The Portland Development Commission will receive
sealed Bids for:
South Waterfront Project
Until 4:00 p.m, Pacific Standard Time (PST) on November 16,
1992, at its offices located at 1120 S.W. Fifth Avenue, Suite
1100, Portland, Oregon 97204-1968, at which time and place
all bids will be publicly opened and read aloud. W ork will be
performed in accordance with the City Of Portland Standard
Construction Specifications, July 1987 edition, as amended by
these contract documents. A mandatory prebid conference will
be held at 2:30 p.m. on November 9, 1992 at the Portland
Development Commission office. Documents may be obtained
from the Portland Development Commission by payment of a
refundable deposit of $100. Inquiries and bids should be
directed to Marlin D. Brinkley, Project Engineer, 823-3239.
All bidders must file for prequalification no later than November
16, 1992, 1:30 pm, in accordance with the instructions to
Bidders, and ORS 279.039(1), in the following City of Portland
categories: Category 2-Street improvements or Category 8-
Sewer Construction and Category 11-Waterlines. Prevailing
wage rates as set forth in the Contract Documents must be paid
on the Project. The bidder must be licensed under ORS
468.883. No bids for a construction contract shall be rendered
or considered by the Commission unless the bidder is registered
with the Construction Contractors Board or licensed by the
State Landscape Contractors Board.
Each bid must contain a statement as to whether the bidder is
a resident bidder as defined in ORS 279.029. The Commission
may reject any bid not in compliance with all prescribed public
bidding procedures and requirements, and may reject for good
cause any or all bids upon a finding of the Commission that it is
in the public interest to do so.
The Portland Development Commission is committed to acting
affirmatively to encourage and facilitate the participation of
Emerging Small Businesses (ESB), Minority Business Enter­
prises (MBE), and W omen Business Enterprises (WBE) in
Commission projects and operations. Responsible bidders
must comply with established goals in this project as stipulated
in these bid documents.

Notice Of Intent
The Oregon Department of Transportation, Environmental
Section, is seeking the services of one or more qualified
consultants to analyze and document land use, economic, and/
or social (socioeconomic) impacts of selected transportation
projects. The selected consultants) may also be required to
assist in the analysis of visual resources and displacements
due to acquisition of right-of-way
The selected consultants) will enter into a flexible services
contract, and will be assigned work on a project-by-project

Proposals for the contract named above will be received in the

address: P.O. Box 3529, Portland, Oregon 97208) until, but not
after, 5 p.m. (local time) on November 13, 1992.
The work to be performed under the contract includes:
Provide security services for the Portland Ship Repair Yard
facility which includes gate guards, roving guards, tem po­
rary parking lot guard, and supervision. The estimated total
hours per year is 59,700.
An experience questionnaire is included with the RFTP and
must be submitted with the proposal. All proposals must be on
the regular blank forms which are provided in the RFTP.
A Pre-Bid Conference Will Be Held On November 3,1992, At
1 P.M. At The Portland Ship Repair Yard, Building 50
Conference Room. For Entrance Into The Yard, Please
Identify Yourself At The Main Security Gate.
It is the policy of the Port of Portland to encourage bidding by
Disadvantage Business Enterprises (DBE). Further, the Port
encourages prime contractor/consultants to provide DBE firms
an opportunity to participate in the performance of subcontracts
resulting from this arrangement. If subcontracts are to be let, the
prime contractor/consultant must take affirmative steps to as­
sure that minority firms and wom en’s business enterprise have
