Sealed bids for the construction of W astew ater System Im
provem ents for the City of Port Orford, Curry C ounty, O regon,
w ill be received by the City until 2:00 P.M., on D ecem ber 16,
1993. Bids subm itted prior to the opening are to be delivered
o City Hall, Port O rford, O regon. Bid opening will be con
ducted at the City Hall, Council C ham bers, and publicly
opened and read aloud.
The project includes three separate schedules of co nstru c
tion, with the follow ing m ajor items:
Schedule A
0.54 M G D A dvanced W astew ater Treatm ent Plant, including
concrete headworks, secondary aeration zones, clarifier and
aerobic digester, an autom atic backw ash filte r unit, and an
effluent pum p station, all m ounted on piling. Existing lab
rem odel, extensive m echanical and electrical construction
and substantial site piping, also will include cleaning and
relining an existing pond with a PVC m em brane.
Schedule B
1,900 foot long, 8" diam eter, treated w astew ater pressure
main lake crossing, a quadruple alternating design siphon
vault, 1,200 feet of 12" diam eter low pressure piping, 7,800
feet of infiltration gallery construction and substantial dune
vegetation and stabilization work.
Schedule C
7,400 fee t of 8" gravity sew er line, 2,160 feet of 8" sew er
pressure main, 380 feet of 4" sew er pressure main, 565 feet
of 3" pressurized service line, 1,105 feet of 6" gravity service
laterals and the construction of two w astew ater pum p sta
tions.

form is on file with the Engineer and is not over one year old,
refiling is not necessary unless there has been a substantial
change in C ontractor’s status.
No bid will be considered un.ess fully com pleted in the m anner
provided in the ‘‘Instructions to Bidders” upon the bic form
provided by the E ngineer ¿nd accom panied by a bid bond
executed in favor of the City of Port O rford in an am ount not
less than ten percent (10% ) of the total am ount of the bid. Bid
bond is to be forfeited as a fixed and liquidated dam age should
the bidder neglect or refuse to enter into a contract and
provide suitable bond for the faithful perform ance of the work
in the event the contract is awarded him. Funds for the
im provem ents are available, and m onthly paym ents will be
m ade by check.
The successful Bidder m ust be registered, or shall becom e
registered, with the C onstruction C ontractor’s Board or li
censed by the State Landscape C ontractor's Board.
The City of Port O rford may reject any bid not in com pliance
with all prescribed public bidding procedures and require
ments, and may reject for good cause any and all bids upon
the finding of the C ity of Port Orford that it is in the public
interest to do so.
Any C ontract award under this Invitation to Bid is expected to
be funded in part by a grant from the United States E nviron
mental Protection A gency (EPA) and Farm ers Hom e Adm in
istration (Fm HA). Neither the United States nor any of its
departm ents, agencies, or em ployees is or will be party to this
Invitation to Bid or any resulting contract. This procurem en*
will be subject to regulations contained in Part 33 Procure
m ent Under Assistance Agreem ents.
Bidders on this w ork will be required to com ply with the
provisions of the P resident’s Executive O rder No. 11246
concerning equal em ploym ent opportunity, including all am end
m ents and requirem ents issued thereunder. The require
m ents for Bidders and C ontractors under this O rder are
explained in the C ontract Documents.
The attention of Bidders is directed to the requirem ents anc
conditions of em ploym ent to be observed and m inim um rates
to be paid under the C ontract. The Bidder shall com ply with
provisions of O RS 279.348 to 279.363 or the Davis-Bacon Ac*
(40 U.S.C. 276a) for this public work project.
The b idders’s attention is directed to the provisions of these
C ontracts that related to the utilization of small, m inority, anc
w om en business enterprises during the perform ance periO'
of the Contract. The follow ing goals are set for this C ontract
1. Eight p ercent of the d o lla r am ount of the construction
services and/or supply services is to be perform ed by m inor
ity subco n tracto rs and/or m inority suppliers.
2. Five percent of the dollar am ount of the construction
services and/or supply services is to be perform ed by w om en
subcontractors and/or w om en suppliers.
Prior to award of C ontract, EPA will review the P roposals with
respect to the Bidder’s degree of compliance with the above
goals; a low Bidder who has not achieved these goals mus
dem onstrate to the satisfaction of the Director, Office of Civi
Rights and Urban Affairs, EPA Region 10, that the goals are no
attainable on the Contract work.
