walk, storm drainage and water quality facilities, and appur­
tenant items.

until 3:00 P.M. on March 30, 1994, and then at said office
publicly opened and read aloud.
Copies of the Contract Documents may be obtained at the
office of the Engineer, W allis Engineering, 119 E. 8th Street,
Vancouver, W ashington, upon paym ent of a fee of $40.00 for
each set: $20.00 of which will be refundable. Informational
copies of maps, and specifications are on file for inspection in
the Office of the Engineer, Vancouver, W ashington.
All bid proposals shall be accom panied by a bid proposal
deposit in cash, certified check, cashier’s check, or surety
bond in an am ount equal to five percent (5%) of the amount
of such bid proposal. Should the successful bidder fail to enter
into such contract and furnish satisfactory perform ance bond
within the time stated in the specifications, the bid proposal
deposit shall be forfeited to the Town of Yacolt. No bid will be
considered unless fully com pleted in the manner provided in
the “ Information for Bidders” upon the bid form provided by the
Engineer.
This project is financed through the Comm unity Development
Block Grant Program with funds obtained from the U.S.
Department of Housing and Urban Development. The con­
tract will be subject to regulations of the Departments of Labor
and Housing and Urban Development.
Attention is called to Federal provision for Equal Employment
Opportunity, HUD Section 3 requirements, and the minimum
wages as set forth in the contract documents.
The Owner reserves the right to reject any or all bids and to
waive all informalities. No bidder may withdraw or modify his
bid after the hour set for the opening and thereafter until the
lapse of thirty (30) days from the bid opening.

Notice Of Public Hearing
Notice is hereby given that a public hearing will be held by the
Tri-County Metropolitan Transportation District of Oregon
(Tri-Met) at 3:30 pm, W ednesday, March 30, 1994, at the
Portland Building, 1120 SW 5th Avenue, 2nd floor, room C, for
the purpose of considering a project for which federal assis­
tance under the Interm odal Surface Transportation Efficiency
Act (ISTEA) of 1991, and the amended Federal Transit Act, is
being sought.
At the hearing Tri-Met Directors will consider a grant applica­
tion to the Federal Transit Adm inistration for funding of final
design and construction of the Hillsboro Extension to the
W estside Light Rail Project. The expected final cost of the
Hillsboro Extension is $225,000,000 in the year of expendi­
ture. Federal funds requested in this initial application include
$75,000,000 in assistance under Section 3 of the Federal
Transit Act and $11,000,000 in regional FY94 funding avail­
able through the ISTEA Surface Transportation Program. The
balance of the total budget will come from other federal
Surface Transportation Program and Section 9 funds, and
state and local resources.
The Hillsboro Light Rail Extension is approxim ately 6.2 miles
long and will connect the present term inus of the W estside
Project located at SW 185th Avenue in W ashington County
with the Hillsboro Park & Ride station located at the intersec­
tion of SW Adam s and W ashington Street in downtown
Hillsboro. The light rail route follows the present Burlington
Northern railroad alignm ent west from 185th Avenue to 216th
Avenue, where the Burlington Northern turns northward. The
light rail route continues westward from 216th into downtown
Hillsboro occupying right-of-way previously owned by the
Oregon Electric Railway Co. In dow ntown Hillsboro, light rail
will occupy W ashington Street from 12th Avenue to the
term inus at SW Adam s Avenue. The Extension will have eight
stations including four park & ride lots.
Initial project expenditures will support consulting contracts
for final design of the light rail facilities, acquisition of real
property for right-of-way, first paym ents for purchase of light
rail vehicles, and project m anagement.
A discussion of displacem ent of persons, families and busi­
nesses is included in the Final Environm ental Impact State­
m ent for the Hillsboro Extension. The project is in conform ­
ance with com prehensive land use and transportation plan­
ning In the area and is program med in the region’s Transpor­
tation Im provem ent Program. Private transportation enter­
prise will not be directly affected by the project.
At the hearing, Tri-M et will afford opportunity for interested
persons or agencies to be heard with respect to the social,
economic, and environm ental aspects of the project.
A person requesting a sign language interpreter shall give Tri-
Met at least 48 hours notice of the request by contacting Tri-
Met at 238-4952 or TDD 238-5811, M onday through Friday,
8:30 am to 4:30 pm.
A copy of the grant application, the Final Environmental
Impact Statement, and a transit developm ent plan for the area

Description of Work:
Architectural, electrical, and m echanical dem olition and re­
m odeling in two Concourse C locations, totalling approxi­
mately 4,500 square feet. The work includes making a roof
penetration for and providing one new roof HAVC unit.
A prebid conference will be held at 9 a.m. on Tuesday, April
5, 1994, in Conference Room 3002 on the third floor m ezza­
nine in the Term inal Building at Portland International Airport
to discuss all phases of the work. The elevatorto the third floor

The Portland is com m itted to providing equal opportunities to
