Call for Bids
Notice is hereby given that upon request by any interested person
a public hearing will be held by the Tri-County Metropolitan
Transportation District of Oregon (Tri-Met) at 3:30 p.m., W ednes
day, march 25,1992, at the Portland Building, 1120S.W .5th Ave.,
Second Floor, Meeting Room C, for the purpose of considering
projects for which federal assistance under Section 3 of the Urban
Mass Transportation Act of 1964, as amended, is being sought.
Anyone interested in requesting that this hearing be convened

Portland, OR 97202 by W ednesday, March 11, 1992.

Passenger Shelters -- Tri-met intends to purchase approxi
mately 250 passenger shelters to replace shelters which are over
14 years old.
8 Alternative Fuel 40' B uses -- Tri-Met intends to procure 8 40'
lift-equipped, alternative fuel (natural gas) buses as replacement
vehicles to modernize its fleet. Vehicles will meet all applicable
Federal and State emission, noise, and Americans with Disabili
ties regulations. A portion of this budget will be used for deliveries,
spare parts, vehicle m arkings and application, on-site inspection,
radio equipment, and contingencies.
N. Transit Mall Extension, Construction -- Tri-Met, in conjunc
tion with the Portland Development Commission and the City of
Portland, proposes to extend the Transit Mall north from West
Burnside Street to Union Station. The project would reconstruct
sixteen blocks on N.W. Fifth and Sixth Avenues, between, and
including, W est Burnside and N.W. Irving Streets.
On the affected streets (except N.W. Irving between N.W. Sixth
and Broadway) the sidewalks would be widened and the road
ways narrowed. The right-hand travel lane would be reserved for
transit vehicles only, and the left lane would be for buses and
general traffic. On-street parking would be eliminated. Transit
amenities would be provided, including one passengershelter per
block, benches and street trees. Materials and finishes would
closely resemble the existing Transit Mall.

Prequalification of Bidders: Pursuant to the Multnomah County
Public Contract Review Board for Administrative Rules (AR 40.030)
Prequalification shall be required for this project for the following
class(es) of work: Earthwork & Drainage (Highways, Roads,
Streets, & Airport Runways) and Miscellaneous Highway Appur
tenances (Guardrails, Median Barriers, Retaining Walls, Curbs,
Walks, Fences, Riprap).
Prequalification applications or statements must be prepared
during the period of one year prior to the bid date. Prequalification
application and proof of prequalification by the Oregon Depart
ment of Transportation must be actually received or postmarked
to Multnomah County Purchasing Section by not later than 10
days prior to bid opening.
All bidders must comply with the requirements of the preparing
wage law in ORS 279.350.

Contractors and subcontractors must be licensed for asbestos
abatement work if the project involves working with asbestos.
No proposal will be considered unless accompanied by a check
payable to Multnomah County, certified by a responsible bank, or
in lieu thereof, a surety bond for an amount equal to ten percent
(10%) of the aggregate proposal. The successful bidder shall
furnish a bond satisfactory to the Board in the full amount of the
contract.
Multnomah County reserves the right to reject any or all bids.

No persons, families or businesses will be displaced by these
projects.
These projects are in conformance with comprehensive land use
and transportation planning in the area and will be programmed
in the Transportation Improvement Program.
A statement of Tri-M et's charter bus service is available for
inspection at the Tri-M et Administration offices.
Tri-Met will not be engaging in school business operations.
Private transportation enterprise will not be directly affected by
these projects.
These projects are currently under review by the state clearing
house.
At the hearing, Tri-Met will afford opportunity for interested per
sons or agencies to be heard with respect to the social, economic
and environmental aspects of the projects.
A person requesting an interpreter for the hearing impaired shall
give Tri-Met at least 48 hours notice of the request by contacting
Tri-M et at 238-4952 or TDD 238-5811, Monday through Friday,
8:30 a.m. to 4:30 p.m.
A copy of the grant application for the proposed projects, an
environmental assessm ent and a transit developm ent plan for the
area are available for public inspection at Tri-Met, Public Services
