The Metropolitan Exposition-Recreation Commission (MERC) is
soliciting sealed written proposals for the purpose of providing
temporary personnel services. The MERC requires temporary
administrative personnel services on an as-needed, on-call
basis. Services required may include (but are not limited to):
administrative secretary, payroll clerk, filing clerk, operating
engineer, telephone technician, accounting clerk, receptionist.
Proposals will be received until the hour of 3:00 p.m., Pacific
Daylight Savings Time, July 15, 1992, at the Holladay Offices,
777 NE Martin Luther King Blvd., Portland, Oregon 97232 (or
mailed to PO Box 2746, Portland, Oregon 97208) at which time
and address the names of the proposers submitting proposals
will be read publicly. Proposals received after the deadline will
. not be considered and will be returned unopened.
Requirements and procedures for submitting proposals and of
the services sought are described in detail in a formal request for
proposals (RFP) available from Freda Walker, Metropolitan
Exposition-Recreation Commission, (503) 731-7840, 777 MLK
Blvd., Portland, Oregon 97232.
The MERC anticipates entering into contracts with five qualified
temporary personnel agencies. The contractors agree to supply
temporary personnel services at predeterm ined price, to meet
the MERC’S requirements during the term of the contracts. The
MERC will utilize a rotation process to obtain services between
the five agencies. A lottery will be used to determine the rotation
order. In the event an agency is unable to meet any request for
services by the MERC, that agency waives the assignment and
the assignment will be offered to the next agency in the rotation
order. The MERC’S requirements cannot be determined at this
time, and the MERC does not guarantee any minimum or
maximum amount or duration of services.
The MERC reserves the right to cancel this RFP or reject any or
all proposals for cause upon finding that it is in public interest to
do so.

Contractor for this work shall furnish all labor at current State of
Oregon prevailing wage rates, materials and equipment and
services of all kinds to complete the work in accordance with the
plans and specifications therefor.
Plans and specifications may be examined at the office of the
Director of Environmental Services 1333 N.W. Eastman Parkway,
Gresham, Oregon. Copies of said plans and specifications may be
obtained upon application to the Director of Environmental Ser­
vices and by posting a non-refundable fee of $25.00 with the

Contractors must prequalify for waterline construction with the City
of Gresham, as required by the laws of the State of Oregon, before
the day of a bid opening. Otherwise, their proposal may not be
given consideration.
All proposals must be submitted on the regular forms furnished by
the City of Gresham, addressed and mailed or delivered to the
Engineering Division, City of Gresham, in a sealed envelope
plainly marked, “SEALED BID ON WEST POWELL."

In determining the lowest responsible bidder, the public contract­
ing agency shall, for the purpose of awarding the contract, add a
percent increase on the bid of a nonresident bidder equal to the
percent, if any, of the preference given to that bidder in the state
in which the bidder resides.
Each bid must contain a statement as to whether the bidder is a
resident bidder, as defined in ORS 279.029.
Each bid must contain a statement by the bidder that the provi­
sions of ORS 279.350 will be complied with.
Each bidder must file with his bid an affidavit of non-collusion.
