Sealed bids will be received at the Housing Authority of
Portland (HAP), Development Office, 135 S.W. Ash, 5th
floor, Portland, OR 97204 until 3:00 P.M., PDT, May 7,
1993, for labor and materials to construct a nine-unit
com plex in Portland, Oregon. Shortly thereafter, bids will be
opened and publicly read in the lower level Hearings Room
at HAP. Interested parties are welcome to attend.
W ork will include site grading, foundation, rough carpentry,
finish carpentry, drywall, roofing, counters and cabinets,
painting and flooring, electrical, and plumbing plus other
work necessary for completion of project.
Interested bidders may obtain one set of bid documents at
the HAP Development Office, noted above, anytime after
April 9th, 1993 between 8:30 A.M. and 4:30 P.M. upon
receipt of $100.00 (one hundred dollars) deposit, which is
refundable when documents are returned in good condition
within 10 days after bid opening. Additional sets may be
acquired for $50.00 (fifty dollars) which is non-refundable.
A HAP representative and the architect will conduct a pre­
bid meeting commencing at 10:00 A.M., PDT, April 26th,
1993 in the Hearings Room at HAP, 135 S.W. Ash, Port­
land. The attendance of bidders is requested, and ques­
tions posed at that time, when not addressed in the speci­
fications, will be answered by addendum and mailed to all
bidders.
Attention is called to the provisions in Instruction to Bid,
Instruction to Bidders, Supplemental Instruction to Bidders,
Bid Form, Bid Bond, MBE Participation, Certificate of Com­
pliance with Prequalification, Noncollusion Affidavit of Prime
Bidders, Conflict of Interest, Civil Rights and Equal Oppor­
tunity Laws, Instruction Regarding Affirmative Action, Form
of Agreement, General Conditions, Special Conditions,
Performance and Payment Bond, Payroll and Certified
Statement Form, and Wage Rates.
The Housing Authority of Portland will require contractors to
submit with their bid a Certificate of Compliance with the
following minimum prequalifications:
1. That at time of awarding and du ring contract the contrac­
tor is a general contractor licensed with the state of
Oregon to perform the type of work specified in the
contract.
2. That the contractor will meet all performance bonding
and insurance requirements specified in the contract
documents before issuance of the Notice to Proceed.

3. That the contractor has received gross proceeds of at
least two times the amount of the bid on this contract
from general contracting work performed over the pre­
ceding 12 months.
A bid security of 5% of the bid is required as prescribed in
“Instruction to Bidders".
The successful bidder will be required to furnish and pay for
a satisfactory Performance and payment Bond for 100% of
the contract amount.
No bidder may withdraw their bid after the hour set for
opening thereof until after the lapse of sixty (60) days from
the bid opening.
The Housing Authority of Portland may reject any bid not in
compliance with the prescribed bidding procedures and
requirements and may reject any or all bids and waive all
informalities if, in the judgment of HAP, it is in the pubic
interest to do so. Questions regarding this project should be

State of Oregon prevailing wage rates, materials and
equipment and services of all kinds to complete the work
in accordance with the plans and specifications therefor.
Plans and specifications may be examined at the office of
the Department of Environmental Services, 1333 N.W.
Eastman Parkway, Gresham, Oregon. Copies of said
plans and specifications may be obtained upon application
to the Department of Environmental Services and by
posting a non-refundable fee of $25 with the Department
of Environmental Services for each set of plans and
specifications requested. Questions concerning this project
should be specifications requested. Questions concerning
this project should be addressed to David S. Rouse,
Transportation Division Manager, 669-2430.
Contractors must prequalify for construction with the City
of Gresham, as required by the laws of the State of Oregon,
before the date of the bid opening. Otherwise, their pro­
posal may not be given consideration.
Contractors shall obtain a City of Gresham business
license prior to commencing work.
All proposals must be submitted on the regular forms
furnished by the City of Gresham, addressed and mailed
or delivered to the Department of Environmental Services,
City of Gresham, in a sealed envelope plainly marked
“SEALED BID for the S.E. 2ND STREET COMMUNITY
DEVELOPMENT BLOCKGRANTPROJECT#5077, bear­
ing the name and address of the bidder. Each must be
accompanied by a certified check, cashiers check or bid
bond in an amount not less than ten percent (10%) of the
total bid. A performance and payment corporate surety
bond in the full amount of the contract shall be required to
guarantee faithful performance of the terms of the contract
at the time of contract execution.
In determining the lowest responsible bidder, the public
contracting agency shall, fo rth e purpose of awarding the
contract, add a percent increase on the bid of a nonresi­
dent bidder equal to the percent, if any, of the preference
given to that bidder in the state in which the bidder resides.
Each bid must contain a statement as to whether the bidder
is a resident bidder, as defined in ORS 279.029.
Each bid must contain a statement by the bidder that the
provisions of ORS 279.350 will be complied with.
Each bid must file with his bid an affidavit of non-collusion.
The City of Gresham reserves the right to reject any and/
or all bids, waive informalities or to accept any bid which
appears to serve the best interests of the City.

Attention is called to the provisions in Section 00120,
“Supplementary Instructions to Bidders” regarding MBE
participation, Section 00140, "Representations, Certifica­
tions, and Other Statements of Bidders regarding certifica­
tion of non-segregated facilities, and Section 00700, “Gen­
eral Conditions” regarding Equal Employment Opportu­
nity, and a waiver from enforcing the payment of non-
federal prevailing wages when said wages, exclusive of
any fringe benefits, exceed the applicable wage rate
determined by the Secretary of HUD. Payment of wages
determined pursuant to the Davis-Bacon Act (40 U.S.C.
276a et seq.) is a requirement of this project. A schedule
of the minimum rates of pay applicable to this project is
included in the specifications.
