Sealed Letters of Intent will be received until, but not after, 4
P.M., by the Director of Purchasing, 2505 S. E. 11th Avenue,
Portland, Oregon , 97202, for:
Sealed bids for the Portland International Airport, New Taxiway C,
W est End Paving and Lighting, will be received at the office of the
Manager, Contracts and Procurement, of The Port of Portland, 700
N.E. Multnomah Street 15th Floor, Portland, Oregon, (mailing
address: Post Office Box 3529, and thereafter publicy opened and
read.
Disadvantaged Business Enterprise (DBE) Program:
Bidders are required to show that small subcontractors, suppli­
ers, or manufacturers which have been certified by the Oregon
Executive Department as disadvantaged, minority, or women
business enterprises (collectively "Disadvantaged Business
Enterprises" or “DBEs”) will participate in not less than 12
percent of the total dollar amount bid.
Description of Work:
Construct an asphalt concrete taxiway approximately 75 feet
by 6500 feet including earthwork, drainage, paving, marking,
seeding, and edge lighting; furnish and install approximately
1600 lineal feet of security fence; install new airfield guidance
signs; and relocate existing runway visual range (RVR) equip­
ment.
A prebid conference will be held at 9 a.m. on Thursday, March
12, 1992, at the Portland International Airport Maintenance
Facility, 7111 N.E. Alderwood Road, Portland, Oregon, to
discuss all aspects of the work, work phasing, and project
safety plan. Bidders are strongly encouraged to attend.

Bids must be on the bid form which will be provided to prospective
bidders and must be accompainied by a certified or cashier’s check
drawn on a United States bank or a bid bond payable to The Port
of Portland in an amount equal to at least 10 percent of the total
am ount bid.
Bidders are required to prequalify in one of the following catego­
ries:
Asphalt Concrete Paving or Earthwork
Prequalification applications must be submitted not later than 5
business days prior to the bid opening date.
The drawings and the contract manual may be examined at Port
offices. Copies may be obtained by prospective bidders at no cost
from Contracts and Procurement (address aoove).
This is a federal aid contract, and all labor shall be paid no less than
the minimum wage rates established by the U.S. Secretary of
Labor, as included in the contract documents.
The labor and civil rights requirements in the Bid and the Supple­
mentary Conditions apply to this work. The propsed contract is
under the subject of Executive Order 11246 on Nondiscrimination
Under Federal Contracts, September 24,1965, and as amended;
and 49 CFR Part 23, on Participation By Disadvantaged Business
Enterprises in United States Department of Transportation Pro­
grams, March 31, 1980, and as amended.
Disadvantaged business enterprises will be afforded full opportu­
nity to submit bids in response to this invitation and will not be
discriminated against on the basis of race, color, national origin, or
sex in consideration for an award of any contract entered into
pursuant to this advertisement.

Bidders are required to state whether or not the bidder is a resident
bidder, as defined in ORS 279.029. (Reference Article 3 of the
Instructions to Bidders).
No bid will be received or considered unless the bidder is registered
with the State of Oregon Construction Contractors Board, pursu­
ant to ORS 701.055 (1), prior to submitting a bid. (Reference
Articles 10, 12, and 13 in the Instructions to Bidders.)
A license under ORS 468A. 720 is required for work involving
asbestos.
Bids may be rejected if not in compliance with bidding procedures
and requirements. Any or all bids may be rejected if in the public

The purpose of this notice of intent is to:
1. Determine the level of interest among legal service
organizations in Multnomah county to submit propos­
als for these services; and
2. Establish a list of agencies intending to respond to a
Request for Proposal (RFP).
Only those agencies that respond to this notice of intent will be
permitted to submit proposals for contracts. If only one agency
responds, an exemption to the RFP process will be requested
from the county.
An organization must meet the following minimum qualifica­
tions:
1. must be a current business or organization with legal
authority to contract and have the ability to manage
a contracted service program;
2. must be able to comply with provisions of the Older
Americans Act of 1965, as amended and the Legal
Services Corporation Act;
3. must have staff with expertise in specific areas of law
affecting older persons in economic or social need;
and
4. must have the capacity to recruit and support volun­
teer attorneys.
Those interested in applying must submit a Letter of Interest,
explaining their interest, qualifications and ability to meet the
minimum qualifications as the Legal Assistance Services pro­
vider for Multnomah County Aging Services Division.
Multnomah county reserves the right to reject any or all propos­
als if not in compliance with Request for Proposals (RFP)
Procedures and requirements.

Sealed bids for the Gerlinger Hall Repair Project 4, University of
Oregon, Eugene, Oregon, will be received by the Oregon State
Board of Higher Education at University of Oregon, Physical Plant
Department, Conference Room 2, 1295 Franklin Boulevard.
Eugene, Oregon until 3:00 p.m., PDT, April 7, 1992, and then
publicly opened and read aloud by the Undersigned or his
designated representative.
Briefly, the project includes exterior repair W ork of, but is not
limited to, exterior masonry restoration and sealing, sheet metal
restoration and replacement, exterior wood siding and trim resto­
ration, exterior window restoration, stucco repair, adhered elastic
sheet roofing and wood shingle installation, concrete slab re­
moval and replacement, waterproofing, and exterior painting.
Bids will be received on a lump-sum basis, as shown on the
Drawings and as described in the Specifications. One (1) set of
the Project Manual may be obtained from Söderström Architects,
P.C., 1200 N.W. Front Avenue, Suite 410, Portland, Oregon

may be obtained for the cost of reproduction.
Deposits will be refunded for documents returned in "good

Multnomah County, Aging Services Division (ASD), is seeking
a qualified service provider to provide legal assistance services
for residents of Multnomah County who are 60 years of age or
older. Client representation services provided primarily by
volunteer attorneys are located in eight district centers around
the county or in the residents of housebound clients. Other
services required are Training and Technical Assistance and
Assistance to Groups Serving Seniors.

Corridor Project - Alternatives
Analysis
This funding supplements existing funds for an Alternatives Analy-
sis/Draft Environmental Impact Analysis in the Hillsboro Corridor
from SW 185th Avenue to Hillsboro Transit Center. This project will
determine what mode of transit would best service the Hillsboro
transit market and connect to the Westside light rail. Alternatives
being considered include expanded bus service or extending the
light rail line.

This project is in conformance with comprehensive land use and
transportation planning in the area and will be programmed in the
Transportation Improvement Program.
Notice of Intent
The Oregon Department of Transportation, Highway Division, is
seeking proposals from qualified consultants to conduct field job
control and acceptance sampling and testing of highway con­
struction materials. The Division’s project m anager will assign
work on an as needed basis. The successful consultant will enter
into a one-year flexible services contract with a maximum fee of
$100,000.
