Multnomah County Aging Services Division is seeking 8 quali
fied agencies to serve as district senior service centers and focal
points for the Aging Services system. District centers function as
a single entry access points for service to older people, provide
case management and information/referral to clients and act as
leaders In planning, coordination, and program developm ent on
behalf of elderly persons. District centers are located in each of
the following areas of Multnomah county: north, north northeast,
northeast, east, southeast, southwest, northwest and down
town.
Only agencies which respond to this notice of Intent will be
permitted to submit proposals for contracts. Agencies may apply
for more than one district, but must currently be providing
services within the district(s) for which they apply. In districts
where only the current provider in good standing responds to
this notice of intent, an exemption from the RFP process will be
considered.
An agency must meet the following minimum qualifications:
must be a current business or organization with legal authority
to contract and ability to manage a contracted service program;
must be currently operating a recognized senior service pro
gram ; with the exception of transportation, will not provide direct
services to the elderly to which referrals are made by district
center case managers.

indicating the district area(s) the agency is interested in applying

The Portland Develoment Commission (PDC) acting as Agent on
behalf of certain non-profit low-income Downtown Housing
Preservation Program (DHPP) housing owners, seeks State
ments of Qualifications from General Contractors for construc
tion of commercial tenant improvements projects of up to $75,000
each. The projects are part of the City of Portland Downtown
Housing Preservation Program (DHPP). Statements of Q ualifi
cations will be evaluated by the Agent and several of the most
qualified contractors will be placed on a pre-qualified list and
invited to submit cost proposals on these projects as they occur.
The pre-qualified list will be in effect for 24 months. The
construction work will be performed on a cost-plus-fixed-fee
basis within a Guaranteed Maximum Price (GMP) by the lowest
bidder. Labor and Materials Payment (Performance) bonds will
be required for each project.
In order for a contractor to be included on the list of Pre-qualified
Contractors, a contractor must be registered and bonded by the
State of Oregon Construction Contractor's Board, must be
licensed by the City of Portland, must be certified by the City of
Portland as an Equal Employment Opportunity (EEO) employer
and pre-qualified by the City of Portland In Class 19 "Building
Construction” or Class 20 “Building Alteration and Repair". The
Agent will assist contractors in meeting these requirements.
Contractors must carry Comprehensive General Liability Insur
ance on an occurrence basis in an amount no less than $500,000.
ESB/MBE/WBE contractors that met or can meet the above
requirements are encouraged to respond to this Request for
Qualifications. The Agent’s goals for Emerging Small Business/
Minority Business Enterprise/W om en’s Business Enterprise
(ESB/MBE/WBE) participation in construction projects are 10%,
5% and 2.5% respectively.
