Invitation to Bid
The Oregon Department of Energy Small Scale Energy
Loan Program invites municipal bond law firms to submit
proposals forservices of Bond Counsel. Qualified firms will
have significant experience in the issuance of tax-exempt
bonds for pooled loan financing. Scope of work includes
verification and opinions regrading the Program’s compli­
ance with applicable state and federal laws; consultation
on industry standards and practices; and support and
participation in bond issuance. Bond counsel must be
prepared to cooperate fully with the Oregon State Trea­
surer throughout the debt issuance process.
Interested persons may request a complete copy of the
RFP by contacting Jan Simmons, Department of Energy,
625 Marion Street NE, Salem, OR 97310, or by telephone
at (503) 378-6968 or toll-free in Oregon 1 -800-221 -8035.
Deadline for submission of proposals is April 14, 1993 at
5 p.m. Proposals may be mailed or delivered to the
Department’s Salem office. No Late Proposals Will Be
Accepted.
Notice To Contractors
The City of Albany hereby extends an invitation to submit bids
for:
W C-92-1, Canal Sedimentation Removal: This project con­
sists of removing approximately 6,300 cubic yards of slit and
sedimentation from approximately 3,800 linear feet of the
existing domestic water supply canal including under bridges
and a pair of box culverts, reshaping the canal profile during
removal, and constructing sediment sump traps at the up­
stream side of 5 bridges.
Bids submitted shall be filed in sealed envelopes not later
than 11:00 a.m., Wednesday, April 14,1993, at the Office of
the Finance Director in City Hall II. The outside of the
envelopes shall be opened and publicly read in the W il­
lamette Room of C'ty Hall II.
Contract Documents may be examined at the Office of the
Public Works Director, City Hall II, 250 Broadalbin SW,
Albany, Oregon, 967-4300, and at the plan centers located
in Portland, Salem, Eugene, and Corvallis, Oregon. Each
bidder must possess a current set a cost of $35. For informa­
tion, call Dan Grassick, 967-4300, extension 223.
Each bid must contain a statement as to whether the bidder
is a resident bidder, as defined in ORS 279.029. In determin­
ing the lowest responsible bidder, the City of Albany will, for
the purpose of awarding the Contract, add a percentage
increase on the bid of a nonresident bidder equal to the
percentage, if any, of the preference given to that bidder in
the state in which the bidder resides.
All proposals contain a statement declaring that the bidder
agrees to comply with the provisions of ORS 278 regarding
payment of prevailing wages.
A 10% bid bond, certified check, or cashier’s check shall
accompany each bid on all projects and shall be forfeited if
the bidder fails to enter into a Contract with the City of Albany
within ten (10) days after the date of the Notice Award.
The City may reject any bid not in compliance with all
prescribed public bidding procedures and requirements, and
may reject for good cause any and all bids upon a finding of
the agency that it is in the public interest to do so.

The Oregon Department of Transportation (ODOT), Re­
gion 1, is seeking a consultant to prepare the environmental
documents (draft and final environmental impact state­
ments and hearing study report) forthe Mt. Hood Parkway
project. The Mt. Hood Parkway is a proposed new facility
between the Columbia River Highway (I-84) and the Mt.
Hood Highway (US 26) in east Multnomah County. ODOT
proposes to engage the consultant on a cost plus fixed fee
basis. The ODOT Region 1 office in Milwaukie, Oregon will
administer the contract.

Sealed proposals for furnishing all materials, labor and
equipment for the construction of the City of Wilsonville Nike
Well Building forthe City of Wilsonville will be received atthe

The proposed work consists of furnishing all materials,

vertical line shaft pump, discharge piping, control valves,
motor control center, gas chlorination equipment, mechani­
cal equipment and site work.

A copy of said documents may be obtained from the
Engineer's office upon request. A deposit of $40 per copy
will be charged. This deposit will be refunded if plans and
specifications are returned to the office of the Engineer in
good condition within 15 days of bid date; half the deposit
fee will be refunded if returned after the 15-day period. No
refunds will be made after 30 days.
Documents will be mailed through the U.S. Post Service-
Priority Mail. Requests for documents to be mailed over­
night express should be accompanied by a separate check
in the amount of $14.
All Proposals must be submitted on the forms furnished and
each must be accompanied by a bid guarantee in the
amount of 5% of the total bid.
The successful bidder will be required to furnish perfor­
mance and payment bonds for faithful performance of the
contract in the full amount of the contract price.

The Garlington Center, N/NE Community Mental Health
Inc., seeks a Statement of Qualification from licensed
general contractors forthe construction of Garlington Plaza
using the Turnkey design/build method of development.
The project is a twenty two (22) unit Single Room Occu­
pancy (SRO) complex plus commercial space located at
521 NE Alberta St. in Portland, Oregon. The two story wood
frame building will contain approximately 7,300 square feet
of new construction living area in addition to a deli restau­
rant of approximately 2,000 square feet of rehabilitation.
Statements of qualification will be evaluated and the most
qualified contractor will be selected. The construction work
will be performed on a cost of the work plus a fee basis with
a guaranteed maximum price (GMP).
The Garlington Center’s goal for minority business enter­
prise (MBE). and N/NE neighborhood participation in con­
struction projects is in the range of 20% to 50% of con­
tracted dollar value.

Preliminary site drawings for the project will also be avail­
able for a non-refundable fee of $5.00 to interested respon­
