City Of Gold Beach
Notice is hereby given that sealed bids will be received at the
City Hall, Gold Beach, Curry County, Oregon, until 1:00 PM,
on October 8th, 1993. Bids submitted prior to the opening are
to be delivered to the City Hall, Council Chambers, and
publicly opened and read aloud.
The work consists of the following items:
1. Furnish and install a new Sewage Macerator-Grinder.

Arm/Dearm Repair, will be received at the office of the
Manager, Contracts and procurement, of The Port of Portland,
700 N.E. Multnomah Street, 15th floor, Portland, Oregon,

97208) until, but not after, 2 p.m. September 23, 1993, and
hereafter publicly opened and read.
Description of Work:
1. Construction of four 18-foot by 88-foot concrete pads for
aircraft parking. Pads are to be located within an existing
asphalt apron.
2. Removal and replacement of 21 existing concrete edge

A prebid conference will be held on September 14,1993, at
9:30 a.m. at the Portland International Airport Maintenance
-acility, 7111 N.E. Alderwood Road, Portland, Oregon, to
discuss all phases of the work.

Bids must be on the bid form which will be provided to
prospective bidders and must be accompanied by a certified
or cashier's check drawn on a United States bank or a bid bond
payable to The Port of Portland in an amount equal to at least
10 percent of the total amount bid.
Prequalification is not required for this work.
The drawings and the contract manual may be examined at
Port offices. Copies may be obtained by prospective bidders
at no cost from Contracts and Procurement (address above).
No bid will be received or considered unless it contains a
statement by the bidder as a part of the bid that the provisions
of ORS 279.350 (regarding prevailing wage rates) are to be
complied with.
No bid will be received or considered unless the bidder is
registered with the State of Oregon Construction Contractors
Board, pursuant to Ors 701.055 (1), prior to submitting a bid.
(Reference Articles 10, 12, and 13 in the Instructions to
Bidders.)
A license for asbestos work under ORS 468A.720 is not
required for this work.
Bidders are required to state whether or not the bidder is a
resident bidder, as defined in ORS 279.029. (Reference
Article 3 in the Instructions to Bidders.)
Bids may be rejected if not in compliance with bidding proce­
dures and requirements. Any or all bids may be rejected if in
the public interest to do so.

Sealed bids will be received at the Housing Authority of
Portland (HAP), 8910 N. Woolsey Avenue, Portland, Oregon,
97203, until 2:00 p.m., T h u rs d a y . October 1 4 . 1993 for labor
and materials to make dwelling improvements at an existing
70 unit apartment project. Shortly thereafter, bids will be
opened and publicly read. Interested parties are welcome to
attend.
The basic work consists of demolition and replacement of
electrical meter bases, service panels and, unit heaters,
demolition of existing boilers, new grab-bars at existing
bathtubs, new GFI receptacles at kitchen, removal of existing
siding and replacement with new vinyl siding and removal of
existing composition roofing and replacement with new at all
unit buildings, Including new gutters and downspouts.
Interested bidders may obtain one set of bid documents at the
HAP M aintenance Office, noted above, upon receipt of
(fifty) deposit, which is refundable when documents are
returned in good condition within 10 days after bid opening.

No bid will be considered unless fully completed in the manner
provided in the “ Instructions to Bidders” upon the bid form
provided by the Engineer and accompanied by a bid bond
executed in favor of the City of Gold Beach in an amount not
less than five percent (5%) of the total amount of the bid. Bid
bond is to be forfeited as a fixed and liquidated damage
should the bidder neglect or refuse to enter into a contract and
provide suitable bond for the faithful performance of the work
in the event the contract is awarded him. Funds for the
improvements are available, and monthly payments will be
made by check.
No bid will be received or considered by the City of Gold
Beach unless the Bidder has registered with the Construction
Contractor’s Board or licensed by the State Landscape
Contractor’s Board as required by ORS 671.530. Each bid
must contain a statement as to whether the Bidder is a
Resident Bidder as defined in ORS 279.029.
The City of Gold Beach may reject any bid not in compliance
with all prescribed public bidding procedures and require­
ments, and may reject for good cause any and all bids upon
the finding of the City of Gold Beach that it is in the public
interest to do so.
Any Contract award under this Invitation to Bid is expected to
be funded in part by a grant from the United States Environ­
mental Protection Agency (EPA). Neither the United States
nor any of its departments, agencies, or employees is or will
be a party to this Invitation to Bid or any resulting contract. This
procurement will be subject to regulations contained in Part j
33 Procurement Under Assistance Agreements.
Bidders on this work will be required to comply with the
provisions of the President’s Executive O rder No. 11246
concerning equal em ploym ent opportunity, including all
amendments and requirements issued thereunder. The re­
quirements for Bidders and Contractors under this Order are
explained in the Contract Documents.
The attention of Bidders is directed to the requirements and
conditions of employment to be observed and minimum rates
to paid under the Contract. The Bidder shall comply with
provisions of ORS 279.363 orthe Davis-Bacon Act (40 U .S.C.
276a for this public work project.
The bidder's attention is directed to provisions of these
Contracts that related to the utilization of small, minority, and
women business enterprises during the performance period
of the Contract. The following goals are set for this Contract:
1. Eight percent of the dollar amount of the construction
services and/or supply services is to be performed by
minority subcontractors and/or minority suppliers.
2.
Five percent of the dollar amount of the construction
services and/or supply services is to be performed by
women subcontractors and/or women suppliers.
Priorto award of Contract, EPA will review the Proposals with
respect to the Bidder's degree of compliance with the above
goals; a low Bidder who has not achieved these goals must
demonstrate to the satisfaction of the Director, Office of Civil
Rights and Urban Affairs, EPA Region 10, that the goals are
not attainable on the Contract work.
Before a Contract will be awarded, compliance with all EPA
requirements specified in the Contract Documents will be
subject to EPA review and approval.
