Sealed bids will be received at the Housing Authority of Portland
(HAP), 8910 N. W oolsey Avenue, Portland, Oregon 97203, until
2:00 p.m., P.D.T., Tuesday, October 22, 1991, for labor and
materials to make site and dwelling improvements of three
existing apartment sites. Bidders may bid on any or all projects.
Shortly thereafter, bids will be opened and publicly read. Inter­
ested parties are welcome to attend.

The City of Lake Oswego Redevelopment Agency (LORA) is re­
questing Statements of Qualifications (RFQ) from architects li­
censed in the State of Oregon for the purpose of securing archi­
tectural services for design and construction of a new fire station
as part of the redevelopment of Lake O swego’s East End.
The basic work consists of play area equipment, garbage enclo-
sures, concrete walks and ramps, fencing, site drainage, site
lighting, sewer hookups, tree removal, metal roofing and siding,
door replacements, kitchen cabinets, ground fault interuptors,
electric heaters, light fixtures, and vertical blinds. Not all of this
work is at each project site. Project sites are Fir Acres Apartment,
19401--19463 S.E. Yamhill, Eastwood Court Apartments, 18206-
18268 S.E. Yamhill, and Carlton Court Apartments, 5241 -5 3 2 7

RFQ's at a minimum, must contain the following:
1. The responding firm name and address; name and posi­
tion of respondent.
2. Examples of similar experience (i.e., design of fire stations
or other municipal buildings; preparation of permit applica­
tions; applications and presentations to review bodies).
Examples should include photos of finished projects, re­
productions of presentation drawings, a brief narrative
outlining the building program requirements, and project
budget and final project cost.
3. Name of person who would have project responsibility.
Interested bidders may obtain one set of bid documents at the
HAP Maintenance Office, noted above, upon receipt of $50 (Fifty
Dollars) deposit, which is refundable when documents are re­
turned in good condition within 10 days after bid opening. Addi-
tional sets may be acquired for a $20 (Twenty Dollars) non-re-
fundable fee.
A HAP representative will conduct a pre-bid tour of the project
commencing at the HAP Maintenance Office, address above, at
10:00 a.m., P.D.T., Thursday, October 10,1991, and the atten­
dance of bidders is requested. An orientation will be given prior
to moving to the project site. Q uestions posed during the tour,
when not addressed in the specifications, will be answered by
addendum and mailed to all bidders.
4. Names and addresses of contact persons for similar proj­
ects.
Six (6) copies of RFQ’s must be received by 5:00 P.M. on Octo­
ber 8, 1991 at the office of:

Attention is called to the provisions in "Supplemental Instructions
to Bidders” regarding MBE participation and Division “ H,” “ Spe­
cial Conditions,” regarding Equal Employment Opportunity, EEO
compliance reports, certification of non-segregted facilities and a
waiver from enforcing the paym ent of non-federal prevailing
wages when said wages, exclusive of any fringe benefits, ex­
ceeds the applicable wage rate determined by the Secretary of
HUD.
A bid security of 5% of the bid is required as prescribed in the
“ Instructions to Bidders” Division B.
No bidder may withdraw their bid after the hour set for opening
thereof until after the lapse of sixty (60) days from the bid
opening.
The Housing Authority of Portland may reject any bid not in com ­
pliance with the prescribed bidding procedures and require­
ments and may reject any of all bids and waive all informalities if,
in the judgem ent of HAP, it is in the public interest to do so.

RFQ’s received will be reviewed by staff and the East End Devel­
opment Committee (EDC), an advisory committee to LORA.
Respondents deemed to be qualified will be requested to submit
proposals to LORA for architectural services. LORA may reject
any RFQ not in compliance with all prescribed procedures and
requirements and may reject any or all RFQ's upon a finding by
LORA that it is in the public interest do do so.
