Proposals tor the Terminal 6,50 Long-Ton Container Crane,
Crane No. 6379, will be received by the Manager, Contracts
and Procurement, of The Port of Portland, 700 N.E. Mult­
nomah Street, 15th Floor, Portland, Oregon, (mailing ad­
dress: Post Office Box 3529, Portland, Oregon, 97208)
until, but not after, 4 p.m. August 16, 1993.
Description of Work:
The proposed work includes the design, fabrication,
delivery, erection/installation, painting, testing, and plac­
ing in operation of one Post-Panamx 50-long-ton con­
tainer crane at Terminal 6, Portland. Oregon, U.S.A.
Included in these Request for Proposal documents are
options for additional cranes to be erected at Terminal
6 at later dates.

All proposals must be accompanied by a certified or cashier's
check or proposal bond payable to The Port of Portland in
an amount equal to at least 10 percent of the total amount
proposed.
Contract documents may be examined at the above Port
offices. Copies may be obtained by prospective proposers
at no cost from Contracts and Procurement (address above).
Proposals may be rejected if not in compliance with speci-

The city of Eugene is accepting Statements of Qualification
for Engineering Services for a New Runway. Taxiway and
Associated Facilities at the Eugene Airport. The project will
be funded by City of Eugene. Public Works Department,
through grants from the Federal Aviation Administration
and Passenger Facilities Charge fees. The prepared state­
ments will be accepted by the City of Eugene, Purchasing
Section, 860 West Park, #300, Eugene, Oregon 97401,
until 1:30 p.m. Friday, July 30, 1993.
Copies of the RFQ specifications and documents are
available at the Purchasing Section, 860 West Park, #300,
Eugene, Oregon (503) 687-5051.
Each Statement of Qualifications must contain a statement
as to whether the Consultant is a resident Consultant, as
defined in ORS 279.029.
No Statement of Qualifications will be accepted by the City
unless it contains a statement by the Consultant as a part
of the Statement of Qualifications that the Consultant in
carrying out the contract will comply with all applicable laws.
The City reserves the right to accept or reject any or all
Statements of Qualification, or waive any specification or
requirement in the best interest of the City of Eugene. The
selection of a Consultant will be based on the submittal of
Request for Qualifications and a presentation/interview
with a Consultant selection committee.

Contracts and Procurement
Invitation To Bid
Sealed proposals for furnishing all materials, labor and
equipment for the following described work will be received
by the Clerk-Treasurer of the Town of La Center, P.O. Box
156, 214 E. 4th Street, La Center, Washington 98629 up
until 3 p.m. July 30,1993. At this time the sealed bids will be
publ:cly opened and read. A contract will be awarded or all
bids rejected within 60 days after the bid opening.
Project D e scription
This project includes the following work:
A. Demolition, removal, haul and disposal of existing
roadway pavement, sidewalk, curbs, storm drain pipe,
catch basins and culverts.
B Clearing, grubbing, roadway excavation embankment
and subgrade preparation.
C. Relocation and underground conversion of existing
overhead utilities by others.
D. Construction of approximately 1700 linear feet of 21",
18", 12“ ana 8" concrete storm drain pipe to include
catch basins manholes and connections.
E. Construction of approximately 2000' lineal feet of 38‘
wide and 40' wide asphalt concrete pavement roadway
including cement concrete curb, gutter, and sidewalks
and permanent signing and stripping.

Inc. Consulting Engineers, 1405-17th Avenue, Suite 300
(Monticello Hotel), P.O. Box 400, Longview, WA. 98632,
telephone number 206/425-0991. Contract Documents in­
cluding drawings will be issued upon payment of a charge
of $25.00. Full refund of deposits for the documents will be
made to all General Contractors submitting a Bidder’s
Proposal at the time and date stated above or as otherwise
modified by addendum. No refund will be made to other
planholders.
All Proposals must be submitted on the regular form fur­
nished with the specifications, and each must be accompa­
nied by a certified or bank check or bidder's bond made
payable to Town of La Center in an amount not less than five
percent (5%) of the total bid.
Town of La Center reserves the right to reject any or all bids,
waive informalities, or to accept that bid which appears to
serve the best interest of the Town.

