Special Districts Association of Oregon located at Corner of
Center and Cottage NE, Salem. Oregon. All Bids must be on a
lump sum basis, segregated bids will not be accepted. Briefly,
the W ork consists of a new 3-story building of approximately
10,000 sq ft. construction will largely feature the following:
Foundation: Reinforced concrete. Framing: Steel. Exterior
W alls: Loadbearing steel stud walls veneered with brick m a­
sonry. Partitions: Metal studs with gypsum board finish. Roof:
Single ply roofing on insulated deck. Alternate No. 1, if accepted,
will add a full basement level of approximately 3629 sq ft, and
includes two exterior metal stairs and an additional elevator stop,
also, Equipment Room 109 will cease to exist. Sealed Bids will
be received by Special Districts Association of Oregon in the

Maintenance Painting and Cleaning

Sealed bids are requested for labor and materials to renovate a
substantial number of rental units for the Housing Authority of
Portland (HAP). Bids will be received at the HAP Maintenance
office, located at 8910 N W oolsey Avenue, Portland, Oregon,
97203 until 2:00 p.m., PST, Tuesday, December 17, 1991.
Shortly thereafter, bids will be opened and publicly read. Inter­
ested parties are welcom e to attend.
Briefly, the work consists of cleaning and/or painting interiors of
600 to 700 housing units. The contract shall be open-end and
bids shall reflect unit prices for the work. The project shall be
continuous over a one year period with an approximate annual
value of $300,000. A one year contract extension may be
considered for exceptional performance, at the discretion of
HAP.
Interested bidders may obtain one set of bid documents at the
HAP Maintenance Office, noted above, upon receipt of a $20.
deposit which is refundable when documents are returned in
good condition within 10 days after bid opening. Additional sets
, may be obtained for $10.00 each which is not refundable.
; A HAP representative will conduct a pre-bid tour of several units
com mencing at 10:00 a.m., Thursday, December 12,1991, and
the attendance of bidders is required. Bids will not be accepted
from Contractors not represented at this meeting. Bidoers shall
' meet at the HAP Maintenance Office for oreintation prior to the
tour. Q uestions posed at that time, when not addressed in the
specifications, will be answered by addendum and mailed to all
bidders.
A minimum bid security of $2,500 is required with the contractors
submitted bid.
Attention is called to the provisions addressed in Division “ H,”
"Special Conditions," regarding Equal Employment Opportunity,
a minimum of 20% MBE participation, EEO compliance reports,
certification of non-segregated facilities and a waiver from en­
forcing the paym ent of non-federal prevailing wages when said
wages, exclusive of any fringe benefits, exceeds the applicable
wage rate determined by the Secretary of HUD. Minimum sala­
ries and wages as set forth in these specification shall be paid on
this project.
No bidder may withdraw their bid after the hour set for opening of
bids until after lapse of sixty (60) calendar days from the bid
opening.
The successful bidder shall provide satisfactory Performance
and Payment Bonds to satisfy 100% of a $50,000 contract con­
sideration. The Contract will be considered a Service Contract
and as such will not be subject to withholding of retainage sums.
The Housing Authority of Portlnad may reject any bid not in com ­
pliance with the prescribed bidding procedures and requirements
and may reject any or all bids and waive all informalities if, in the
judgem ent of HAP, it is in the public interest to do so. Questions

The Private Industry Council (TPIC) is a nonprofit organization dedi­
cated to employment and training for economically disadvantaged
youth and adults in Washington and Multnomah Counties.
PROGRAM LIAISON
Responsibilities: Development, negotiation & management of serv­
ice contracts for TPIC prgrams & for problem solving, technical as­
sistance & training.
Preferred requirements: Bachelor’s degree with major coursework in
social science, business administration or closely related field, or
equivalent qualifying experience; two years full-time professional
or management experience in employment and training; significant
experience in the management of major service delivery contracts;
word processing and Lotus 1—2-3 skills desirable; valid drivers
license and reliable transportation.
Salary range: $22,478 to $34,428 plus excellent benefit package.
PROGRAM SPECIALIST
Responsibilities: responsible for Projects with Industry (Older Work­
ers with Disabilities) operations including coordination with Voca­
tional Rehabilitation Division, assessment of clients, development
of training strategies, teaching job search skills, job development,
follow-up and retention services, documentation, and advocacy on
behalf of older workers with disabilities.
Preferred qualifications: Bachelor’s degree in business, communica­
tion, marketing, sociolo-gy, psychology, counseling, or equivalent
qualifying experience. Three years experience in delivery of em-
ployiment and training services, including one year ex-perience
working with people with disabilities. Experience with private sector
employers. Strong job development skills. Familiarity with ADA
requirements and guidelines; proven ability to work with private
sector businesses. Knowledge of local labor market. Word proc­
essing skills required. Effective communication with clients with
disabilities, medical professionals, and service providers. Valid
driver’s license and reliable transportation.
Salary range: $19,048 to $29,028 plus execellent benefit package.
FAMILY ADVOCATE
Responsibilities: Responsible for activities of youth and adults who
participate in East Multnomah County intergenerational programs
for The Private Industry Council. Duties include program planning,
enrollment, placement, counseling and guidance, record keeping,
development of student activity plans, classroom assistance, sup­
port service referral and coordinating activies.
Preferred qualifications: Two years’ work experience with target
population youth in a teaching, counseling or vocational guidance
position; valid driver's license and reliable transportation; experi­
ence with public school systems, social service agencies and em­
ployer community desirable; Bachelor’s degree with major course-
work in education, counseling, sociology or related field. Applicable
experience may be substituted for education. Bilingual (Spanish-
Enqlish) skills required. Valid driver’s license and reliable transpor­
tation.
Salary Range: $19,048 to $29,028 plus excellent benefit package.

Contractor for this work shall furnish all labor at current State of
Oregon prevailing wage rates, materials and equipment and
services of all kinds to complete the work in accordance with the
plans and specifications therefor.
Plans and specifications may be examined at the office of City
Hall, 1333 N.W. Eastman Parkway, Gresham, Oregon. Copies of
said plans and specifications may be obtained upon application
to the City and by posting a non-refundable fee of Engineering,
at (503) 669-2633.
Contractors must prequalify for street, waterline, and storm drain­
age construction with the City of Gresham, as required by the
laws of the State of Oregon, before, the date of a bid opening.
Otherwise, their proposal may not be given consideration.
All proposals must be submitted on the regular forms furnished by
the City of Gresham, addressed and mailed or delivered to the
engineering Division, City of Gresham, in a sealed envelope
plainly marked, “ SEALED BID ON 1991/92 CDBG WATERLINE
PROJECT 4133" bearing the name and address of the bidder.
Each bid must be accompanied by a certified check, cashiers
check or bid bond in an amount not less than ten percent (10%)
of the total bid. A performance and payment corporate surety
bond in the full amount of the contract shall be required to
guarantee faithful performance of the terms of the contract at the
time of contract execution.
In determining the lowest responsible bidder, the public contrac­
tion agency shall, for the purpose of awarding the contract, add
a percent increase on the bid of a nonresident bidder equal to the
percent, if any, of the preference given to that bidder in the state
in which the bidder resides.
Each bid must contain a statement as to whether the bidder is
resident bidder, as defined in ORS 279.029.
Each bid must contain a statement by the bidder that the
provisions of ORS 279.350 will be complied with.
Each bidder must file with his bid an affidavit on non-collusion.
