The cow ­ boys usually ran the naughty banker out of town, but what do we do with feds who 'radiate’ us w ithout our permission. There is a great w ailing and wringing o f hands as the C linton Administration expands an inquiry into the “ propriety and safety” o f hu­ man radiation experimentation con­ ducted by the government in the de­ cades after W orld W ar II. The media and opportunistic politicians arc hav­ ing a field day o f lamentation and figerpointing, each group seeking to excel in a ritual o f sudden discovery and indictment. This hysterical pos­ ture o f “ surprise, surprise” , its as shocking to us as to you” renders both the government and media extremely suspect. There’ s a fam iliar ring. The very suggestion that the ‘ holier-than-thou’ American estab­ lishment has been engaged in the very some type o f human experimentation that brought universal condemnation upon 'H itle r ’ s N azis’ may shock many, but not all. In the past week I ’ vc had a dozen calls from both black and white readers who say they see a frightening parallel to the “ Tuskeegee Syphillis Experiments” I ’ ve w ritten about. The reference is to the detailed account o f how the U.S. Health Ser­ vice and Veterans Adm inistration engaged in a decades-long experi­ ment to see how, untreated, syphilis would ravage the bodies o f uninformed A frican Americans. W hile some w ill immediately recall the statement o f Malcom X , “ Chickens come home to roost” , oth­ ers are more deeply disturbed by the realization that once again our highly revered and respected medical frater­ nity has failed us. As in the case o f the gruesome Tuskcegee caper hundreds o f those who previously took the Hippocrates Oath must have been aware o f what was going on. No, correct that! Thousands o f 'profes­ sionals’ must have known. The A M A ? Already, the records o f five ma­ jo r federal agencies have been re­ quested for review: Departments o f Energy and Defense and Veterans A ffa irs - National Aeronautics and Space Adm inistration, the Pentagon and, once again, that conscienceless U.S. Public Health Service. In addition, T ri-M e t is seeking its an­ nual share o f federal operating assis­ o f operating assistance and the fund­ ing to complete the w ork fo r the H illsboro Extension. The Congestion M itigation and A ir Q uality Program w ill finance the new buses, m in i­ buses, and the pedestrian and bicycle connection. The total grant application fo r all o f these projects is $ 15.2 m illion . The federal share varies w ith each p ro je ct,1 tance. The source o f the funds is a pair o f federal transportation programs. The Section 9 program is the source fund. Tri-Met hopes for approval o f the grant application by the Federal Transit Administration by March 31, 1994. The ve­ hicles would give T ri-M e t the capac­ ity to add service. “ T ri-M e t is committed to meet­ ing the growing needs o f our expand­ ing region,” said Tom W alsh, T ri- M e t’ s General Manager. “ To add ser­ vice you need tw o things, a bus and a driver.
