Prequalifications Of Bidders Pursuant to the Multnomah County
Public Contract Review Board Administrative Rules (AR 40.030)
Prequalification shall be required for this project for the follow­
ing class(es) of work: Building Construction or Electrical Wiring.
Prequalification applications or statements must be prepared
during the period of one year prior to the bid date. Prequalification
application and proof of prequalification by the Oregon Depart­
ment of Transportation must be actually received or post­
marked to Multnomah County Purchasing, Contracts and
Stores by not later than 10 days prior to bid opening.
All bidders must comply with the requirements of the prevailing
wage law in ORS 279.350.

percent (10%) of the aggregate proposal. The successful
bidder shall furnish a bond satisfactory to the board in the full
amount of the contract.

The Portland Development Commission (PDC) is soliciting
proposals to undertake a Remedial Investigation/Feasibility
study for the South W aterfront Redevelopm ent Area, Parcel 3.
The approximate 5-acre site is located on the west bank of the
Willamette River north of the Marquam Bridge in downtown
Portland, Oregon.
The successful consultant will conduct a nature and extent study
and provide sufficient data to recommend a remedial plan as
more specifically described in the Request for Proposal docu­
ments.

ADVERTISEMENT FOR BID
Sealed bids for the Industrial Building Demolition and Tem po­
rary Enclosure project will be received by the Oregon State
Board of Higher Education until 2:00pm, local time, September
22,1992. Bids will be opened and publicly read aloud at that time.
All bidders must be registered with the Construction Contractor’s
Board.

Sealed bids will be received at the Housing Authority of Portland
(HAP), 8910 N. W oolsey Avenue, Portland, Oregon 97203, until
2:00 p.m., P.D.T., Tuesday, October 13, 1992, for labor and
materials to make sidewalk repairs at an existing housing project
and to make site and dwelling improvements at a second
apartment project, shortly thereafter, bids will be opened and
publicly read. Interested parties are welcome to attend.
The basic work consists of demolition and replacement of
concrete sidewalks and curbs at Columbia Villa and site lighting,
metal siding, fencing, fencing and door replacement at Lexing­
ton Court.
Interested bidders may obtain one set of bid documents at the
HAP Maintenance Office, noted above, upon receipt of $50 (Fifty
Dollars) deposit, which is refundable when documents are
returned in good condition within 10 days after bid opening.
Additional sets may be acquired for a $20 (Twenty Dollar) non-
refundable fee.
A HAP representative will conduct a pre-bid tour of the project
commencing at the Hap Maintenance Office, address above, at
10:00 a.m. P.D.T., Thursday, October 1, 1992, and the atten­
dance of bidders is requested. An orientation will be given prior
to moving to the project sites. Questions posed during the tour,
when not addressed in the contract Documents, will be an­
swered by addendum and mailed to all plan holders.
Attention is called to the provisions in “Supplemental Instructions
to Bidders” regarding MBE participation and Division “H", "Spe­
cial Conditions", regarding Equal Employment Opportunity, EEO
compliance reports, certification of non-segregated facilities and
a waiver from enforcing the payment of non-federal prevailing
wages when said wages, exclusive of any fringe benefits,
exceeds the applicable wage rate determined by the Secretary
of HUD.
A bid security of 5% of the bid is required as prescribed in the
"Instructions to Bidders'” Division B.
The successful bidder will be required to furnish and pay for a
satisfactory Performance and Payment Bond for 100% of the
contract amount, or separate Performance and Payment Bonds,
each for 50% or more, or a 20% cash escrow or 25% irrevocable
Letter of Credit of the full amount of the Contract.
As permitted by State law and required by the U.S. Department
of Housing and Urban Development, the following rules shall
apply:
A. Retainage is 10%, (not 5%)
B. Interest shall not accrue on retainage, and
C. Bonds or securities may not be substituted as and alter­
nate form of retainage.
No bidder may withdraw their bid after the hour set for opening
thereof until after the lapse of sixty (60) days from the bid
opening.
The Housing Authority of Portland may reject any bid not in
compliance with the prescribed bidding procedures and require­
ments and may reject any or all bids and waive all informalities
i, in the judgement of HAP, it is in the public interest to do so.
