Statement Of Qualifications
The City of Gresham plans to retain a consultant to perform
architectural services for a new City Hall office building. The
new building will be approxim ately 90,000 square feet, to be
located on the site occupied by the Gresham City Hall. The
overall scope of services required includes master planning
the existing site for the future office and structure parking, full
architectural/engineering services for design and construc­
tion observation of the new office building, and renovation of
approxim ately 10,000 square feet in the current City Hall. The
construction procurement strategy will employ multiple bid
packages and will be either a traditional or CM/GC construc­
tion contract.
Interested firms shall submit to the Gresham Department of
Environmental Services Director’s office, 1333 N.W. Eastman
Parkway, Gresham, Oregon 97030-3813, by 5:00 p.m. Tues­
day, January 18, 1994, seven copies of Statem ent of Q uali­
fications, which must follow the rules stated within the State­
ment of Qualifications packet.
Statement of Qualifications packets are available from the
City of Gresham, Department of Environmental Services,
13333 N.W. Eastman Parkway, Gresham, Oregon, 97030-

ORS 279.025 provides that the public contracting agency
may reject any proposal not in compliance with all prescribed
public bidding procedures and requirements, and may reject
for good cause any or all proposals upon a finding of the
agency that it is in the public interest to do so.
The City of G resham ’s programs services, em ployment op­
portunities, and volunteer positions are open to all persons
without regard to race, religion, national origin, sex, age,
marital status, handicap, or political affiliation.
Advertisement For Bids
Sealed bids will be received by Eastern Oregon State
College in Room 114, Inlow Hall, La Grande, Oregon, until 2
p.m. PDT February 3, 1994 for the Hoke Hall renovation
project located on the campus of Eastern Oregon State
College. Bids will be opened and publicly read aloud on
February 4,1994 at 2 pm in Inlow Hall by the undersigned or
his designated representative.
The project includes selective demolition to the interior,
upgrade of the mechanical and electrical systems, exterior
and interior renovation, and building addition.
A mandatory examination for general contractors of the site
and conditions will be made at 1:30 p.m. January 19, 1994,
with ow ner’s representative beginning inR oom 301 Hoke
Hall, EOSC.
Bid documents: Bidders may obtain copies of contract docu­
ments after December 27, 1993, from the office of the
architect, upon on deposit of $150 for each complete set.
Contract documents issued on deposit will be limited to two
sets for general contractors and one set for subcontractors.
No partial sets will be issued. Any bidder upon returning, in
good condition,those sets issued on deposit within 10 days
of the bid opening date, will be refunded the deposit in full.
Contract documents may be examined at the Dean of
Adm inistration’s office, Room 114, Inlow Hall, EOSC, as well
as at the following locations: Daily Journal of Commerce Plan
Center, Portland; Eugene Builders Exchange Corporation,

Sealed bids for the construction of W astewater Treatment
Plantand Effluent Disposal Improvements for the City of Adair
Village, Benton County, Oregon, will be received by the City
until 2:00 P.M., on F ebruary 9,1994. Bids subm itted prior to
the opening are to be delivered to The City of Adair Village,
City Hall, 103 N.E. Wm. R. Carr Avenue, Corvallis, Oregon
97330. Bid opening will be conducted at the City Hall and
publicly opened and read aloud.
The project includes two separate schedules of construction,
with the following items of work:
S chedule " A ”
Wastsewater Treatment and Equipment. The project consists
of the construction of improvements to the existing wastew a­
ter treatment plant including the communitor, imhoff tank,
trickling filter, chlorination system, cover for sludge drying
beds and an addition to the control building.
S chedule " B ”
Construction of a low pressure effluent outfall, holding pond,
outlet/pump station structure and land application irrigation
system.

A Pre-Bid Conference will be held at 1:00 P.M., local time, on
Janu ary 26 ,1 9 9 4 beginning at the Adair Village City Hall. A
tour of the proposed construction sites will be conducted. At
this meeting all questions concerning the Contract Docu­
ments or proposed work will be discussed.
One copy of the Contract Documents may be obtained by
prospective bidders of cash or check in the am ount of $110.00
made payable to the Engineer. Deposit made upon procure­
ment of drawings, specifications, and forms of contract docu­
ments will be non-refundable. Individual sheets and specifica­
tion pages may be purchased for the cost of reproductions:
Drawings $2.00 per sheet; Specifications $0.25 per sheet.
Bidders must prequalify with Owner, on Standard Oregon
Review Board Prequalification forms, ten (10) days prior to bid
opening. Disqualification statements shall be issued not later
than 4 days before bid opening by the Owner. Prequalification
forms may be obtained from the Engineer and should be
submitted to the Owner via the Engineer. If a prequalification
form is on file with the Engineer and is not over one year old,
refiling is not necessary unless there has been a substantial
change in Contractor’s status.
No bid will be considered unless fully completed in the manner
provided in the “ Instructions to Bidders” upon the bid form
provided by the engineer and accom panied by a bid bond
executed in favor of the City of Adair Village in an amount not
less than ten percent (10%) of the total amount of the bid. Bid
bond is to be forfeited as a fixed and liquidated damage should
the bidder neglect or refuse to enter in to a contract and
provide suitable bond for the faithful perform ance of the work
in the event the contract is awarded him. Funds for the

Community Development Block Grant Program (OCD). Nei­
ther the United States nor any of its departments, agencies, or
employees is or will be a party to this Notice to Contractors of
any resulting contract. This procurement will be subject to
regulations contained in Part 33 Procurement Under Assis­
tance Agreements. Contracts are subject to 40 CFR regula­
tions.

provisions of the president’s executive Order No. 11246
