Published Notice
The State of Oregon, through the Department of Corrections (DOC),
invites qualified architectural firms to submit Letters of Interest and
Statements of Qualifications to provide architectural services including
ADA compliance for various projects through the remainder of the 1993-
1995 biennium (June 30,1995). These services include design/develop
ment, bidding review, construction administration, and project close out
for remodels, renovations, new construction, ADA access and other
projects determined by the Department of Corrections. Qualified archi­
tectural consultants responding to this request will be evaluated on level
of qualifications, prior experience, unit costs, and demonstrated capabil
ity to accomplish schedules. A mandatory pre-proposal meeting is
scheduled for Thursday, September 2,1993 at 2:00 pm at the Depart­
ment of Correction Facilities Division, 470 Lancaster Drive NE, Salem,
Oregon.

services including design of security and life/safety systems for various
projects through the remainder of the 1993-1995 biennium (June 30,
1995). These services include design/development, bid services,
construction administration, a project close-out for electrical upgrades,
Department of Energy funded energy conservation projects, fire/life
safety upgrades, and other projects as determined by the Department of
corrections. Qualified engineering consultants responding to this request
will be evaluated on level of qualifications, prior experience, unit costs,
and demonstrated capability to accomplish schedules

The State of Oregon, through its Department of Corrections
(DOC), is seeking proposals from qualified engineering firms
to survey, design and produce drawings and specifications to
replace the remainder of the existing sewer system that
serves the Oregon State Correctional Institution (OSCI),
Salem, Oregon. Presently, approximately 1/2 of the sewer
lines has been replaced with a new 18’ main line.
P roject D e scrip tio n
The Department of Corrections wishes to accomplish Phase
II of the project to replace the entire sewer system serving the
Oregon State Correctional Institution, Santiam Correctional
Institution, Mill Creek Correctional Facility and Western Bap­
tist College. To date, all of the sewer lines on state-owned
property (approximately 11,000 feet of sewer line) has been
replaced, with an additional 9-11,000 feet remaining. All of the
main lines upstream of the Mill Creek Crossing and approxi­
mately 1,000 feet of line below have been replaced.
The selected engineer will provide survey data including
easement descriptions. Engineer shall design and produce
drawings and specifications for the remainder of the sewer
line west of the Mill Creek Crossing including crossing the
creek. At present there is a 12" sewer line under Mill Creek.
On either side of Mill Creek, a new 18" line has been installed.
The selected engineer will provide the best possible, most
cost effective method to cross Mill Creek and connect the 18"
lines together.
The sewer system was constructed in the early 1950’s using
mortar-jointed concrete pipe. It discharges into the City of
Salem’s collection system. Since they were built,the sewers
have collected large quantities of l/l especially during the wet
winter months. Several efforts have been undertaken to
reduce l/l flow into the system.
The Department of Corrections wishes to retain a qualified
engineering consulting firm to assess the collection system
and determine the extent of deficiencies; design improve­
ments to the collection system west of Mill Creek which will
significantly reduce l/l flows; and to provide services during the
bidding and construction phases.
