Sealed bids for the construction of W ater Systems Improve­
ments for the City of Sisters, Deschutes County, Oregon, will
be received by the City until 1:00 P.M. Pacific Time, on
December 9, 1993. Bids submitted prior to opening are to be
delivered to the City Hall, Sisters, Oregon. Bid opening will be
conducted by The Sisters City Council in the City Council
Chambers and publicly opened and read aloud.
The project consists of construction of a 1.6 MG concrete
storage reservoir, installation of distribution system improve­
ments and well pump station control modifications. Project
components and estimated major quantities are as follows:

prospective bidders of cash or check in the amount of $110.00
made payable to the Engineer. Deposit made upon procure­
ment of drawings, specifications, and forms of contract docu­
ments will be non-refundable. Individual sheets and specifica­
tion pages may be purchased for the cost of reproduction:
Drawings $2.00 per sheet; Specifications $0.25 per sheet
Bidders must prequalify with Owner, on Standard Oregon
Review Board Prequalification forms, ten (10) days priorto bid
opening. Disqualification statements shall be issued not later
than 4 days before bid opening by the Owner. Prequalification
forms may be obtained from the Engineer and should be
submitted to the Owner via the Engineer. If a prequalification
form is on file with the Engineer and is not over one year old,
refiling is not necessary unless there has been a substantial
change in Contractor’s status.
No bid will be considered unless, fully completed in the manner
provided In the "Instructions to Bidders” upon the bid form
provided by the Engineer and accompanied by a bid bond
executed in favor of the City of Sisters in an amount not less
than ten percent (10%) of the total amount of the bid. Bid bond
is to be forfeited as a fixed and liquidated damage should the
bidder neglect or refuse to enter into a contract and provide
suitable bond for the faithful performance of the work in the
event the contract is awarded him. Funds forthe improvements
are available, and monthly payments will be made by check.
The successful bidder must be registered, or shall become
registered, with the Construction Contractor’s Board or li­
censed by the State Landscape Contractor's Board. Bidder is
| not required to be licensed under ORS 468.883.
The City of Sisters may reject any bid not in compliance with
all prescribed public bidding procedures and requirements,
and may reject for good cause any and all bids upon the finding
of the City of Sisters that it is in the public interest to do so.
Any Contract award under this Notice to Contractors is
expected to be funded in part by a grant from the United States
and the Department of Housing and Urban Development
through the Oregon Community Development Block Grant
Program (OCD) and by a grant and loan from the United States
Farmers Home Administration (FmHA). Neither the United
States nor any of its departments, agencies, or employees is
or will be a party to this Notice to Contractors of any resulting
contract This procurement will be subject to regulations
contained in Part 33 Procurement Under Assistance Agree-
| ments. Contracts are subject to 40 CFR regulations,

of the City of Sisters that it is in the public interest to do so. No
Bidder may withdraw or modify his bid after the hour set for the
opening and thereafter until the lapse of ninety (90) days from
the bid opening.

Sealed bids for the construction of Wastewater System Im­
provements for the City of Port Orford, Curry County, Oregon,
will be received by the City until 2:00 P.M., on D ecsm b er 16.
1993, Bids submitted prior to the opening are to be delivered
to City Hall, Port Orford, Oregon. Bid opening will be con­
ducted at the City Hall, Council Chambers, and publicly
opened and read aloud.
The project includes three separate schedules of construc­
tion, with the following major items:
Schedule A
0.54 MGD Advanced W astewater Treatment Plant, including
concrete headworks, secondary aeration zones, clarifier and
aerobic digester, an automatic backwash filter unit, and an
effluent pump station, all mounted on piling. Existing lab
remodel, extensive mechanical and electrical construction
and substantial site piping, also will include cleaning and
relining an existing pond with a PVC membrane.
S chedule B
1,900 foot long, 8” diameter, treated wastewater pressure
main lake crossing, a quadruple alternating design siphon
vault, 1,200 feet of 12” diameter low pressure piping, 7,800
feet of infiltration gallery construction and substantial dune
vegetation and stabilization work.
S chedule C
7,400 feet of 8” gravity sewer line, 2,160 feet of 8” sewer
pressure main, 380 feet of 4" sewer pressure main, 565 feet
of 3" pressurized service line, 1,105 feet of 6” gravity service
laterals and the construction of two wastewater pump sta­
tions.

A Pre-Bid Conference will be held at 10:00 a.m., local time, on
December 6, 1993 beginning at the Port Orford City Hall. A
tour of the proposed construction site will be conducted. At
this meeting all questions concerning the Contract Docu­
ments or proposed work will be discussed.

mental Protection Agency (EPA) and Farmers Home Admin-
istration (FmHA). Neither the United States nor any of its
departments, agencies, or employees is or will be party to this
Invitation to Bid or any resulting contract. This procurement
will be subject to regulations contained in Part 33 Procure­
ment Under Assistance Agreements.
Bidders on this work will be required to comply with the

The attention of Bidders is directed to the requirements and

(40 U.S.C. 276a) for this public work project.
The bidders’s attention is directed to the provisions of these
Contracts that related to the utilization of small, minority, and
women business enterprises during the performance period
of the Contract. The following goals are set for this Contract:
1. Eight percent of the dollar amount of the construction
services and/or supply services is to be performed by m inor­
ity subcontractors and/or minority suppliers.
2. Five percent of the dollar amount of the construction
services and/or supply services is to be performed by women
subcontractors and/or women suppliers.
Prior to award of Contract, EPA will review the Proposals w ith
respect to the Bidder’s degree of compliance with the above
goals; a low Bidder who has not achieved these goals must
demonstrate to the satisfaction of the Director, Office of Civil
Rights and Urban Affairs, EPA Region 10, that the goals are not
attainable on the Contract work.
Before a Contract will be awarded, compliance with all EPA and
FmHA requirements specified in the Contract Documents will
be subject to EPA and FmHA review and approval.
