U.S. Department Of Housing And
Urban Development Awarded
$3,876,000 In Rent Assistance
Good N ew s fo r P o rtla n d ’ s d o w n ­
tow n homeless p opulation arrived in a
letter this w eek fro m Jack K em p, secre­
tary o f the U.S. D epartm ent o f H ousing
and Urban D evelopm ent (H U D ).
The le tte r announced an award o f
$3,876,000 in rent assistance fo r 100
housing units. T he funds were approved
fro m an a p p lica tio n subm itted as part o f
a national co m p e titio n by the H ousing
A u th o rity o f Portland (H A P ) fo r rehab
o f the fo rm e r U n ite d W a y b u ild in g
located at 718 W . B um side.
The rent subsidy aw ard, under the
Stewart B. M c K in n e y Homeless A ssis­
tance A c t, is pa rt o f the Section 8 M o d ­
erate R e h a b ilita tio n S ingle Room O c ­
cupancy (S R O ) program . The assis­
tance program targets homeless in d i­
viduals w ho w ill pay 30 percent o f th e ir
incom e in rent.
The a p p lica tio n approval kicks o f f
another c o m m u n ity partnership e ffo rt
by the D o w n to w n H ousing Preserva­
tion Program (D H P P ). Its partners in ­
clude the P o rtla n d D evelopm ent C o m ­
m ission; C e n tra l C ity C oncern, a n o n ­
p ro fit housing agency; the H ousing
A u th o rity o f P ortland; and the P ortland
M e tro p o lita n C ham ber o f C om m erce.
The DH P P was established by the P o rt­
land D evelopm ent C om m ission in 1988
and has w o rke d on several projects to
preserve and expand lo w -in co m e hous­
ing a v a ila b ility in d o w n to w n Portland.
On this project, the H ousing A u ­
th o rity w ill a d m in iste r the H U D rent
subsidies; the P ortland D evelopm ent
C om m ission w ill develop and oversee

land lord and Tenant A c t, yo u r land lo rd
can’ t keep your things under any c ir ­
cumstances, unless he fo llo w s certain
procedures, and even then he m ust firs t
g ive you a chance to p ic k them up.
Before the la ndlord can sell or d is ­
pose o f yo u r stu ff, he m ust send you a
w ritte n notice te llin g you he has yo u r
things and is g iv in g you 15 days to
claim them. I f you w rite back w ith in
those 15 days, te llin g him yo u ’ 11 p ic k up
your things, the la ndlord m ust give you
15 days, te llin g him y o u ’ ll p ic k up yo u r
B u ild in g , w h ic h opened last Decem ­
ber, reached fu ll occupancy w ith in 60
days and has 200 people on its w a itin g
lis t.” L ik e this new pro je ct, the 9 2 -u n it
S a lly M cC racken is funded through the
M c K in n e y M o d 8 Program fo r H om e­
the rehab as w e ll as provide gap fin a n c­
in g ; and C entral C ity C oncern is ex­
pected to o w n and manage the SRO
units.
Residents w ill be homeless people
w h o have com pleted intensive treat­
m ent program s and are now ready to
make successful use o f supportive hous­
ing. The residents m ust be in recovery
fro m chem ical dependence and/or psy­
c h ia tric d isa b ilitie s . They w ill receive a
w id e range o f services to support their
recovery and integration in to the larger
less Persons.
The rehab o f the seven-story b u ild ­
ing includes conversion o f flo o rs 2
through 7 in to 106 SRO residential
units. There w ill be com m on kitchens,
co m m u n ity.
P otential residents w ill be selected
fro m the Homeless A lc o h o l and D rug
In te rve n tio n N e tw o rk (H A D IN ) made
up o f local 14 agencies, in c lu d in g C en­
tra l C ity C oncern, that p ro vid e treat­
m ent and o th e r related services. The
m ain support w ill be provided by T ra n ­
sitio n P ro je c ts -fo r people recovering
fro m chem ical dependence and M ental
H ealth Services W est—fo r those w ith
psych ia tric d isa b ilitie s.
Residency requirem ents arc based
on P o rtla n d ’ s successful A lc o h o l and
D ru g Free C o m m u n ity model. R esi­
dents m ust be clean and sober a m in i­
m um o f 60 days, participate in a plan o f
recovery, and be lin ke d w ith a support
service such as outpatient treatm ent o r
case management.
“ There is a c ritic a l need fo r this
type o f perm anent housing in d o w n ­
to w n P ortland,” said H elen Barney,
H A P d ire c to r o f P lanning, D e ve lo p ­
m ent and Intergovernm ental Relations.
“ A s im ila r project, the S ally M cC racken
bathroom s and m eeting areas. G round
flo o r space w ill be retained fo r co m ­
m ercial use, e x clu d in g the residents’
lobby area. The basement w ill be used
fo r storage. C o m p le tio n date fo r the
project is targeted fo r m id - 1994. O ccu ­
pancy isexpec led w ith in tw o m o n th s o f
la n d lo rd m oney fo r the cost o f storage,
and he m ay b ill you later. B u t he cannot
demand you pay storage costs, any past
due rent, o r anything else in exchange
fo r yo u r belongings.
T o get yo u r s tu ff, sim p ly ca l, the
la n d lo rd and ask fo r it back, in m ost
cases, he o r she w ill be glad to get rid o f
the storage hassles. I f la n d lo rd refuses,
o r demands paym ent o f storage costs o r
back rent, e xp la in w h y it is ille g a l to do
so. I f he o r she s till refuses, you can go
to the county courthouse and Fill out and
file a d o -it-y o u rs e lf C o m p la in t fo r Re­
turn o f Personal Property. T h is is a
