Sealed bids for installation of Water Distribution System Improve­
ments, 1991, for the City of Gold Hill, Jackson County, Oregon,
will be received by the District until 2:00 P.M., Pacific Time, on
February 4, 1992. Bids submitted prior to the opening will be
received by the City Recorder, City of Gold Hill, 420 6th Avenue,
Gold Hill, Oregon 97525.
Notice is hereby given that the Metropolitan Service District
(Metro) will receive sealed Bids for the St. Johns Landfill Closure
of Subarea 1, RFB #91B-49-SW. The landfill is located at 9363
N. Columbia Blvd., Portland, Oregon. The work contemplated is
the first phase of the construction of final cover for the closure of
the approximately 230-acre St. Johns Landfill. Final cover will be
constructed over a 35 accre portion of the site during 1992. The
base work elements for this Request for Bids (RFB) includes
stripping and stockpiling of existing topsoil and low permeable
soil; procurement and placement of subgrade embankment
material; placement of a low permeable soil barrier; procurement
and installation of 40 mil VLDPE geomembrane, geonet com­
posite, Type I sand, and topsoil; and installation of surface water
control measures vncluding hydroseeding. At Metro’s discret­
io n , alternate work can include installation of gas extraction
wells, PVC and HDPE gas collection piping, construction of a
temporary gas flare system , and construction of a temporary gas
condensate collection system.
Sealed Bids must be delivered to the Metropolitan Service
District, Solid Waste Department, Room 320, 2000 S. W. First
Avenue, Portland, Oregon, 97201-5398, to the attention of Ms.
Linds Pang-Wright, Engineer, no later than 3:00 p.m., Pacific
Standard Time (P.S.T.), Monday, February 24,1992. At that
time, the Bids will be opened and publicly read aloud at Metro in
the Council chambers.
A Pre-Bid conference for prospective Bidders will be conducted
at 10:00 a.m., P.S.T., on Monday, January 27,1992 at Metro, in
the Council Chambers, 2000 s. W. First Avenue, Portland,
Oregon. Attendance is required to meet Metro’s Good Faith
Effort in contracting to disadvantaged and women-owned busi­
nesses. A Site visit is planned following the meeting. Potential
Bidders may obtain Bid documentss by contacting the Metro
solid Waste Department at (503) 221-1646, ext. 208. Metro may
reject any Bid not in compliance with all prescribed public
purchasing procedures and requirements and may reject for
good cause any or all Bids upon a finding of the agency that it is
in the public interest to do so.
No Bid will be received or considered by Metro unless the Bid
contains a statement by the Bidder that the provisions of ORS
279.350, regarding prevailing wage rates, are to be complied
with, are relected in the bid amounts contained herein, and are
to be uniformly paid.
Each Bid must contain a statement as to whether the Bidder is
a resident Bidder, as defined ORS 279.029.
Bidders or Subcontractors shall be licensed under ORS 468.883
(regarding licensing of contractors on projects involving asbes­
tos abatement) in the event that asbestos contamindated solid
waste is excavated.
Bidders and Subcontractors must be registered with the Oregon
Construction Contractor's Board pursuant to ORS 701.035-80.

