Service provides free legal services in
c iv il cases to low-income people in
Multnomah County. We serve over
6,000 clients per year in housing,
government benefits, fam ily law, se­
nior law , and c iv il rights.
OCOC Seeks People
The One Church, One C hild
(OCOC) o f Oregon is seeking appli­
cants to serve on the newly created
M in o rity Advisory Board.
This nine-member board w ill
serve in an advisory capacity to the
Friends o f OCOC on matters relating
toadoption recruitment activities and
events and w ill serve as a clearing
house for inform ation and w ill raise
fam ily awareness about events in the
area. It w ill examine pertinent issues
and m ake re co m m e n d a tio n s to
Friends o f OCOC fo r consideration.
The main goal o f the M in o rity A d v i­
sory Board is to encourage and sup­
port m in ority recruitment activities
in the Portland M etropolitan Area
(M ultnom ah, Clackamas, W ashing­
ton, and C lark counties) and commu­
nities to expand adoption education
by encouraging m inority (Asian, A f­
rican Am erican, Hispanics and Na­
tive American) fam ily participation.

In the old days o f grade B western
movies, the hero was often heard to
exclaim, “ i f you can’ t trust your
banker, who can you trust?” In more
recent times, this attitude has seemed
quite appropriate for the Savings and
Loan Community as their executives
robbed the depositors, investors and
taxpayers w ith equal gusto. The cow ­
boys usually ran the naughty banker
out of town, but what do we do with
feds who 'radiate’ us w ithout our
permission.
There is a great w ailing and
wringing o f hands as the C linton
Administration expands an inquiry
into the “ propriety and safety” o f hu­
man radiation experimentation con­
ducted by the government in the de­
cades after W orld W ar II. The media
and opportunistic politicians arc hav­
ing a field day o f lamentation and
figerpointing, each group seeking to
excel in a ritual o f sudden discovery
and indictment. This hysterical pos­
ture o f “ surprise, surprise” , its as
shocking to us as to you” renders both
the government and media extremely
suspect. There’ s a fam iliar ring.
The very suggestion that the
‘ holier-than-thou’ American estab­
lishment has been engaged in the very
some type o f human experimentation
that brought universal condemnation
upon 'H itle r ’ s N azis’ may shock
many, but not all. In the past week
I ’ vc had a dozen calls from both black
and white readers who say they see a
frightening parallel to the “ Tuskeegee
Syphillis Experiments” I ’ ve w ritten
about. The reference is to the detailed
account o f how the U.S. Health Ser­
vice and Veterans Adm inistration
engaged in a decades-long experi­
ment to see how, untreated, syphilis
would ravage the bodies o f uninformed
A frican Americans.
W hile some w ill immediately
recall the statement o f Malcom X ,
“ Chickens come home to roost” , oth­
ers are more deeply disturbed by the
realization that once again our highly
revered and respected medical frater­
nity has failed us. As in the case o f the
gruesome Tuskcegee caper hundreds
o f those who previously took the
Hippocrates Oath must have been
aware o f what was going on. No,
correct that! Thousands o f 'profes­
sionals’ must have known. The A M A ?
Already, the records o f five ma­
jo r federal agencies have been re­
quested for review: Departments o f
Energy and Defense and Veterans
A ffa irs - National Aeronautics and
Space Adm inistration, the Pentagon
and, once again, that conscienceless
U.S. Public Health Service. Now we
must expand our query, “ I f you trust
your doctor...?”

be targeted on areas needing transit
service.
The application for funding also
seeks assistance fo r tw o components
o f Westside M A X . Money would go
towards completing the prelim inary
engineering and fin a l environmental
studies for the H illsboro Extension
and for a pedestrian and bicycle bridge
to the future S unset Transit Center. In
addition, T ri-M e t is seeking its an­
nual share o f federal operating assis­
o f operating assistance and the fund­
ing to complete the w ork fo r the
H illsboro Extension. The Congestion
M itigation and A ir Q uality Program
w ill finance the new buses, m in i­
buses, and the pedestrian and bicycle
connection.
The total grant application fo r all
o f these projects is $ 15.2 m illion . The
federal share varies w ith each p ro je ct,1
tance.
The source o f the funds is a pair
o f federal transportation programs.
The Section 9 program is the source
fund.
Tri-Met hopes for approval o f the
grant application by the Federal Transit
Administration by March 31, 1994.

gram, that helps those w ith mental
illness become job ready. The pro­
gram trains consumers in office, ca­
tering and landscaping activities. The
Connection is part o f the G arlington
Center’s Rehabilitation Service.

Tri-Met Pursues Money For New Buses
The T ri-M e t Board o f Directors
yesterday gave the green ligh t to seek
nearly $10 m illio n in federal funding
to purchase 11 to 12 new minibuses
and 20 new standard buses. The ve­
hicles would give T ri-M e t the capac­
ity to add service.
“ T ri-M e t is committed to meet­
ing the growing needs o f our expand­
ing region,” said Tom W alsh, T ri-
M e t’ s General Manager. “ To add ser­
vice you need tw o things, a bus and a
driver. This grant would address the
first half o f that equation.”

Shore employment centers and ex­

And across the nation there may be a
m illio n who have unknowingly been
forced to virtually swim in seas o f
radiation - infants, children, the sick,
blind and disabled, the aged and the
soldiers. Energy Secretary O ’ leary is
speaking o f compensation fo r the
many victim s o f these cruel nuclear
experiments where the air and the
bodies were poisoned “ for science” .
Careful lady, the adm inistration
already is trying to figure out how to
pay fo r one badly needed health pro­
gram. I f the C linton adm inistration is
pushing this investigation fo r p o liti­
cal gain alone, the process could back­
fire. It is a ll rather disturbing, isn’ t it?
