Doctor J” replaces Quinn Buckner, who left after last season to become head coach of The Dallas Mavericks. The Tactrust sys­ tem that was established in 1981 is being replaced by a new licensing system Under Tactrust. Prize money was placed into a trust account for the individual athlete and money with­ drawn from the account was moni­ tored by USA Track and Field. USA Track and Field is replacing Tactrust with the new direct payment license through which athletes can receive money directly. Any U.S. Citizen or Resident Alien who is eligible to compete in­ ternationally can apply for the pro­ gram, providing the athlete has no remaining college eligibility. A credit card style license will be issued to all qualified applicants which can be used throughout the athlete’s career.....
