On Wednesday December 22,

and launched a C hristm as Fiesta
fo r 400 u n d e rp rivile g e d , p rim a ­
r ily spanish-speaking ch ild re n .

Homeless Grants

H enry G . C isneros today announced the a llo ­
cation o f nearly $411 m illio n in H U D grants
earm arked to increase assistance to homeless
fa m ilie s and in d iv id u a ls across the country.
The D epartm ent o f H ousing and U rban
developm ent awarded 187 grants to 44 states
to ta lin g $410,988,720 m illio n .
O f this to ta l, $298 m illio n was awarded
in Shelter Plus Care assistance. T h is program
w ill p ro vid e fiv e to ten years o f rental assis­
tance to state governm ents and p u b lic or

projects w ill create jobs in M o rro w C ounty
and the C latskanie and C o lu m b ia counties,
help p ro vid e O regonians w ith cheaper elec­
m um econom ic benefits to the citizens o f
O regon. The bonds are ty p ic a lly used fo r
econom ic developm ent, housing, education,
redevelopm ent, p u b lic w orks, energy, waste
m anagem ent, and transportation. The tax
exem pt feature helps to provide a lo w cost
fin a n c in g o f these projects. Each year the
State has S150 m illio n o f private a c tiv ity
bum s plant waste at the James R iv e r p u lp and
paper m anufacturing fa c ility in W auna, O r­
tenants, w ith at least 40% o f the u n its a v a il­
able to tenants who make less than 60% o f the
