Notice Of Intent
The Oreqon Department of Transportation, Traffic Sec­
tion is seeking proposals from consulting firms to provide
ramp meter and master programs for freeway manage­
ment in the Portland Metropolitan area. The Departmen
has formulated a freeway management strategy that
calls for the centralized operation of the ramp meter
systems of more than 60 ramp meters. The selected
consultant will enter into a contract to provide the Local
Ramp Meter Program, the On-Street Ramp Master Pro­
grams, and the Master Ramp Meter Program as outlined
in the Request for Proposal. The contract will cover
approximately a nine-month period.

Sealed bids will be received at the Housing Authority o

floor, Portland, OR 97204 until 3:00 P.M., PDT, May 7
1993 for labor and materials to construct a nine-unit
complex in Portland, Oregon. Shortly thereafter, bids will be
opened and publicly read in the lower level Hearings Room
at HAP. Interested parties are welcome to attend.
Work will include site grading, foundation, rough carpentiy,
finish carpentry, drywall, roofing, coun1tersKand^ iabl^ eht^
painting and flooring, electrical, and plumbing plus other
work necessary for completion of project.
Interested bidders may obtain one set of bid documents at
the HAP Development Office, noted above, anytime after
April 9th, 1993 between 8:30 A.M. and 4:30 P.M. upon
receipt of $100.00 (one hundred dollars) deposit, which is
refundable when documents are returned in good condition

15 duplex buildings on two sites in Gresham, Oregon.

tion of non-segregated facilities, and Section 00700, Gen­
eral Conditions” regarding Equal Employment Opportu­
nity, and a waiver from enforcing the payment of non-
federal prevailing wages when said wages, exclusive of
anv fringe benefits, exceed the applicable wage rate
determined by the Secretary of HUD. Payment of wages
determined pursuant to the Davis-Bacon Act (40 U.S.C.
276a et seq.) is a requirement of this project. A schedule
of the minimum rates of pay applicable to this project is
included in the specifications.

The successful bidder will be required to furnish and pay
for a satisfactory Performance and Payment Bond for

2. That the contractor will meet all performance bonding
and insurance requirements specified in the contract
documents before issuance of the Notice to Proceed.
3. That the contractor has received gross proceeds of at
least two times the amount of the bid on this contract
from general contracting work performed over the pre­
ceding 12 months.
A bid security of 5% of the bid is required as prescribed in
amount of the contract.
As permitted by State law and required by the U S.
Department of Housing and Urban Development, the
following rules shall apply:
a. Retainage is 10%, not 5%.
b. Interest shall not accrue on retainage, and
