Request For Statement Of Qualifications To
Provide Consulting Services For A Comprehensive
Park & Recreation Master Plan Department Of
Environmental Services City Of Gresham, Oregon
The City of Gresham plans to retain a consultant to perform
M aster Planning services for the Parks & Recreation Division
of the Departm ent of Environm ental Services. The City has a
strong com m itm ent to providing parks, trails, open spaces and
recreation services for its citizens. G resham is a com munity
which is a part of the Portland Metropolitan Area. It has grown
from a population of 31,000 in 1980 to 76,000 today, making
it the fourth largest city in Oregon.
To meet the challenge of our growing community, the m aster
plan process will need to be com prehensive, assess existing
and future citizen needs, and provide a long term vision
com bined with strategies and actions for addressing parks,
trails, open space and recreation service needs of Gresham.
Preliminary general concepts included as plan elem ents will
be: 1) Com m unity Profile; 2) Needs, Benefit, Assessm ent and
Inventory; 3) Facility and Recreation Program Recom m enda­
tions; 4) M anagem ent Strategy; and 5) Funding Strategy. The
process is anticipated to take 12-18 m onths to complete,
primarily due to the expected extensive public involvem ent
commitment. The total budget for the m aster plan including
related ow ner costs is $90,000.
Interested consulting firms shall subm it a maximum five-page
statem ent of qualifications and 1 -2 exam ples of com parable
work to the M anager of the Parks and Recreation Division,
Attention: Julee M. Conw ay. 1550 NW Eastman Parkway,
Suite 175, Gresham, Oregon 97030, by 5:00 p.m, local time,
March 30. 1994. Example/s of work may consist of com plete
docum ents orexcerpts from com parable plans. W ork samples
will be returned by the city upon request. The statem ent of
qualifications shall include:
1. F irm In fo rm a tio n . Firm name, address, telephone num ­
ber, contact person, years established, types of services
qualified to perform, and num ber of personnel of the firm.
Include a breakdown of registered professionals, other
degreed staff, draft and/or graphic persons, and support
staff.
2. Q u a lific a tio n s o f th e Firm . A sum m ary of projects
com pleted by the firm which are com parable to the project
description (including name, location, size, and value of
the project), date of the project, name and telephone
num berof ow ner representative and names of consultant’s
personnel on the project.
3. Q u a lific a tio n s o f P ro je c t P e rso n n e l. The name, quali­
fications, specific work experience of key personnel pro­
posed for this project. An estim ate as to the percentage of
time these personnel would be available during the various
phases of the project shall be indicated.
These qualifications should indicate all m aster planning
projects worked on during the last five (5) years, including
the project names, dates, and specific role of personnel on
each project.
The Statem ent of Qualifications will be evaluated on the
following criteria:
1. Qualifications and experience of the firm on related
projects.
2. Qualifications and experience of team members to be
assigned to this project.
3. Evaluation of firm and team perform ance and quality of
work on prior sim ilar projects.
4. Evaluation of firm and team experience in public involve­
ment process.
Based upon the Statem ents of Q ualifications, four (4) to five
(5) of the most qualified firms will be selected to subm it detailed
proposals.

Notice is hereby given that a public hearing will be held by the
Tri-County M etropolitan Transportation District of Oregon
(Tri-Met) at 3:30 pm, W ednesday, March 30, 1994, at the
Portland Building, 1120 SW 5th Avenue, 2nd floor, room C, for
the purpose of considering a project for which federal assis­
tance und erthe Intermodal Surface T ransportation Efficiency
Act (ISTEA) of 1991, and the amended Federal Transit Act, is
being sought.
At the hearing Tri-Met Directors will consider a grant applica­
tion to the Federal Transit Administration for funding of final
design and construction of the Hillsboro Extension to the
W estside Light Rail Project. The expected final cost of the
Hillsboro Extension is $225,000,000 in the year of expendi­
ture. Federal funds requested in this initial application include
$75,000,000 in assistance under Section 3 of the Federal
Transit Act and $11,000,000 in regional FY94 funding avail­
able through the ISTEA Surface Transportation Program. The
balance of the total budget will come from other federal
Surface Transportation Program and Section 9 funds, and
state and local resources.
The Hillsboro Light Rail Extension is approxim ately 6.2 miles
long and will connect the present terminus of the W estside
Project located at SW 185th Avenue in W ashington County
with the Hillsboro Park & Ride station located at the intersec­
tion of SW Adams and W ashington Street in downtown
Hillsboro. The light rail route follows the present Burlington
Northern railroad alignm ent west from 185th Avenue to 216th
Avenue, where the Burlington Northern turns northward. The
light rail route continues westward from 216th into downtown
Hillsboro occupying right-of-way previously owned by the
Oregon Electric Railway Co. In downtown Hillsboro, light rail
will occupy W ashington Street from 12th Avenue to the
term inus at SW Adams Avenue. The Extension will have eight
stations including four park & ride lots.
Initial project expenditures will support consulting contracts
for final design of the light rail facilities, acquisition of real
property for right-of-way, first payments for purchase of light
rail vehicles, and project management.
A discussion of displacem ent of persons, fam ilies and busi­
nesses is included in the Final Environmental Impact State­
ment for the Hillsboro Extension. The project is in conform ­
ance with com prehensive land use and transportation plan­
ning in the area and is programmed in the region’s Transpor­
tation Im provem ent Program. Private transportation enter­
prise will not be directly affected by the project.
At the hearing, Tri-Met will afford opportunity for interested
persons or agencies to be heard with respect to the social,
economic, and environm ental aspects of the project.
A person requesting a sign language interpreter shall give Tri-
Met at least 48 hours notice of the request by contacting Tri-
Met at 238-4952 or TDD 238-5811, Monday through Friday,
8:30 am to 4:30 pm.

The Private Industry Council, serving Multnomah and W ash­
ington County and the City of Portland, will subm it a draft of
it’s tw o-year job training plan to the State of Oregon Job
Training Partnership Administration on March 25 ,1 9 9 4 . The
Private Industry Council will seek approval of its job training
plan at its April 13, 1994 board meeting. The April 13,1994,
7:30 AM meeting of The Private Industry Council Board of
Directors is open to the public and oral comments concerning
the job training plan are welcome. The Private Industry
Council is authorized to adm inister the Job Training Partner­
ship Act (JTPA), allowable under Title IIC and EDWAA
(Dislocated W orkers) as defined in the Act.
A mix of activities, including basic skills training, classroom
training, customized training and on-the-job training, will
provide at least 2,000 low-income youth and adults who are
residents of Multnomah and W ashington Counties and the
City of Portland who face significant barriers to em ployment
with the skills needed as defined by employers, to obtain long­
term em ploym ent and economic self-sufficiency.
Funding for Title IIA and IIC fo rth e Program year beginning
July 1, 1994, and ending June 30, 1995 will be $6,399,631,
and $2,169,228 for EDWAA.
