The State of Oregon, Senior and Disabled Services
Division is issuing a request for proposal (RFP) for grant
funds to begin group day respite centers for individuals
with Alzheimer’s disease o rrelagted memory disorders.
Twenty $10,000 grants will be awarded, 9 in 1993 and 11
in 1994. Proposals should be based on the Brookdale
model, whichnb is designed to provide affordabvle and
accessible respite care services to families who provdie
care to individuals with dementia-specific disorders.
Special consideration will be given to proposals that serve
rural areas and/or minority populations.

Highways, Roads, Streets, and Airports OR Municipal
Street Construction.
Prequalification applications or statements must be pre­
pared during the period of one year to the bid date.
Prequalification application and proof of prequalification by
the Oregon Department of Transportation must be actually
received or postmarked to Multnomah County Purchasing
by not later than 10 days prior to bid opening.
All bidders must comply with the requirements of the
prevailing wage law in ORS 279.350.

State Home Oil Weatherization Program
Audit Scheduling and Delivery
DEADLINE: April 23,1993
The Oregon Department of Energy is seeking proposals
from organizations qualified to provide audit scheduling
and audit delivery for the Department’s State Home Oil
Weatherization (SHOW) Program. The audit scheduling
contractor will be required to staff a toll-free telephone line,
provide information, maintain and store records, schedule
audits and inspections, and assist in program evaluation.
The audit delivery contractor will be required to perform
energy audits and post-installation inspections of oil-heated
homes and apartment buildings throughout the state.
Average annual volume is 1,830 audits and 300 requests
for information.
The Department plans to award contract(s) for a term of
two years, beginning July 1,1993. Interested parties may
submit proposals for either audit scheduling or audit deliv­
ery , or both. Proposals will be considered independently
but will be evaluated and selected to obtain qualified
contractor(s) forthe most cost -effective overall package of
service delivery. The Department may award separate
contracts for audit scheduling and audit delivery or it may
award a single contract for all work. Total amount of
contract(s) will not exceed $400,000.

Secondary Infrastructure Plan - Phase I
For Airport Way Urban Renewal Area
The Portland Development Commission is soliciting pro­
posals for the purpose of developing a Secondary Infra­
structure Plan for the Airport Way Urban Renewal Area.
The successful consultant shall identify, prioritize, survey,
pre-design and estimate costs of public and private infra­
structure improvements needed to support full develop­
ment of the Airport Way Urban Renewal Area east of NE
138th Avenue.
The proposals shall be submitted in accordance with the
proposal format outlined in the Request for Proposal
(RFP). The Scope of Work and additional conditions are

The City of Portland plans to administer psychological
assessment testing as part of the examination for the entry
level position of Police Officer, (Community Police Offi­
cer).
The City is distributing a Request for Proposal to consult­
ants and vendors to assist the City in developing and
administering the psychological assessment testing to
candidates for Police Officer, (Community Police Officer),
