for
A Public Hearing will be held by the Tri-County Metropolitan
Transportation District of Oregon (Tri-Met) at 3:30 P.M.,
Wednesday, March 31,1993 at the Portland Building, 1120
SW 4th Avenue, 2nd Floor, Room C, for the purpose of
considering projects for which funding underSections 3 and
9 of the Federal Transit Act, as amended, is being sought.
Two of four applications to be reviewed at the hearing
pertain to a national “economic Stimulus Program" ex­
pected to be approved by the U.S. Congress In the near
future. If additional funds are made available to the Portland
region, Tri-Met proposes to buy buses to replace older
buses now In service. Proposed projects and budgets:

Subsequent to grant approval, preliminary engineering and
final environmental work on the Hillsboro Extension will
proceed following the expected July 1993 selection of a
Locally Preferred Alternative. Newdiesel-fueled, lift-equipped
buses will support upgraded and expanded service, and will
allow Tri-Met to take old buses without lifts out of service.
Funding requested for a regional “transportation demand
management” program will finance broadened rideshare,
employer outreach, and other management efforts. The
intent of the program is to increase commuter options and
reduce vehicle miles travelled In the region.
No persons, families or businesses will be displaced by the
projects. Projects are in conformance with comprehensive
land use and transportation planning in the area and will be
programmed in the Transportation Improvement Program.
A statement of Tri-Met’s charter bus service is available for
inspection at the Tri-Met Administration offices. Tri-Met will
not be engaging in school bus operations.
Private transportation enterprise will not be directly affected
by the projects.
At the hearing, Tri-Met will afford opportunity for interested
persons or agencies to be heard with respect to the social,
economic and environmental aspects of the projects.
A person requesting a sign language interpreter shall give
Tri-Met at least 48 hours notice of the request by contacting
Tri-Met at 238-4952 or TDD 239-5811, Monday through
Friday, 8:30 am to 4:30 pm.

Solid Waste and Recycling
Notice is hereby given that the City of Portland, Bureau of
environmental Services is requesting proposals for quali­
fied contractors who can conduct a study which analyzes
the cost of providing garbage and recycling collection to
commercial accounts within the City of Portland. For the
purposes of this study, commercial accounts are defined as
any account which is not a single family dwelling, duplex, tri­
plex or four-plex and includes businesses (e.g. offices,
stores, restaurants, etc.), institutions, manufacturers, and
multifamily complexes with five or more units. This contract
for services will begin in May 1993.
Proposals will be due on March 19,1993, no later than
5:00 p.m.PST In BES’s business offices at 1120 SW 5th
Avenue, Room 400, Portland, OR 97204. Proposals should
be delivered in a sealed envelope and should be marked to
the attention of Lee Barrett. The contractor shall provide
seven (7) copies of the proposal and any supporting mate­
rials. Proposals or addendum to proposals received after
the deadline will not be accepted.
Proposals will not be opened by the Bureau until after the
March 19, 1993 5:00 p.m. deadline.

Contract documents may be procured at the office of Otten
& Associates, Landscape Architects. A non-refundable
fee of fifteen dollars ($15.00) will be required.
All bidders must submit prequalification statements on or

ant firms nationally recognized as an expert in water system
planning and operations for engineering and financial func­
tions who can prepare a bond feasibility study in connection
with the City's intended sale of water revenue bonds. The
bond feasibility study will include an evaluation of the City's
water system operational and financial status and analysis
of current and future water regulatory requirements and
water supply planning.

The Housing Authority and Urban Renewal Agency of Polk
County, Oregon will receive separate sealed bids for the
Housing Authority Addition and LaCreole Manor Improve­
ments Project until 3:30 p.m. local time on March 23, 1993
at the Housing Authority Administrative Office, 204 S.W.
Walnut Avenue. Dallas, Oregon, at which time said bids will
be publicly opened and read aloud. Parties interested in this
remodeling project are encouraged to attend the pre-bid
conference scheduled for 3:30 p.m. on March 15, 1993 at
the Dallas project site.
Work to be completed includes: Work on five existing
buildings to provide insulation finish system replacement,
elastomeric coating, exterior painting, remodel of four apart­
ment units to provide accessible living space for persons
with disabilities, building additional office space and toilet
rooms for one building, and electrically powered smoke
detectors in all apartment units in four buildings.
Copies of the specifications and other bid documents may
be obtained at the Housing Authority Administrative Office.
A $35 deposit (refundable) is required for each set of
documents. Deposits must be made by check or money
order only and are to be made payable to the Polk County
Housing Authority. Copies are also available for review at:

The Vancouver Housing Authority will receive bids for
the project to Replace Furnaces & Ductwork at 64
Apartments until 2:00 p.m. Pacific Standard Time on the
30th day of March, 1993, at Vancouver Housing Author­
ity, 500 Omaha Way, Vancouver, Washington 98661 at
which time and place all bids will be publicly opened and
read aloud.

A certified check or bank draft, payable to Vancouver
Housing Authority, U.S. Government bonds, or a satis­
factory bid bond executed by the bidder and acceptable
sureties in an amount equal to five percent of the bid shall
be submitted with each bid, or separate performance and
payment bonds, each for 50 percent or more of the contract
price, or a 20 percent cash escrow, or a 25 percent
irrevocable letter of credit.
The successful bidderwill be required to furnish and pay for
satisfactory performance and payment bond or bonds.
Attention is called to the provisions for equal employment
opportunity, and payment of not less than the minimum
salaries and wages as set forth in the specifications must
be paid on this project.
As permitted by state law and required by the U.S. Depart­
ment of Housing and Urban Development;
a. Retainage is 10 percent not 5 percent,
b. Interest will not accrue on retainage, and
c. Bonds or securities may not be substituted as an
alternate form of retainage.
The Vancouver Housing Authority reserves the right to
reject any or all bids or to waive any informalities in the
bidding.
No bid shall be withdrawn for a period of 60 days subse­
quent to the opening of bids without the consent of the
Vancouver Housing Authority.
