Chainlink Fencing
For Meadowlark Village And Orchard Village
Sealed bids will be received until 9 a.m. on July 22,1993,
for the projects listed below:
Separate sealed bids for the Housing Authority of the City of
Salem for furnishing and installing chainlink fencing at
Meadowlark Village, 4929-79 Sunnyside Rd. S.E., and at
Orchard Village, 3112-22 Broadway N.E., Salem, Oregon.
Bids will be received by the City Recorder, Room 205, City
Hall, Salem, Oregon 97301, until, but not after 11:00 a.m.,
local time, July 21, 1993, at which time said bids will be
publicly opened and read aloud in the City Council Cham­
bers, Room 240, City Hall, for the project specified herein.
Proposed forms of contract documents, including plans and
specifications, and other documents may be examined and
obtained at the office of the Purchasing Supervisor, 555
Liberty St. S.E./Room 330, Salem, Oregon 97301 -3503. To
order bid documents, telephone: (503)588-6136.
Bids must be submitted on the bid forms furnished to
bidders. Bid forms shall be submitted in a sealed envelope
plainly marked “BID ON CHAINLINK FENCING FOR MEAD­
OWLARK VILLAGE AND ORCHARD VILLAGE - BID NO.
4273”, and show the name and business address of the
bidder.
A certified check, cashier’s check, or bank draft, payable to
the Salem Housing Authority, U.S, Government bonds, or a
satisfactory bid bond executed by the bidder and acceptable
sureties in an amount equal to five percent of the bid shall
be submitted with each bid.
The successful bidder will be required to furnish and pay for
a satisfactory performance and payment bond, in the full
amount of the contract.
Attention is called to the provisions for equal employment
opportunity, and payment of not less than the minimum
salaries and wages as set forth in the specifications must be
paid on this project.
As permitted by state law and required by the U.S. Depart­
ment of Housing and Urban Development:

a. Retainage is 10 percent not 5 percent,
b. Interest will not accrue on retainage,and

Bonds of securities may not be substituted as an
alternate form of retainage.
The Salem Housing Authority reserves the right to reject any
or all bids, to waive any informalities in the bidding and of
postponing the award of the contract for thirty (30) days.
No Bid shall be withdrawn for a period of thirty (30) days,
subsequent to the opening of bids without the consent of the
Salem Housing Authority.
NOTE: This project is federally funded through the Depart­
ment of Housing and Urban Development and all require­
ments of that agency pertaining to bidding and contract
performance shall be strictly adhered to.

Sealed bids will be received at the Housing Authority of
Portland (HAP), Development Office, 135 S.W. Ash Street,
Suite 500, Portland, OR 97204 until 2:00 P.M., PDT,
August 6, 1993, for labor and materials to construct 10
duplex buildings on two sites in Portland. Shortly thereaf­
ter, bids will be opened and public read. Interested parties
are welcome to attend.
The basic work includes site improvements, site utilities,
and construction of 10 duplex buildings on two sites in
Portland, Oregon.
Interested bidders may obtain one set of bid documents at
the HAP Development Office, noted above, upon receipt
of $100.00 (one hundred dollars) deposit, which is refund­
able when documents are returned in good condition
within ten (10) days after bid opening . Additional sets may
be purchased for $50.00 (fifty dollars) each, which is not
refundable.

A HAP representative and the architect will conduct a pre­
bid meeting commencing at 2:00 P.M. on July 27,1993 in
the lower level Hearing Room at the Housing Authority
Offices, 135 S.W. Ash Street, Portland. The attendance of
bidders is requested , and questions posed at that time,
when not addressed in the specifications, will be answered
by addendum and mailed to all bidders.

Prime contractors must be prequalified ten days prior to

Attention is called to the provisions in Section 00120,
“Supplementary Instruction to Bidders" regarding partici­
pation by MBE/WBE/ESB firms, Section 00140, “Repre­
sentations, Certifications, and Other Statements of Bid­
ders” regarding certification for non-segregated facilities,
and Section 00700, “General Conditions" regarding Equal
Employment Opportunity, and a waiver from enforcing the
payment of non-federal prevailing wages when said wages,
exclusive of any fringe benefits, exceed the applicable
wage rate determined by the Secretary of HUD. Payment
of wages determined pursuant to the Davis-Bacon Act (40
U.S.C. 276a et seq.) is a requirement of this project. A

Requesting proposals from those interested in assisting
eight collenes and universities in asbestos abatement
through August 31, 1995. Scope of work to include: 1)
surveying for asbestos, designing projects, writing project
manuals and administering projects; 2) removing /encapsu­
lating asbestos and asbestos-containing materials; and 3)
providing air monitoring and analysis. Separate proposals
are being invited for each of these three categories. Pro­
spective work to be performed at campuses in Ashland,
Corvallis, Eugene, Kalamath Falls, LaGrande, Monmouth,
and Portland, Oregon and at centers and stations through­
