President Bush Appoints Arnold R. Tompkins to Dept. of
Health and Human Services positions
Appreciation Banquet Slated
For Phil Walden
Arnold R. Tompkins
President Bush has appointed
Arnold R. Tompkins of Clinton, MD, to
the dual position of Assistant Secretary
for Management and Budget, and Chief
Financial Officer for the Departmentof
Health and Human Services.
Tompkins, 41, assumes responsi­
bility for the federal government’s larg­
est single-agency budget. Congress last
year created the post of chief financial

Friends and former students who
have been affected by the generous
coaching efforts of Phil Walden will
celebrate 38 years of his contributions
as a coach and mentor.
An appreciation dinner has been
scheduled for Saturday March 7, at
6:00 P.M.. at the Jefferson High School
cafeteria. Mr. Walden started coach­
ing locally in 1964. He has coached
three different athletic disciplines; bas­
ketball, softball, and track. A group of
alumni players have gathered to give
recognition to Mr. Walden for his ser­
vice to the community. Keith Jackson,
one of the organizers of the banquet
who played for Mr. Walden while he
was in the fourth through eighth grades,
noted that Mr. Walden served as both
a role model and father figure. Mr.
Walden continued to communicate
with him even as he went to college.
Jackson said he was grateful for this
and that it had a profound influence on
his life.
Evelyn Jackson, Keith’s mother,
stated not only did Mr. Walden impact
on children's lives but their parents as
well. He served as a substitute father
figure to many, and also provided a
constructive outlet for youth. “When
Keith was playing sports for Mr. Walden
I knew where he was. That was a great
help to me."
The Albina Sports program, and its
two companion programs; Albina Sports
Basketball and Albina Roadrunner Track
Club were designed to reach the inner-
city black youth who needed a friendly
adult image.
He also met the need for them to be
valued as “people.”
The Albina Sports program pro­
vided an opportunity for the youth to
travel and test their mettle in such cities
as Seattle; Vancouver, B.C.; San Fran­
cisco; Los Angeles, etc. Mr. Walden
sometimes had to use his own assets to
enable his teams to travel. He even
helped in acquiring shoes and uni­
forms.
John Mays, another organizer of
the upcoming banquet, observed that
Mr. Walden has touched literally thou­
sands of young people including A. C..
Green, Mark Bradford, Cyndi Brown,
and Terrell Brandon. Nine of the Port­
land school system’s fifteenth black
coaches have participated in his pro­
grams. However the most impressive
statistic is that over a hundred young
people involved with Mr. Walden have
graduated from college.
Mr. Walden still continues tocoach
and has no intention of retiring. Aptly
stated, Evelyn Jackson observed, “the
children respond to the love.” By
taking a genuine interest in them, Mr.
Walden encouraged them not to let
him down and they gave their best. For

confirmed by the Senate to be vested in
this dual role.
He is the first black official with
responsibility for HHS’ budget, which
at $544 billion represents almost 40
percent o f U.S. federal spending.
HHS Secretary Louis W. Sullivan,
M.D., called Tompkins “exceptionally
well qualified by training, experience
and his knowledge of departmental pro­
grams and issues to assume this chal­
lenging and important responsibility."
In addition to advising Dr. Sullivan
on administrative and financial man­
agement, Tompkins will oversee de­
velopment of the department’s budget
and provide guidance on general man­
agement operations and major policies
in areas such as grants, contracts and
automatic data processing systems.
Since June 1989, Tompkins had
served as counselor to the HHS deputy
secretary. He also is executive director
of the Secretary’s Task Force on Health
Care Reform and executive director of
the Department Policy Council.
Between April 1989 and February
1990, Tompkins was acting assistant
secretary for planning and evaluation
and before that he was deputy assistant
secretary for social services policy for
four years.
He came to HHS in April 1985 form
the Department of the Interior where he
began his federal career in November
1984 as a special assistant to the com­
missioner of reclamation,OfficeofPolicy
Management.
Tompkins was a senior policy ana­
lyst for the Reagan-Bush Presidential
Campaign in 1984. Before that he worked
for three years with Mark A. Siegel &
Associates, the Washington, D.C. con­
sulting firm. Between 1975 and January
1981 he worked for several national and
state GOP campaign organizations.
Tompkins was bom in Washington,
IX?. He attended the Charlotte Hall Mili­
tary Academy in Maryland and received
a bachelor’s degree in history from
Bowdoin College in 1972. He graduated
from the Howard University School of
Law in 1975.
Tompkins is married to the former
Mary Darlene Vestal of Glen Bumie,
MD, and they have a daughter, Whitney
Lucille.