Sealed bids will be received at the Housing Authority of Portland
(HAP), 8910 N. W oolsey Avenue, Portland, Oregon 97203, until
2:00 p.m., P.S.T., Thursday, January 30, 1992, for labor and
materials to make exterior repairs at an exiting six-floor building.
Shortly thereafter, bids will be opened and publicly read. Inter­
ested parties are welcome to atttend.
The basic work consists of repair of water damage to exterior
envelope including metal framing, insulation, gypsum wallboard,
built-up roofing, aluminum windows and new exterior insulation
and finish system.
Interested bidders may obtain one set of bid documents at the
HAP Maintenance Office, noted above, upon receipt of $50 (fifty
dollars) deposit, which is refundable when documents are re­
turned in good condition within 10 days after bid opening. Addi­
tional sets may be acquired for a $20 (twenty dollar) non-refund-
able fee.
A HAP representative will conduct a pre-bid tour of the project by
appointment commencing at the HAP Maintenance Office, ad­
dress above, at 10:00 a.m., P.S.T., Thursday, January 16,1992,
and the attendance of bidders is optional. An orientation will be
given prior to moving to the project site. Questions posed during
the tour, when not addressed in the specifications, will be an­
swered by addendum and mailed to all bidders.
Attention is called to the provisions in "Supplemental Instructions
to Bidders” regarding MBE participation and Division “ H," “ Spe­
cial conditions", regarding Equal Employment Opportunity, EEO
compliance reports, certification of non-segregated facilities and
a waiver from enforcing the payment of non-federal prevailing
wages when said wages, exclusive of any fringe benefits, ex­
ceeds the applicable wage rate determined by the Secretary of
HUD. Minimum salaries and wages as set forth in the specifica­
tions shall be paid on this project.
A bid security of 5% of the bid is required as prescribed in the
"Instructions to Bidders" Division B.
The succesful bidder will be required to furnish and pay for a
satisfactory Performance and Payment Bond for 100% of the
contract amount, or separate Performance and Payment Bonds,
each for 50% or more, or a 20% cash escrow or 25% irrevocable
Letter of Credit of the full amount of the Contract.
As permitted by State law and required by the U.S. Department
of Housing and Urban Development, the following rules shall ap­
ply:
a. Retainage is 10%, (not 5%)
b. Interest shall not accrue on retainage, and
c. Bonds or securities may not be substituted as and alter­
nate form of retainage.
No bidder may withdraw their bid after the hour set for opening
thereof until afterthe lapse of sixty (60) days from the bid opening.
The Housing Authority of Portland may reject any bid not in
compliance with the prescribed bidding procedures and require­
ments and may reject any or all bids and waive all formalities if,
in the judgement of HAP, it is in the public interest to do so.

Bidders must prequalify with Owner on Standard Oregon Review
Board Prequalification forms, ten (10) days prior to bid opening.
Prequalification forms may be obtained from the Engineer and
should be submitted to the Owner via the Engineer. If a prequali­
fication form is on file with the Engineer and is not over one year
old, refiling is not necessary unless there has been a substantial
change in contractor’s status.
Each bid must contain a statement as to whether the Bidder is a
Resident Bidder as defined in ORS 279.029.
The O fferor’s or Bidder's attention is directed to Section 3 of the
Housing and Community Development Act, Minority Business
Enterprise, Executive Order 11246, Davis-Bacon Act, Copeland
“ Anti-Kickback Act,” and contract Work Hours and Safety Stan­
dard Act, Section 103 and 107 Requirements set forth in the
Contract Documents.
No bid will be considered unless fully completed in the manner
provided in the "Instructions to Bidders” upon the bid form
provided by the Engineer and accompanied by a bid bond
executed in favor of the City of Gold Hill in an amount not less than
ten percent (10%) of the total amount of the bid. Bid bond is to
be forfeited as a fixed an liquidated damage should the Bidder
neglect or refuse to enter into a contract and provide sitable bond
for the faithful performance of the work in the event the contract
is awarded him. Funds for the improvements are available, and
monthly payments will be made by check.

IC Hybrid Process Engineer
Join the engineering team that’s continually moving our micro­
electronics packaging manufacturing area forward through compre­
hensive characterization and documentation of new packages,
processes, materials and automation.
In this engineering position, you will design, execute and analyze
planned experiments to discover root causes of process issues, as
well as maintain statistical process control procedures, monitor
manufacturing process yields and initiate yield improvement pro­
grams. In addition, you will provide day-to-day sustaining engineer­
ing and new product support to the production area.
Requires a BS/MS degree in a technical discipline or equivalent,
and at least 3 years' experience in microelectronic packaging
processes. Practical experience in the application of statistics, statis­
tical process control techniques and design experiments is a must.
Excellent communication, project management and team skills are
also necessary.
System Repair Technician
Test and repair integrated circuit production equipment such as
sputters, diffusion furnaces, plasma etchers and metallization
equipment. Requires an AA degree in electromechanical machine
technology or equivalent, and a minimum of 5 years’ experience
maintaining such equipment. Skills in troubleshooting A/D compo­
nents, pneumatic, HV and RF plasma systems are necessary.
