Assault Investigation: Lloyd Center
Investigators from the Bias Crime Unit
were assigned the assault case involving
Timothy L. Hawley. Hawley who is white,
was assaulted by two suspects, who were
black. Friday night, September 10, 1993. at
approximately 10:05pm, follow ing the early
closure of a dance at Benson High School.
Following a disturbance, at the school, a
large group of subjects left the school and
roamed through the surrounding area. A
group of subjects walked ov er to the Lloyd
Center area, where the group reportedly ran
towards Hawley and his girlfriend. Tanea L.

W hitaker. Two suspects from the group ran
after Haw ley. w hile Whitaker ran to the nearby
doors o f Meier and Frank and attempted to
summon help. The two suspects beat and
kicked Hawley about the head and body .
W hitaker then turned and witnessed the sus­
pects push Hawley down the stairs and flee the
scene. Meanw hile, a larger group of subjects
came around the corner, after the assault, at
which tim e W hitaker began screaming for
medical assistance for Hawley. According to
W hitaker, some o f the people in the group
seemed concerned about the assault, at which

The Urban League of Portlandjoins other
concerned organizations and individuals in
expressing our deep concern and sorrow after
the brutal beating of Tim Hawley at Lloyd
Center Friday evening.
It is always unfortunate w hen a situation
that pits people against people appears to have
racial overtones. Hawley is w hite and his
assailants, who are still at large, are reported
to be two African American y ouths.
1 had an opportunity to talk with Hawley s
fiance Tanea W hitaker along with her parents
and the parents of Tim Hawley at the hospital
yesterday. (Sunday) My wife and I went there
along with Baruti Artharee of Coast Indus­
tries and his family to visit a hospitalized
young person that our families are close to.
Afterward, we stopped by to offer our condo­
lences to the Hawley and W hitaker families
and let them know that we believe the assail­
ants’ actions were those of indiv iduals.
Ms. W hitaker already understood this.
W hen w e entered she w as on the phone try ing
to correct some inaccuracies that appeared in
Sunday’s Oregonian. As the details o f the
incident bccomeclcarcr. it appears that Haw lev
was not the victim of an angry mob full of
racial hate. He was apparently beaten by two
youths before other youths arrived W hen
other youths reached the scene, some ex­
pressed outrage at the beating.
T here is no excuse for F rid a y ’s b n ita l
violence, not m ater w hat prom pted it. W e
a t the U rban League feel the need to speak
out a fte r these incidents, no m atter vv ho the
victim is. T he U rban League jo in s other
concerned citizens in w ishing Tim H aw ley
a speedy recovery' and in hoping th a t his
a ssa ila n ts are quickly caught and brought
to ju stic e .
Update-Assault Investigation:
Lloyd Center
Detectives investigating the assault of
Timothy L. Haw ley, spoke with a secondman,
who reported being punched in the mouth,
by a lone suspect, outside the Meier and
Frank store, while w aiting for his wife to
leave work.
According to the victim, who is a 42
year old white male and resides in NE
Portland, he was w aiting in his car alone,
when he heard the sounds of a disturbance.
The victim turned around and saw “30 or
more” people yelling and walking towards
the Lloyd Center parking lot. Upon reaching
the parking lot, the crowd broke up and
“began to cluster and talk among them ­
selves.’’ Suddenly a lone suspect, who "did
not appear to be with the group . approached

from an unknown direction, grabbed the
victim ’s arm, punched him in the mouth
and told the v ictim to get out of the car.
The victim turned and stared at the
suspect who had backed up against another
car and appeared to be “stunned ’, appar­
ently due to the victim not complying with
his demands. The victim states that some­
one then yelled that secur-ity was coming, at
which time the suspect and the other nearby
groups, fled the scene. Lloyd Center Mall
Security arriv ed and rendered assistance to
the v ictim who sustained a swollen lip The
v ictim stated that it appeared that the sus­
pect acted alone , and that "none of the

time uniform officers arrived at the scene
and the crowd dispersed, prior to officers
obtaining w itnesses’ names. Hawley sus­
tained sev ere head injuries and may possibly
suffer perm anent damage.
According to investigators, based on
the preliminary investigation, it appears that
the assault was racially motivated.

Bias Crimes Detectives investigating
the assault of Timothy L. Hawley, continue
to follow up on leads w hich have dev eloped
in the case. Although several phone calls
have been received, investigators have not
been able to identify the two assailants re­
sponsible for the assault.
Investigators have gathered additional
details regarding the suspects descriptions:
#1 suspect is described as a light complected
black male, possibly a “m ulatto”, clean
shaven, light brown or hazel colored eyes,
16-18 years of age. 5 ’8" tall, 160 pounds.
Katz Statement Regarding Hawley Beating
“I am deeply saddened by the Friday
beating of Tim Hawley. The updated police
reports indicate that his attack may have been
racially motivated
“Investigators with the Portland Police
Bias Crimes Unit are vigorously working on
this case by questioning witnesses and follow­
ing up leads.
“I want to send a clear message to those
who committed this appall i ng act of violence,
and to those w ho encourage or condone this
kind of activity, that it will not be tolerated in
our city' Those who arc guilty of these crimes
will be pursued and prosecuted to the full
extent o f the law.
“Portland's increasingly diverse culture
demands tolerance on the part of all of its
citizens. Our survival and prosperity depends
on it.
“ I am calling on the good citizens o f
this com m unity to unite in denouncing the
kind o f violence inflicted upon Mr. H aw ley,
and to do w hatever they can in their ow n
lives to dim inish the kind o f clim ate w here
intolerance, and the hatred it fosters, flo u r­
ishes.
“My support goes out to the Hawly fam ­
ily. and I wish Tim a speedy recovery .”
Emergency Unemployment
Benefits Reduced
T he m axim um num ber o f w eeks u n ­
em ployed O regon w orkers can draw fed­
eral em ergency unemploy m ent com pen­
sation will be reduced from 20 w eeks to
10 w eeks, effective Septem ber 13.
T he reduction is o ccurring because
o f a drop in the national unem ploy m e n t
rate. U nder the Emergency U nem ploy­
m ent C om pensation A ct. the am ount o f
benefits payable is determ ined by the
natio n w id e to ta l unem ploym ent rate,
w hich has rem ained below 7 percent for
the p ast tw o m onths
This change affects new applications
for emergency unemployment compensa­
tion only Those who have already filed or
are now receiving emergency unemploy­
ment compensation w ill not be affected The
program, w hich was enacted by Congress in
November 1991. has prov ided as much as 33
w ccks ofbenefits The program is scheduled
to end October 2, 1993 However, benefits
will continue to be avail-able through Janu­
ary 14. 1994 for unemployed Oregonians
vv ho have established their eligibility for the
program prior to October 2

jeans which were sagging: #2 is described as
being dark complected black male, 16-18
years of age, with short cropped hair, wearing
dark colored clothing and blue jeans which
were sagging and high top tennis shoes. A
donation bank account, #140-6044-469, was
opened at the US Bank Bybee/Milwaukie
branch on behalf of Timothy Hawley, to assist
in medical expenses. According to his girl­
friend Tanea W hitaker, Hawley, who was
employed as a security guard, has no medical
insurance.
Investigators ask anyone with inform a­
tion regarding the incident and the identity of
the suspects, to please call the Detectives

0434. The investigation is continuing.