Sealed bids will be received at the Housing Authority of
Portland (HAP), Development Office, 135S.W. Ash Street,
Suite 500, Portland, OR 97204 until 2:00 P.M., PDT,
August 6, 1993, for labor and materials to construct 10
duplex buildings on two sites in Portland. Shortly thereaf­
ter, bids will be opened and public read. Interested parties
are welcome to attend.
The basic work includes site improvements, site utilities,
and construction of 10 duplex buildings on two sites in
Portland, Oregon.
Interested bidders may obtain one set of bid documents at
the HAP Development Office, noted above, upon receipt
of $100.00 (one hundred dollars) deposit, which is refund­
able when documents are returned in good condition
within ten (10) days after bid opening. Additional sets may
be purchased for $50.00 (fifty dollars) each, which is not
refundable.
A HAP representative and the architect will conduct a pre­
bid meeting commencing at 2:00 P.M. on July 27,1993 in
the lower level Hearing Room at the Housing Authority
Offices, 135 S.W. Ash Street, Portland. The attendance of
bidders is requested , and questions posed at that time,
when not addressed in the specifications, will be answered
by addendum and mailed to all bidders.
Attention is called to the provisions in Section 00120,
“Supplementary Instruction to Bidders” regarding partici­
pation by MBE/WBE/ESB firms, Section 00140, “Repre­
sentations, Certifications, and Other Statements of Bid­
ders" regarding certification for non-segregated facilities,
and Section 00700, “General Conditions” regarding Equal
Employment Opportunity, and a waiver from enforcing the
payment of non-federal prevailing wages when said wages,
exclusive of any fringe benefits, exceed the applicable
wage rate determined by the Secretary of HUD. Payment
of wages determined pu rsuant to the Davis-Bacon Act (40
U.S.C. 276a et seq.) is a requirement of this project. A
schedule of the minimum rates of pay applicable to this
project is included in the specifications.
Invitation To Bids
A bid security of 5% of the bid is required as prescribed in
Section 00100, "Instructions to Bidders” .
The Vancouver Housing Authority will receive bids for the
project to Provide Vinyl Siding & Soffit Materials for 64
Apartments until 2:00 p.m. Pacific Standard Time on the 3rd
day of August, 1993, at Vancouver Housing Authority, 500
Omaha Way, Vancouver, Washington 98661 at which time
and place all bids will be publicly opened and read aloud.
The successful bidder will be required to furnish and pay
for a satisfactory performance and payment bond for
100% of the contract amount, are separate Performance
and Payment bonds, each for 50% or more of the contract
price, o ra 20% cash escrow, or a 25% irrevocable letter of
credit of the full amount of the contract.
Proposed forms of contract documents, including plans and
specifications, are on file at the office of Vancouver Housing
Authority at 500 Omaha W ay, Vancouver Washington 98661
and at the office of Construction Data-Eastside, Portland;
Construction Data-Westside, Portland; Daily Journal of
Commerce, Portland; S.W. Washington Contractors Asso­
ciation, Vancouver; and Dodge/Scan, Seattle.
As permitted by state law and required by the U.S. Depart­
ment of Housing and Urban Development, the following
shall apply to this project:
(A) Retainage is 10 percent not 5 percent,
Copies of the documents may be obtained by depositing No
dollars ($0) with the Vancouver Housing Authority for each
set of documents so obtained. Such deposit will be refunded
to each person who returns the plans, specifications and
other documents in good condition within 10 days after bid
opening.
A certified check or bank draft, payable to Vancouver
Housing Authority, U.S. Government bonds, or a satisfac­
tory bid bond executed by the bidder and acceptable
sureties in an amount equal to five percent of the bid shall
be submitted with each bid, or separate performance and
payment bonds, each for 50 percent or more of the contract
price, or a 20 percent cash escrow, or a 25 percent irrevo­
cable letter of credit.
The successful bidder will be required to furnish and pay for
satisfactory performance and payment bond or bonds.
(B) Interest will not accrue on retainage, and
(C) Bonds or securities may not be substituted as an
alternate form of retainage.
No bidder may withdraw their bid after the hour set for
opening thereof until after the lapse of sixty (60) days from
the date of the bid opening.
The Housing Authority of Portland may reject any bid not
in compliance with the prescribed bidding procedures and
requirements and may reject any or all bids and waive all
informalities if, in the judgment of HAP, it is in the public

NOTE: This project is 100% federally funded as part of a
1.8 million dollar authorization obtained through the De­
partment of Housing and Urban Development for con­

The Oregon Department of Energy invites interested firms
and individuals to submit proposals to provide clerical
support services for hearings officers. The work includes
transcription from various media and maintenance of records
to meet legal requirements. Qualifications include expertise
m word processing and database mailing lists; experience
a support function in a law office, court or similar setting;
ind ability to meet deadlines and work independently. A
limited amount of overnight travel may be involved.
r he Department estimates the work will require approxi­
mately 200 hours during the first six months. The contract
will begin as soon as possible and end June 30,1995,
unless extended. The Department makes no guarantee as
o the amount of work available under this proposed con­
tract. The amount of work available during the term of the
contract is entirely dependent on new energy facility siting
applications received by the Department.
