Sealed proposals for the construction of the 17th Avenue
Public Improvem ents, street, storm drainage and landscap­
ing reconstruction, will be received at the office of the Director
of Support Services of the City of Forest Grove, 1924 Council
Street, P.O. Box 326, Forest Grove, OR 97116, until 2:00 p.m.
local time the 3rd day of March, 1994 and then publicly opened
and read.
The work generally consists of the construction of street and
storm sewer im provem ents along a two block local street.
Included will be the construction and installation of sidewalks,
curbs and gutters, driveways, asphalt concrete pavement and
aggregate street structure, street trees and storm sewer.
A copy of the contract documents may be obtained at the
address shown above upon payment of a $25.00 non-refund-
able fee ($30.00 if requested by mail).
This project is co-financed through the Community Develop­
ment Block Grant Program with funds obtained from the U.S.
Department of Housing and Urban Development and through
the City of Forest Grove with budgeted City funds. The contract
will be subject to regulations of the Departments of Labor and
Housing and Urban Development.
Attention is called to Federal Provisions for Equal Employment
Opportunity, HUD Section 3 Requirements, and the minimum
wages as set forth in the contract documents.
In addition, the Contractor, subcontractors and all employers
working under the Contract shall comply with ORS 656.017,
which requires them to provide workers' com pensation cover­
age for all their subject workers. The Contractor and all
subcontractors must be registered with the Oregon Construc­
tion Contractors Board (in compliance with ORS 701.055) and/
or the Landscape Contractors Board (in com pliance with ORS
671) prior to the bid opening.

JTPA Title ll-B Public Notice
The Private Industry Council, Inc., is currently planning a major
modification to its Job Training Plan to include Program Year
1994 Job Training Partnership Act (JTPA) Title ll-B Sum m er
Youth Employment and Training Program funding. Final allo­
cation amounts have not been announced by the US Depart­
ment of Labor and the State of Oregon, but The Private
Industry Council, Inc. anticipates a funding level of approxi­
mately $2,526,192 to serve approxim ately 1000 economically
disadvantaged youth participants in Multnomah and W ashing­
ton Counties. Services will include work experience, basic
skills training and other activities during the summer of 1994.

equal to ten percent of the amount bid. Filing of a qualification
questionnaire before bidding will not be required. Contingent or
conditional bids will not be considered for acceptance. No bid
will be received or considered unless the bid contains a
statement by the bidder that provisions of ORS 279.350 per­
taining to prevailing wage rates shall be complied with. The city
reserves the right to reject any and all bids and to waive defect
in bidding to the interest of the City, to postpone the award of
the contract for a period not to exceed 60 days, or to abandon
the improvement.
Where asbestos abatem ent is required, contractor or appropri­
ate subcontractor must be licensed for asbestos abatem ent
according to the procedures established by the Environmental
Quality Commission.
Each bid must contain a statement as to whether the bidder is
a resident bidder, as defined in ORS 279.029.
No bid will be accepted by the City unless it contains a statement
by the bidder as a part of the bid that the bidder in carrying out
the contract will comply with all applicable laws. No bid will be
received or considered unless the bidder is registered with the
Construction Contractors, Board.
The City may reject any bid not in compliance with all prescribed
public bidding procedures and requirements, and may reject for
good cause any or all bids or to waive any specification or
requirement upon a finding of the City it is in the public interest
to do so.
