Water Treatment Plant
Sealed proposals for the City of Cannon Beach, W ater Treat­
ment Plant, addressed to Jerry Minor, P.E., City Engineer,
7080 S.W. Fir Loop, Portland, Oregon 97110, will be received
at the offices of KCM, Inc. at the same address until 4:00 p.m.
on March 30 ,1 9 9 4 and then will be publicly opened and read.
Bids may be mailed or delivered to the address shown above.
Principal items of w ork shall generally consist of the following:
Construct a W ater Treatm ent Plant of 1 million gallon per day
(mgd) capacity including intake and filtered water pump sta­
tions, slow sand filters, sitew ork and site piping, and associ­
ated work.
Bids shall be based on a lump sum bid as stated on the
Contractors Bid Form.
W ork shall be com pleted 180 calendar days after the date set
forth in the Notice to Proceed.
No bid will be considered unless fully com pleted in the manner
provided in the “ Instructions to Bidders” upon the bid form
provided.
Each bid shall be accom panied by a bid bond or a certified
check or cashiers check made payable to the City of Cannon
Beach in an am ount not less than 10% of the am ount of the bid.
The bid bond/check shall be given as a guarantee that the
successful bidder will execute the contract if it is awarded in
conform ity with the contract docum ents and shall provide
surety bond or bonds as specified therein within 15 days after
notification of Award of Contract to the bidder.
The successful bidderw ill be required to furnish a performance
bond and a paym ent bond in an am ount not less than 100%
of the contract price.

No bidder may withdraw his bid after the hour set for the
opening thereof, or before Award of Contract, unless said
award is delayed for a period exceeding 120 days.
No bid will be received or considered unless the bid contains
a statem ent that the provisions regarding prevailing rates of
wage required by ORS 279.350 shall be complied with.
All envelopes must be sealed and plainly marked on the
outside showing the name of the bidder, date and time of bid
