housing Authority's Section 8
waiting list, even if they are waiting for a Voucher, is also on the
waiting list for a Certificate and does not need to reapply.
Applicants for the Section 8 programs will not lose their place on
the Public Housing waiting list. For further information, call 655-

3. An excess ramp down to the new Coliseum floor.
4. A commissary kitchen and support building attached to the
Coliseum on the Southeast side and connecting to the existing
Annex D.
5. Shell space for 5,600 square feet of future meeting room
and exhibition space above the commissary kitchen.
6. Renovation of the NASA Building, cutting it to about half its
present size, and reusing its structural and wall components
to build the new com m issary building.
7. The development of the first floor of the West Court Building
for up to 6,500 square feet of retial space, assuming use
as a sports store, and connecting that store with the main
concourse of the Coliseum.
8. Resurfacing and landscaping for the area of site surround­
ing the Coliseum.
9. New ticket booths on both the East and W est sides of the
Coliseum.
There will be a pre-bid site tour on April 13,1994, at 1:00 P.M.
The tour will start in Room #109 Center House, Seattle Center
(Project M anagement/Redevelopm ent Office).

Public Notice
The Private Industry Council, serving Multnomah and W ash­
ington Counties and the City of Portland, subm itted a draft of
its two-year job training plan to the State of Oregon Job
Training Partnership Administration on March 25, 1994. The
Private Industry Council will seek approval of its job training
plan at its April 13, 1994 board meeting. The April 13, 1994,
7:30 AM meeting of The Private Industry Council Board of
Directors is open to the public and oral comments concerning
the job training plan are welcome. The Private Industry
Council is authorized to adm inister the Job Training Partner­
ship Act (JTPA), allowable under Title IIC and EDWAA
(Dislocated Workers) as defined in the Act.
A mix of activities, including basic skills training, classroom
training, customized training and on-the-job training, will
provide at least 2,000 low-income youth and adults who are
residents of Multnomah and W ashington Counties and the
City of Portland who face significant barriers to employment
with the skills needed as defined by employers, to obtain long­
term em ployment and economic self-sufficiency.
Funding for Title 11A and IIC for the Program Year beginning
July 1, 1994, and ending June 30, 1995 will be $6,399,631,
and $2,169,228 for EDWAA.

Notice Of Intent Of Request, For Proposals
The Bureau of Environmental, Services (BES) has deter­
mined a need fo ra Predictive M aintenance/Vibration Analysis
Program to support the equipm ent at its Colum bia Boulevard
Treatm ent Plant, Tryon Creek Treatm ent Plant, and 95 Pump­
ing Stations, in the greater Portland area.
Proposals are requested for the development, planning, and
related services as described in the Scope of Work for the City
of Portland, Oregon (City): Proposals will be received until
4:00 PM, Friday, April 21,1994, atthe City of Portland, Bureau
of Environmental, Services, W astewater Treatment, 5001
North Columbia Boulevard, Portland, Oregon 97203. If mailed,
sufficient time must be allowed for delivery by submittal time.
Postmarks will not qualify as a timely submittal. Seven (7)
copies of written proposals should be submitted in a sealed
envelope; clearly marked as a “Proposal for Predictive M ain­
tenance/Vibration Analysis Services.”
All proposals must be made in accordance with the instruc­
tions contained in the RFP. Failure to com ply with or complete
any part of the request may result in rejection of the proposal.
The City reserves the right to reject any or all proposals. The
City also reserves the right to waive any non-material irregu­
larities in any proposal.
The City has established a MBE/FBE target of 10 percent
participation for each category. Minority and female busi­
nesses are encouraged to subm it proposals and other
proposers are encouraged to utilize minority and female
businesses where appropriate expertise exists.
