other equipment for this agency's Cooperative Purchasing

The City of Portland’s Development Commission and Parks
Bureau is soliciting Statements of Qualifications from an urban
design park planning/design team for preparation of a master
plan for the east bank of the W illam ette River in Portland’s
Central City area.
The successful team will prepare a final design program,
alternative concept plans,\ and a final master plan including
cost estimates and implementation strategy.

A HAP representative will conduct a pre-bid tour of the project
commencing atth e HAP Maintenance Office, address above, at
10:00 a.m.. P. (S). T.. Tuesday, January 5, 1993, and the
attendance of bidders is requested. An orientation will be giver
prior to moving to other project sites. Questions posed during the
tour, when not addressed in the Contract Documents, will be
answered by addendum and mailed to all bidders.
Attention is called to the provisions in “Supplemental Instruc­
tions to Bidders" regarding MBE participation and “Special
Conditions", Division “H” , regarding Equal Employment Oppor­
tunity, EEO com pliance reports, certification of non-segregated
facilities and a waiver from enforcing the payment of non-federal
prevailing wages when said wages, exclusive of any fringe
benefits, exceeds the applicable wage rate determined by the
Secretary of HUD. Minimum salaries and wages as set forth in
the specification shall be paid on this project.

No bidder may withdraw their bid after the hour set for opening
