Housing and Community Services Division, Weatheriza­
tion Program, is seeking to receive bids and qualify
contractors to perform electrical and/or plumbing work as
part of the weatherization of low income residential struc­
tures (single and multi family). The County releases work
orders for individual jobs based on lowest responsive and
responsible bid. Contractors may submit bids for any and
all of the specified work items. Contracts and qualified
contractor list will be renewable through June 30, 1996.
Only contractors submitting a bid and qualifying may
receive weatherization work from the program.

Purchasing and copies may be obtained from the above
address.

Request For Proposals
Notice is hereby given that the City of Portland intends to
contract for Street Inspection Services. These services will
consist of performing all work necessary to assure quality
control inspection of public works street construction projects
to the satisfaction of the City of Portland,Bureau of Trans­
portation Engineering & Development. The title of the
project is: Street Inspection Services.
The Bureau of Transportation Engineering & Develop­
ment requests Proposals from firms with expertise in the
above service. This is not an offer, but a request for
proposals.

The Oregon Department of Transportation, Facilities Sec­
tion, is seeking qualifications from design consultants to
assist the Facilities Section with building Architectural/
Engineering services. The successful consultant will enter
into a flexible services contract. Specific work tasks may
include, but not be limited to: designing to ODOT facility
standards, preparing cost estimates, preparing bid docu­
ments (specifications and drawings) suitable for Depart­
ment of General Services bidding, construction submittal
review, support and advice during construction, and con­

In the performance of the anticipated work, respondents
will be expected to meet the requirements of the Metro­
politan Exposition-Recreation Commission's Disadvan­
taged Business Program in contracting activities. This
requires maximizing opportunities for minority and women-
owned business enterprises (MBE and WBE) in accor­
dance with applicable provisions of the Metro Code.
All statements of qualifications will be evaluated by the
Metropolitan Exposition-Recreation Commission. This
RFQ will result in a determination of who is the most
qualified entity(ies) to lead this effort. If two or more
entities are determined to be qualified to conduct this
marketing contract, competitive proposals will be re­
quested.

The State Of Oregon, Senior and Disabled Services
Division is issuing a request for proposal (RFP) for grant
funds to begin group day respite centers for individuals
with Alzheimer’s disease or related memory disorders.
Twenty $10,000 grants will be awarded, 9 in 1993 and 11
in 1994. Proposals should be based on the Brookdale
model, which is designed to provide affordable and
accessible respite care services to families who provide
care to individuals with dementia-specific disorders.
Special consideration will be given to proposals that
serve rural areas and/or minority populations.
An Ed-Net informational meeting is scheduled in 17 sites
throughout the state on Wednesday, April 7, at 2:00 P.M.

Polk County Housing Authority, Dallas, Oregon
Invitation to Bid
The Housing Authority and Urban Renewal Agency of Polk
County, Oregon will receive separate sealed bids for the
Housing Authority Addition and LaCreole Manor Improve­
ments Project until 3:30 p.m. local time on March 23,1993
at the Housing Authority Administrative Office, 204 S.W.
Walnut Avenue. Dallas, Oregon, at which time said bids will
be publicly opened and read aloud. Parties interested in this
remodeling project are encouraged to attend the pre-bid
conference scheduled for 3:30 p.m. on March 15, 1993 at
the Dallas project site.
Work to be completed includes: Work on five existing
buildings to provide insulation finish system replacement,
elastomeric coating, exterior painting, remodel of four apart­
ment units to provide accessible living space for persons
with disabilities, building additional office space and toilet
rooms for one building, and electrically powered smoke
detectors in all apartment units in four buildings.
Copies of the specifications and other bid documents may
be obtained at the Housing Authority Administrative Office.
A $35 deposit (refundable) is required for each set of
documents. Deposits must be made by check or money
order only and are to be made payable to the Polk County
Housing Authority. Copies are also available for review at:

Trolley Rail Rehabilitation
Sealed bids for the Terminal 6, Cranes 6376 and 6377,
Trolley Rail Rehabilitation, will be received at the office of
the Manager, Contracts and Procurement, of The Port of
Portland, 700 N.E. Multnomah Street, 15th floor, Portland,
Oregon, (mailing address: Post Office Box 3529, Portland,
Oregon 97208) until, but not after, 2 p.m. March 30,1993,
and thereafter publicly opened and read.
Description of Work:
Removal of existing JIS 22 Kg trolley rail on Cranes 6376
and 6377 and installation of new, Port-supplied, modified
60-pound ASCE rail. The new rail sections are to be
electric flash butt-welded together to form continuous
sections with 45 joints located at the boom s hinge pin.

Bids must be on the bid form which will be provided to
prospective bidders and must be accompanied by a certi­
fied or cashier’s check drawn on a United States bank or
a bid bond payable to The Port of Portland in an amount

Prequalification is not required for this work.
The drawings and the contract manual may be examined
at Port offices. Copies may be obtained by prospective
bidders at no cost from Contracts and Procurement (ad­
dress above).
No bid will be received or considered unless it contains a
statement by the bidder as a part of the bid that the
provisions of ORS 279.350 (regarding prevailing wage
rates) are to be complied with.
No bid will be received or considered unless the bidder is
registered with the State of Oregon Construction Contrac­
tors Board, pursuant to ORS 701.055 (1), prior to submit­
ting a bid. (Reference Article 10,12, and 13 in the Instruc­
tions to Bidders.)
A license for asbestos work under ORS 468A.720 is not
required for this work.
Bidders are required to state whether or not the bidder is
a resident bidder, as defined in ORS 279.029. (Reference
Article 3 in the Instructions to Bidders.)
Bids may be rejected if not in compliance with bidding
procedures and requirements. Any or all bids may be
rejected if in the public interest to do so.
