Portland International Airport
Sealed proposals for one (1) 6X6 multi-use truck tractor will
be received by the Manager, Contracts and Procurement
Division of the Port of Portland,700 N.E. Multnomah Street,
Portland, Oregon (mailing address: P.O. Box 3529, Port­
land, OR 97208), until, but not after May 14, 1993, and
thereafter publicly opened and read.
Proposal forms and other bid documents are available at the
above Port office. The scope of work consists of manufac­
turing and providing one 6X6 multi-use truck tractor.
The Port of Portland may reject any bid not in compliance
with all prescribed public bidding procedures and require­
ments, and may, for good cause reject any or all bids upon
a finding of the Port that it is in the public interest to do so.
Reciprocal preference law: In compliance with ORS 279.029,
bidders must state on their proposal whether they are a
resident or nonresident bidder. Proposers that fail to provide
this information will be considered nonresponsive.
Any objection to or comments upon the bid specifications
must be submitted in writing not less than five (5) working
days before the bid closing date of the office of the Manager,
Contracts and Procurement, at the above stated address.

Sealed bids for the Portland-Mulino Airport, Hangar Ac­
cess Taxiway, will be received at the office of the Manager,
Contracts and Procurement, of The Port of Portland, 700
N.E. Multnomah Street, 15th floor, Portland, Oregon, (mail­
ing address: Post Office Box 3529, Portland, Oregon,
97208) until, but not after, 2 p.m., Monday, May 24, 1993,
and thereafter publicly opened and read.
Disadvantaged Business Enterprise (DBE) Program:
Bidders are required to show that small subcontractors,
suppliers, or manufacturers which have been certified
by the Oregon Executive Department as disadvan­
taged, minority, or women business enterprises (col­
lectively “ Disadvantaged Business Enterprises" or
“DBEs”) will participate in not less than 13 percent of the
total dollar amount bid.
Description of Work:
Construct approximately 11,700 square yards of as­
phalt concrete taxiways to serve three proposed “T”
hangars. Work includes associated subgrade steriliza­
tion, taxiway painting, storm sewers, seeding, and
installation of taxiway edge reflectors.
A prebid conference will be held at 10 a.m. on Monday,
May 10, 1993, to discuss all phases of the work. The
prebid conference will be held at the Portland-Mulino
Airport, in the OPA Club House.

Bids must be on the bid form which will be provided to
prospective bidders and must be accompanied by a certi­
fied or cashier’ check drawn on a United States bank or a
bid bond payable to The Port of Portland in an amount
equal to at least 10 least 10 percent of the total amount bid.
Bidders are required to prequalify in the following category:
Asphalt Concrete Paving-Highways, roads, streets,
and Airports
Prequalification applications must be submitted not later
than 5 business days prior to the bid opening date.
The drawings and the contract manual may be examined
at Port offices. Copies may be obtained by prospective
bidders at no cost from Contracts and Procurement (ad­
dress above).
This is a federal aid contract, and all labor shall be paid not
less than the minimum wage rates established by the U.S.
Secretary of Labor, as included in the contract documents.
The labor and civil rights requirements in the Bid and the
Supplementary Conditions apply to this work. The pro­
posed Contract is under the subject of Executive Order
11246 on Nondiscrimination Under Federal Contracts,
Septem ber24,1965, and49C FR part 23, on Participation
By Disadvantaged Business Enterprises in United States
Department of Transportation Programs, March 31,1980,
and as amended.
Disadvantaged business enterprises will be afforded full

Systems Branch is seeking proposals for a project to
evaluate the Department’s Microwave network and to make
re c o m m e n d a tio n s fo r its fu tu re role in O D O T s
telecommunication’s strategy. This project will include the
examination of the existing network relative to meeting
current and future business needs, satisfying FCC regula­
tions, comparison of the cu rrenTlechnology and capabilities
to emerging technology/service options, and a complete
financial analysis of current services versus alternatives.
This project requires an engineer with a degree and who is
experienced in the installation and operation of large micro-
wave networks to be on site for interviews and system
evaluation.

Retail Expansion Plans
Portland International Airport
The Port of Portland wishes to hold a public information
session regarding the retail expansion plans at Portland
International Airport. The expansion plans will include the
additional of three retail spaces in the central concession
lobby at PDX.
This session will be held on Wednesday, May 19,1993, 8:00
am to 10 00 am, in the Commission Room, 13th floor of the
Port of Portland Building, 700 N.E. Multnomah, Portland,
