Proposals are being received for the Rental Housing Preserva­
tion Loan (RHP) program for packaging service for the Portland
Development Commission for the City of Portland. The loan
program is a publicly/privately funded program administered by
the Commission to provide: Financial assistance to investors for
rehabilitating rental properties that are substandard or in need of
repair, assistance in obtaining rental subsidies for existing low-
income tenants to avoid economic or physical displacement:
owners with stabilized rental income to meet expenses, maintain
the property, and allow a reasonable profit on the owner’s
investment; and purchase of refinance properties qualifying for
rehabilitation assistance, generally properties containing 1 to 4
units.

Services
The University of Oregon is requesting proposals from Con­
struction Management/General Contracting firms interested in
providing CM/GC services for the CHI East Campus Housing
project. Briefly, the project includes six new housing units and
associated site work on a site on Villard Street in the East
Campus area of Eugene.
The selection of the CM/GC will be made in accordance with
OAR 135-310-026, and will include interviews with finalists
selected on the basis of their written proposals.
The deadline for proposals is Thursday, September 17 by 4
p.m. PDT.

Five (5) copies of the proposals shall be submitted in a sealed
envelope entitled “CO NSULTING SER VIC ES: AIRPORT
SIGNAGE PROJECT - RFP NO. 1231.’’ The City will be the sole
judge in determining award of the contract and reserves the
right to reject all proposals.
All proposals shall bear an original signature of the proposer.
NOTE: This project is federally funded through the Federal
Aviation Administration and all requirements of that agency
pertaining to bidding and contract performance shall be strictly
adhered to. .
